At its core, the evolution of democratic civil society is a process of transcending existing, historical social space, a process that desires to dissolve “political society” into “civil society” and with it to reformulate space as more democratic, participatory public space, and global spheres of interaction. In this article, the author examines the implications of globalization and the evolution of democratic civil society. Drawing on the work of French theorists de Certeau and Lefebvre, the author examines the nature of space as a social construct and the importance of understanding space as a practiced place in relation to the evolution of democratic civil society that makes transnational space a practiced place for global civil society. The author argues that as globalization spreads across nation-states, spatial forces produced by economic, cultural, and political discourses and practices give way to the potential for the evolution of democratic civil society.

The author argues that in democracies a strong state and strong civil society are not mutually exclusive. Only a democratic, legitimate, and strong state can provide the environment for civil society activities to flourish; in return, only a strong and a participatory civil society can outline the reach of state strength vis-à-vis the society. The author discusses the need for civil society organizations to collaborate with policy-making institutions, in which they can negotiate policy concerns with ministers and officials while retaining an independent distance from the state and the political parties. Further, the author argues that an environment as such would provide for the transformative capacity of human agency to manifest itself in full in a globalizing world. The author discusses how participatory state and civil society structures will enhance the role of the human agency in order to dissolve elite rule, especially in new democracies.

This paper explores the complex institutional processes that comprise the global governance of cyberinfrastructure and examines the impact of these elite regime formation processes on developing countries and transnational civil society organizations. Based on a concurrent, mixed-methods study of the United Nations-sponsored World Summit on the Information Society (WSIS), we find that policy-actors from developing countries and civil society organizations have been less effective than other actors in influencing these processes. Finally, we recommend future research on the use of ICTs to strengthen the effective participation of developing countries and transnational civil society organizations in these processes. In this commentary I point to some inherent tensions within the article Dissolving the Diaspora. First, I suggest that the author may be in danger of underestimating the extent to which the values of the multiculturalism promoted in the article rely upon an acceptance of the incorrigible stats of culturally‐specific ideologies of liberalism. Second, I point to the way in which the author adopts a banal nationalist frame of reference whereby constructs such as ‘society’ and ‘polity’ and understood to be conterminous with ‘nation‐state’. I suggest that, in this respect, the author may be in danger of overlooking the ways in which the same liberal values which under pin an advocacy of multiculturalism might also be associated with utopian visions of transnational or cosmopolitan forms of solidarity and polity. This article honors Bela H. Banathy's work in social systems design and acknowledges his intellectual, professional, and humanitarian gifts to the system sciences community. The author examines Banathy's epistemology of conscious self-guided evolution and how it has influenced the author's thinking and research in design of educational systems, and in particular the study of education's role as an evolutionary guidance system for civil society. Specifically, the author examines Banathy's notions of evolutionary guidance systems (EGSs) and the design inquiry process. Design conversation is elaborated as a communication method for systems design and as a medium for communicative democracy. The concepts of civil society and democracy are examined in depth, providing an etymological analysis of each as a foundation for civil society as an ideal image. Consideration is given to Banathy's ideas of democracy and the New Agoras as ethical systems for the pursuit of conscious evolution. The author presents his considerations for education as an EGS for conscious evolution of civil society.

This paper describes relationship building among nongovernmental organizations (NGOs) in a civil society effort. It presents the results of an interorganizational network analysis of 17 Croatian civil society organizations that participated in the 2000 parliamentary election campaign. The research analyzes network relationships including density, structural holes, and centrality, considering the nature of these relationships as a function of choice of communication channels and strength of ties. The results of this study describe the communication roles of various organizations during the transformation from a totalitarian state to a fledgling civil society.

