Science and technology policy in the developing world involves special problems since much of the financial support for S&;T originates outside the countries where research is done. The development of information for policy and strategic planning decisions is therefore critical for national research policymakers, international organizations, and donors. However, prior attempts have been plagued by serious methodological problems. We describe a multifaceted approach for generating systematic information on scientific and technological institutions in developing countries based on the concept of the research system as a multiorganizational network. By providing an account of how this approach was implemented in a three-country study we hope to shed light on several related problems in developing information for policy. First, how can relevant actors in research systems be identified? Second, how can a national research system be systematically surveyed? Third, how can system-wide estimates of organizational linkages and performance be obtained?  相似文献

Many children in developing countries are at risk of emotional and behavioral difficulties, which are likely to be elevated due to the effects of poverty. Parenting programs have shown to be effective preventative strategies in high-income countries, but to date the research on their effectiveness in lower-income countries is limited. International organizations such as the World Health Organization have called for the implementation of programs to prevent behavioral difficulties through the development of stable relationships between children and their parents. The aim of the present paper was to review the literature on parenting programs in developing countries in order to identify challenges, opportunities and directions for further research. First, reports of international organizations were reviewed in order to gain a preliminary overview of the field. In a second stage, a non-systematic review was carried out. Databases were searched in order to identify empirical evaluations of parenting programs in low-income countries. Finally, a systematic review was carried out to specifically identify evaluations of programs targeting emotional or behavioral outcomes. Only one study had a strong methodology among those designed to prevent emotional and behavioral outcomes. Opportunities for further program development and research are identified.  相似文献

Feminist therapists have often felt outside the mainstream of clinical practice. The on-going process of developing our theoretical base has both strengthened our effectiveness and decreased our sense of professional isolation. Few mentors, colleagues or supervisors share this feminist philosophical base. One response to this dilemma has been the development of feminist organizations, such as the Feminist Therapy Institute and the Association for Women in Psychology. A complementary response is the creation of local feminist consultation groups for ongoing clinical consultation and for personal support. This paper discusses the process of developing one such group and the role that the interaction that commonality and diversity has played in its creation and evolution. The dialectical relationship between commonality and diversity is also explored in a broader sense. Finally, the beginning of a developmental view of this group's evolution is offered, emphasizing the links for women between connectedness and learning.  相似文献

The article offers forecasts of the geopolitical and geo-economic development of the world in the forthcoming decades. One of the main accusations directed toward globalization is that it deepens the gap between the developed and developing countries dooming them to eternal backwardness. The article demonstrates that the actual situation is very different. It is shown that this is due to the globalization that the developing countries are generally growing much faster than the developed states, the World System core starts weakening and its periphery begins to strengthen. At the same time there is a continuing divergence between the main bulk of developing countries and the group of the poorest developing states. The article also explains why the globalization was bound to lead to the explosive rise of many developing countries and the relative weakening of the developed economies. In the forthcoming decades this trend is likely to continue (although, of course, not without certain interruptions). It is also demonstrated that this convergence constitutes a necessary condition for the next technological breakthrough. This has important implications for the hegemony debates. A rather popular theory of hegemony cycles implies that the eclipse of the global hegemony of the United States should be followed by the emergence of a new global hegemon. This generates the dichotomy of the two main current points of view—either the United States will continue the global leadership in the forthcoming decades, or it will be replaced by China in this capacity. We do not find the study of the future within this dichotomy fruitful. We believe that in a direct connection with the development of globalization processes the hegemony cycle pattern is likely to come to its end, which will lead to the World System reconfiguration and the emergence of its new structure that will allow the World System to continue its further development without a hegemon.  相似文献

The study explores whether Quality of Life (QOL) corresponds to the spatial pattern of urban system as a result of compact development policy practice in Bandung city, Indonesia. It examines the connection between QOL and selected attributes of compact development. A self-reported life satisfaction is used as a proxy for QOL based on a cross-sectional survey data from 400 respondents. The analysis shows that the changes in QOL significantly correspond to the change of different attributes of compact development. The result suggests that compact development policies in Bandung have not shown a desirable result in improving QOL of the urban residents. The result also indicates that the implementation of the policy is less beneficial in the context of developing countries. The study strengthens the existing argument that compact development policies need to be tailored to suit the context of developing countries, rather than just be taken for granted from the practices in developed countries.  相似文献

