Over the past two decades, the large-scale entrance of women into the work force has fundamentally changed the fabric of work and family life. Unlike 75 other nations, the United States has no comprehensive family policy that helps families cope with the competing demands of work and family. Research within psychology has not been helpful in pointing out the need for a major shift in public policy. This article argues that both governmental policy and psychological research reflect the popular culture's idealized myth of motherhood. It suggests an interruption of the research agenda that searches for negative consequences of maternal employment and alternative child care. A new agenda is proposed that would document the negative consequences of not providing high-quality, affordable day care. This new agenda would also acknowledge the centrality of fathers and family process to developmental outcomes in children.  相似文献

This article reviews the problem of homelessness from the perspective of an advocate who has been working to change national policy. The Stewart B. McKinney Homeless Assistance Act, an important initial step supported by advocates and (now) political leaders, is described as providing too few resources and limited programs. An agenda for policy change is proposed to deal with the dual problems of rapidly dwindling low-cost housing and inadequate income among the poor and homeless. It is hoped that psychologists and other professionals will get actively involved in creating such policy change.  相似文献

The public policymaking process presents behavior analysts with opportunities to shape public policy and influence decisions that affect the evolution of communities. Although the scientist-advocate's role in public policymaking has received increased attention, little attention has been given to behavioral analyses of the policymaking context. This paper describes the stages of policymaking, including agenda formation, policy adoption, policy implementation, and policy review. It also analyzes seven types of research information important in agenda formation and policy adoption-information about the dimensions of an issue, number of people affected, relative standing of an issue, interests of those involved, controlling variables, program alternatives, and program acceptability. Methods for communicating research information to policymakers are discussed.  相似文献

Key federal health initiatives and psychology's participation in public policy are briefly reviewed. There has long been agreement that psychologists have a responsibility to affirmatively address society's pressing needs, not only in health care but in other areas that affect the well being of society. The behavioral sciences are key to the United States' science and health policy in the 21st century. The unanswered question is, Has the field matured sufficiently to establish its own programmatic agenda via the public policy process? Community health, lifestyle choices, psychologically managed pharmacological treatment, and the use of telecommunications technology in education and treatment are areas in which psychology can contribute a great deal to the development of a healthier society.  相似文献

The concepts of behavioral economics have proven useful for understanding the environmental control of overall levels of responding for a variety of commodities, including reinforcement by drug self-administration. These general concepts are summarized for application to the analysis of drug-reinforced behavior and proposed as the basis for future applications. This behavioral agenda includes the assessment of abuse liability, the assay of drug-reinforcer interactions, the design of drug abuse interventions, and the formulation of drug abuse public policy. These separate domains of investigation are described as part of an overall strategy for designing model projects to control drug use and testing public policy initiatives.  相似文献

This address briefly traces post-1940 U.S. science policy from the science policy agenda set forth by Vannevar Bush in 1945 through the recent congressional task force on science policy. Although there are many factors influencing science policy, the focus here is on presidential influence. The effects of U.S. science policy on science are traced by looking at funding patterns in general, as well as at those for behavioral science. The influence of politics on the ability of scientists to freely communicate scientific information is examined. Finally, the role of politics in scientists’ access to computing resources is explored. Presented here is a side of science not often seen by those at the bench.  相似文献

This paper discusses the role of ethical considerations in the formulation of public policies aimed at shaping the scientific agenda. Specifically, new and controversial public policy issues will confront us in the twenty-first century as the result of developments on the frontiers of biomedical science. Some of the anxieties in the ethical arena generated by the rapid pace of these developments are likely to result in efforts to place constraints on the shape of the scientific agenda and the application of new knowledge. Our moral propositions, therefore, will be tested and re-tested in their application to evolving social, cultural, and historical circumstances and the ever-changing technological context.  相似文献

In 1984, a task force of the American Psychological Association (APA) Committee on Lesbian and Gay Concerns was charged with investigating bias in psychotherapy with lesbians and gay men. The task force surveyed a large and diverse sample of psychologists to elicit information about specific instances of respondent-defined biased and sensitive psychotherapy practice. Open-ended responses were used to separately identify major themes of biased and sensitive practice and to illustrate each with concrete examples. Results suggest that psychologists vary widely in their adherence to a standard of unbiased practice with gay men and lesbians. To bring individual practice into accord with APA policy will require continued and expanded efforts to educate practitioners about sexual orientation.  相似文献

The recent scandal over the American Psychological Association’s (APA) change in ethical policy on torture has been reported by journalists and by a team led by an independent reviewer, a former federal prosecutor. Additional observations have been provided by current and former APA leaders and members at large posting on the APA website. There seems to be a consensus that the APA, through a corruptive subgroup, colluded with the United States Government to change the APA ethical standards to provide cover for the Department of Defense’s “enhanced interrogation” of suspected terrorists. Examining the flawed decision-making process through a group dynamics lens, the author examines the extent to which corruptive motives and manipulative (if not deceptive) practices led to collusion and a policy inconsistent with APA values and mission. He also offers recommendations to other professional organizations as to how to avoid corruptogenic group processes.  相似文献