In the wake of the Arab Revolutions of 2011, countries in the Middle East are grappling with how Islamists might be included within a regime of democratic political pluralism and how their aspirations for an “Islamic state” could affect the citizenship status of non-Muslims. While Islamic jurisprudence on this issue has traditionally classified non-Muslims in Islamic society as protected peoples or dhimma, endowed with what the authors term “minority citizenship”, this article will examine how the transnational intellectual Wasa?iyya or Centrist movement, of which Sheikh Yusuf al-Qaradawi is the figurehead, have sought to develop a new fiqh of citizenship in which Muslims and non-Muslims have equal civil and political rights. This article will focus on Yusuf al-Qaradawi on the basis that his very recent shift in 2010 on the issue is yet to be studied in depth, as well as in view of the fact that the dilemma faced by reformist Islamic scholars—how to integrate modern concepts into a legal tradition while simultaneously arguing for that tradition’s continuing relevance and authority—is for him rendered particularly acute, given that this tradition is itself the very source of his own authority and relevance. It will therefore be argued that the legacy of the Islamic legal tradition structures his discourse in a very specific way, thereby having the potential to render it more persuasive to his audience, and worthy of a more detailed examination.

The author points out that Cuba is going through a special kairos, a time of transition, where (a) civil society is becoming increasingly active in the Cuban economy; (b) Cuban society is still in the process of digesting the meaning of the normalization of relations with the United States; and finally (c) the churches and religion in general are playing a more dynamic role in Cuban society. The author, on behalf of the hosting institution, the Evangelical Seminary of Theology in Matanzas, Cuba, reflects on the theme of the Commission on World Mission and Evangelism consultation, after making reference to the historical development of missiological training in its 70 years of existence.

Traditionally, acts of civil disobedience are understood as a mechanism by which citizens may express dissatisfaction with a law of their country. That expression will typically be morally motivated, non-violent and aimed at changing their government’s policy, practice or law. Building on existing work, in this paper we explore the limits of one well-received definition of civil disobedience by considering the challenging case of the actions of animal activists at sea. Drawing on original interviews with advocates associated with Sea Shepherd, Greenpeace and Humane Society International we find that even if animal activists are morally motivated and civil, the transnational nature of their activity makes it difficult to assess their intention to bring about a change in law or public policy. This means that a civil disobedience defence may not be available to activists operating across international borders. This raises important questions about the usefulness of the civil disobedience concept within the context of a globalised world. We conclude that while the actions of some anti-whaling activists may not meet definitions of civil disobedience as conventionally understood, this says more about the narrow way in which that concept has been traditionally defined, than it does about the type of activity some anti-whaling activists have undertaken in the Southern Ocean. Finally, we argue that activists wishing to make a stand against whaling may have no choice but to act as global citizens because policy change within a single nation-state is unlikely to lead to the cessation of this inherently transnational activity.

As some thinkers have sought in the concept of global civil society an ethically driven site of deliberation and even resistance, so others have criticized global civil society for its lack of legitimacy and representativeness. This article attempts to answer these criticisms – at least in part – by invoking a moral commitment to the value of justification. I argue that the idea of justification, when examined, offers us a particular understanding of legitimacy which would be attainable for global civil society actors. The article begins by setting out the case for concern about the legitimacy of global civil society. I then outline a certain understanding of justification, showing how a commitment to this conception provides both a response to critics of global civil society and an ethical baseline for humane actors within global civil society. I move on to trace the significance of the moral relevance of justification for actors' strategies. Lastly, however, I highlight the difficulty of justification in a diverse world. This is to say that the issues of legitimacy and strategy facing global civil society are only made more tractable, not dissolved, by an appeal to the importance of justification.

Drawing on ethnographic and interview data collected in El Salvador and South Africa over a four‐year period, this article uses a social constructionist approach to describe two types of interaction between short‐term mission teams and their hosts. First, hosts encounter the flow of teams as foreign social products. Once they internalize this new part of their social reality, hosts seek to recruit and control teams. They also mimic the practice of short‐term missions, sending their own teams to remote locations. Second, hosts interact directly with visitors, engaging in world‐building activities that create transnational religious ties. Short‐term missions thus make residents of the new centers of Christianity more mobile in Christianity's global civil society and increase the number of ties between Christians across borders. These findings have implications for the scholarly debate about how to conceptualize Global Christianity; they also broaden the scope of the emerging discourse on short‐term missions.