In recent decades, globalization has become a growing concern for developing countries. Eastern countries in particular, who have traditionally adhered to group-focused interests and the development of an interpersonal sense of identity, have endured sweeping changes as Western values, opinions, and attitudes begin to pervade its younger generations. With the ease of connection that technological advances such as the Internet provides, late adolescents and emerging adults must negotiate between adopting an identity that is based on the traditional viewpoints of their local culture and adopting an identity that is consistent with the values of a global culture. In this study, the identity distress reported by 422 late-adolescent college students in India, China, and the United States was compared as it relates to the endorsement of individualistic and collectivistic value systems. Identity distress was found to significantly vary by country, with participants from China and India scoring significantly higher than those in the United States. Collectivism was associated with less identity distress in India and more distress in China. Reasons for this disparity are explored and questions for future research are discussed.  相似文献

The recent call for the scale-up of evidence-based early childhood development interventions, in lower and middle-income countries and for minority groups in high-income countries, has seen numerous suggestions to train greater numbers of lay mental health workers to fulfill these functions. While studies have found that concepts from developed country settings, such as attachment, parental sensitivity, and containment, find purchase and relevance within developing settings, the management of contextual and cultural factors and the tensions of cultural interfacing in the rollout of these programs in developing country settings require consideration. Drawing on the experiences of two successful South African mother–infant home-visiting programs as examples, this article discusses some of the challenges in provision of attachment-based infant mental health programs and highlights the need for careful consideration of a number of factors pertaining to the recruitment, supervision, and management of lay mental health workers before large-scale rollout is conducted.  相似文献

In the years that have passed since publication of the Club of Rome's seminal report “Limits to Growth,” the issues raised in terms of development, resource use and the environment have become ever more pressing. The potential of advances in science and technology to affect all aspects of life, including development, was then little understood. Today's unparalleled burst in scientific and technological creativity has given new options and opportunities to the world economic system.

Central to this process is a series of concepts which includes the scientification of technology, by which technology is increasingly generated and developed on scientific bases, the breaking down of interdisciplinary barriers and mankind's new found capacity literally to invent resources, leading to the emergence of whole categories of new materials. These changes make possible a new approach to economic growth, relying on decentralization and flexibility and the selection of technology mixes best suited to different socio‐economic and cultural contexts. In parallel, the key importance above all of the information technologies is producing a dematerialization of goods, a trend exemplified by the shift from product oriented to function oriented industries.

The new technologies of the 1980s are cross‐fertilizing and self‐disseminative. They are creating an exceptional number of innovative options in processes, products, services, organization and markets. Mature industrial sectors can undergo a process of rejuvenation to recover competitiveness by the grafting of advanced technologies onto traditional activities. The results are already evident in industrialized countries, such as Italy. The flexibility offered by the new technologies offers perhaps our best hope for a solution to the widening gap between rich and poor nations, contrary to the belief that identifies in advances in science and technology the seeds of a process of polarization dividing the world.

The countries of the United States, Japan and Western Europe—the so‐called Triad Power—dominate the emerging technologies and their applications. In fact, given the pace of today's technological revolution, developing countries are effectively excluded from active participation in the process of technological change. New technologies are not “off the peg,” they have to be learned and controlled, to be introduced into an existing flexible system possessing trained manpower and an adequate capital base. Introduction into the Third World, where these essential conditions are frequently lacking, will not be a painless process. Technology transfer without adaptation is likely to have undesirable cultural and societal disadvantages.

North and South are simultaneously experiencing radically different processes of evolution: the former, through restructuring and innovation; the latter, through the drive for more quantitative growth. Continuing stress on quantitative growth carries with it the risk that other goals—environmental quality, even the eradication of poverty—may suffer. Here lies the possibility that unless economic patterns change, today's imbalance between the haves and the have nots may be perpetuated or even consolidated.