The effects of technological change have political implications. A “disturbance,” such as the rise of the Internet as a mass medium, brings about new policy issues and establishes new interest organizations in the lobbying community. The differential mobilization of interests can affect the resolution of these policy issues. I combine face-to-face interviews with Washington representatives from organizations involved in Internet policy debates with compiled data on the extent of their involvement to outline the difficulties that organizations face when building lobbying capacity, developing an agenda, and forming coalitions. The results indicate that new entrants face substantially more constraints than established interests and that these differences may affect policy outcomes. A psycholegal research agenda on guilty pleas is in its nascent stage. Multijurisdictional surveys of related law and policy may advance this research agenda by focusing investigators on the specifics of existing policies and motivating cross‐jurisdictional comparisons of diverse policies. We thus conducted a systematic, national survey of statutes, regulations and court rules across the United States pertaining to nine aspects of the guilty plea process, including sentencing differentials, collateral consequences and waiver of rights, which have been identified in existing legal and psycholegal research and commentary. Following a discussion of these issues, including legal concerns and existing research findings, we present the results of our systematic survey. We supplement this review with a non‐systematic sampling of appellate case law. Broadly, there was notable diversity in whether and how jurisdictions approached these issues. We discuss general and specific implications of our findings for future research, emphasizing the importance of data on actual policies and procedures to the design of studies that may contribute to evidence‐based criminal justice policy.  相似文献

The authors describe the American Psychological Association's (APA's) efforts to affect social policy and judicial decision making by delineating APA's participation as amicus curiae in five cases concerning the civil rights of lesbians and gay men. They discuss the function and importance of amicus briefs, review the legal principles used to advance the constitutional rights of lesbians and gay men, outline the facts in the cases APA entered, sketch the legal theories and scientific evidence that APA brought to the courts' attention, and relate the courts' decisions in those cases. They conclude with recommendations for the use of such briefs in future litigation and legislative efforts to advance the rights of lesbians and gay men.  相似文献

On November 19, 2011, Norine G. Johnson, the ninth woman to serve as president of the American Psychological Association (APA), lost a valiant battle with cancer. Norine's curiosity about her grandmother's strength led to much of her later work on the development of strength and resiliency in adolescent girls and in women. She received her doctorate in 1972, with a minor in child development, and she became one of the first to be considered a pediatric psychologist, a newly emerging specialty. Norine became involved in organized psychology as her children got older. When she learned there had not been a woman president of the Massachusetts Psychological Association (MPA) for almost 50 years, she was appalled. An ardent feminist, who had served on MPA's Board of Directors, she could not let the situation remain that way. She ran for president and won, serving from 1981 to 1983, and then mentored many women colleagues into the role. MPA sent her to the Council of the APA as one of their representatives, and she immediately ran for a seat on the Finance Committee, later serving as chair of the committee. During her tenure on the Finance Committee, she helped create financial policy that changed APA from an organization whose assets were threatened and shrinking to a financially solid association. Norine considered Division 35 (Psychology of Women) to be her home in APA, a place filled with warmth, collegiality, and shared values. She and Judith Worell spearheaded the extremely important and successful 1993 National Conference on Education and Training in Feminist Practice. Norine was elected to the APA Board of Directors in 1997, where she served with distinction, continuing to focus on the financial well-being of the Association. Not surprisingly, she went from that role to being elected APA president. Her focus as president was on the changes in the health care delivery system in the United States. She was a staunch champion of the biopsychosocial model of health. Under her presidential leadership, the APA Mission Statement was amended to add the word "health," confirming the importance of health to the psychological community. Who has the right to use psychological tests? Until recently, most qualified professionals had access to these tests. The American Psychological Association (APA), however, has supported several legal interventions as well as legislation that would allow only licensed psychologists to use most psychological tests. The position of the Fair Access Coalition on Testing (FACT) is that the APA efforts will reduce needed services to the general public, violate existing professional policies of both the American Counseling Association and APA, initiate counterproductive turf wars, and turn existing collaboration among professional organizations into time-consuming, resource-devouring, nonproductive conflict. FACT's efforts to reaffirm its policy statement are outlined.  相似文献

Reflecting on his experiences as a staff philosopher on the President's Commission for the Study of Ethical Problems in Medicine and Biomedical and Behavioral Research and with other advisory bodies, Brock contends that there is a deep conflict between the goals and constraints of the public policy process and those of scholarly activity in general and philosophical activity in particular. Whereas unconstrained search for the truth is the central virtue of scholarly work, the first concern of policy makers is the impact of their actions on policies and people. The need to persuade policy makers and to maintain their own credibility leads philosophers to cut and trim their views. While the philosophers should be open to radical change if persuasive argument supports it, policy makers deal in incremental change. Philosophers can help widen the policy agenda, but their contribution should be limited and temporary and their primary base should remain an academic one.  相似文献

The American Psychiatric Association, (“APA”), with more than 36,000 members at present, is the Nation's leading organization of physicians who specialize in psychiatry. APA provides for education and advocacy and develops policy through Position Statements. It promotes enhanced knowledge of particular topics relevant to psychiatric practice and patient care through Resource Documents. Since 1993, the APA has developed various positions and resource materials related to firearms and mental illness, incorporating evolving themes as new issues emerge. This paper reflects the APA's 2014 Position Statement on Firearm Access, Acts of Violence and the Relationship to Mental Illness and Mental Health Services.  相似文献