As a byproduct of solving the surprise-exam paradox, Saul Kripke formulates a “dogmatism paradox” which seems to show that knowledge entails dogmatism. In this paper, the author analyzes the nature of the dogmatism paradox from a logical dynamical perspective. The author suggests that the dogmatism paradox is better understood as a paradox of knowledge attribution rather than of knowledge. Therefore, the dogmatism paradox could be solved without sacrificing the principle of epistemic closure. Based on a famous version of relevant alternatives theory, the author formalizes a logic of knowledge attribution in the style of logical dynamics, namely, public retraction logic, and analyzes how knowledge attributions are retracted with the expansion of relevant alternatives.

Immigrant entrepreneurship comes in two forms: domestic and transnational entrepreneurship. Domestic immigrant entrepreneurs depend on the host society for business success while transnational immigrant entrepreneurs depend on the contacts and partners in their countries of origin and other countries. In recent years, immigrants’ entrepreneurial activity has moved from the domestic to the transnational level because of the simultaneous business activities that such entrepreneurs conduct between their home and host countries. Transnational entrepreneurship has become one of the pathways that immigrants use to settle and integrate into the host society’s labor market, and at the same time contribute to their countries of origin. From this perspective, this paper explores the causes, nature, and practices of transnational entrepreneurial activities of Ghanaian immigrants in Canada. Using in-depth interviews and focus groups, the study finds that transnational entrepreneurship has become an essential strategy among Ghanaian immigrant entrepreneurs due to the large and growing number of immigrant communities and demand for ethnic products and services that are not produced in Canada. The study also finds that transnational entrepreneurship has become an avenue for immigrants to connect and create ties with Ghana and contribute to its economic development.

The concept of civil society has once again emerged as a viable mechanism for developing and sustaining deliberative democracy. However, an essential component of many strategies to sustain civil society appears lacking, especially when we see the growing cynicism and apathy among citizens. What is missing is a strategy for training or encouraging citizens to participate more fully in civil society. The skills of advocacy can, at least in part, help renew civic activism. Thus, the role of advocacy will be explored as a potential way to resuscitate civil society.

Although the term multiculturalism is often understood on the public level as an ideology or as a social programme (to be ‘for’ or ‘against’), I argue in this paper that the term should also be understood to refer to the complex range of issues associated with cultural and religious diversity in society, and the social management of the challenges and opportunities such diversity offers. Understood in this sense, multiculturalism is not an optional extra, it is not something that a society can choose to have or avoid. For any country without closed borders then multiculturalism is a fact of today—it is present within the society. What is important are the social and political responses to the cultural and religious diversity that results from transnational flows and settlement of people. This introduction to the collection of papers highlights the need to understand multiculturalism as a process which is always contextual, and the role that state management of difference in the successful development of diversity plays.

Engaging civil society actors as knowledgeable dialogue partners in the development and governance of emerging technologies is a new challenge. The starting point of this paper is the observation that the design and orchestration of current organized interaction events shows limitations, particularly in the articulation of issues and in learning how to address the indeterminacies that go with emerging technologies. This paper uses Dewey’s notion of ‘publics’ and ‘reflective inquiry’ to outline ways of doing better and to develop requirements for a more productive involvement of civil society actors. By studying four novel spaces for interaction in the domain of nanotechnology, this paper examines whether and how elements of Dewey’s thought are visible and under what conditions. One of the main findings is that, in our society, special efforts are needed in order for technology developers and civil society actors to engage in a joint inquiry on emerging nanotechnology. Third persons, like social scientists and philosophers, play a role in this respect in addition to external input such as empirically informed scenarios and somewhat protected spaces.

Thomas Nagel has argued that we are theoretically committed to both ethical pluralism and liberal egalitarianism in a way that seems plausible but that the combination leads through time to a deep-seated incoherence within our own moral and political outlook. This paper critically examines Nagel’s arguments for this conclusion. The paradox is centrally generated by the dual role of the impartial perspective in Nagel’s argument. This dual role is analysed and rejected as based on a mistake about objectification, such that there is no conflict between the personal and impersonal point of view of the kind Nagel describes. His insightful account of the prospects for egalitarianism is, further, hindered by his account of the internal division of the self. A positive proposal is made for a feasible egalitarian ideal that overcomes such a dichotomy within the self in the context of civil society. This revised version was published online in July 2006 with corrections to the Cover Date.