The countries of the North individually all face problems in addressing these issues. The international banking system is hamstrung with the problems of Third World debt. Primary producers no longer command high prices for their raw materials on world markets and so this source of development funding is also drying up. The need is therefore for a global approach. In each Third World situation, specific needs and requirements must be identified to be tackled via technology blending, whereby a mix of emerging and traditional technologies is selected to raise the quality of output to the levels now demanded by a sophisticated world economy.

Another important area is that of energy, together with the worsening environmental and even climatic effects of energy policies. The need is for a long term strategic view to marshall the contribution new technologies can make to improving the lot of mankind in full respect for his environment.

Technological change also implies societal change. In labor markets, labor mismatch creates pockets of employment which are difficult to eradicate. Yet, overall, the hope is that expanding economic horizons will create unlimited opportunities for new jobs and new skills. The key is education and training. A feed and feedback mechanism between education and the economy represents an intangible investment in the future.

Economic growth, technological innovation, development of culture and society, have always moved together with synergism. Current changes are not so much just physical as conceptual. We are passing from a mechanical (or mechanistic) society to one that can be termed cybernetic. Causality, sequentiality and hierarchy are giving way to a functional interdependence at a systems level. Greater participation will produce more opportunities for self‐fulfillment. As old social equilibria collapse, management of social change can be seen to be as important as management of technological change.

The technological revolution has deep roots in Western culture. It is a liberating force that can lead to greater cultural enrichment. By understanding the changes now underway, we can ensure that the new pattern of society that emerges from exploitation of the new technologies retains man at its center and so benefits the whole of humanity.  相似文献

Implicit in addressing the issue of how to build and strengthen health related endogenous research capacity is that both donor organizations and developing country policymakers distinguish betweenhealth priorities andhealth research priorities. This distinction has important policy consequences in that the majority of developing countries are not in a position, either in financial or human resource terms, to simultaneously generate and implement broad-based priorities in both areas. In this context, it is important that health research priority setting be developed in tandem with existing research capacity. This underlines the importance of assessing the amount and nature of available expertise, and positioning research output, both in the national health needs, and the international science research contexts. The present article, which more properly constitutes a feasibility study, uses scientometric methods to assess the amount and nature of scientific output in three important tropical diseases: malaria, schistosomiasis and leprosy. The major goals of this study have been to i) compare the amount and nature of research produced in developed and developing countries for the three diseases; ii) determine in how far scientometric methods can be used to measure research capacity, and whether this measurement can facilitate the determination of health (research) priorities.  相似文献

This study employs a panel smooth transition vector error correction model (PST-VECM) to explore the education-health causality. This model can grasp the characteristics of the causality in nonlinearity, heterogeneity, and time-variation. Empirical evidence from the 123 sample countries during 2001–2013 finds that the causality is nonlinear, time- and country-varying in both the long run and short run, depending on the development level of a country (measured by the human development index, HDI) in each period. For the developing and underdeveloped countries, the short run causality between education and health is unidirectional, running from education to health, whereas the long run causality is bidirectional. For the developed countries, the causality is bidirectional in both the short run and long run, and the two-way effect would be deferred from short run to long run. The policies for countries with different HDI scores to improve education and health outcomes are also provided.  相似文献

Although activities in basic and applied research in developing countries (DCs) are guided by universal scientific principles, there are important differences in the way in which science is practiced from that of the industrialized world. Isolation from the mainstream of scientific activity, the need for the development of an indigenous scientific capacity, the lack of a critical mass of researchers with respect to most fields of knowledge, and the urgency of developing better and more efficient communication channels, are some of the aspects that set apart the scientific activity of the developing world. In particular, the need to develop local "new" science aimed at solving pressing problems of a local nature suggests the existence of a different set of conditions from those found in scientifically-advanced countries. In the present article we look at the ways the special circumstances of science in DCs will affect the application of evaluation criteria, using bibliometric data on research in Mexico as an example.  相似文献

Questionnaire data were collected from 191 professional and managerial women in Norway. Measures included demographic and work characteristics, job pressures (hours worked, level of management, work-family conflict), organizational supports (acceptance, support, training and development, challenging and visible jobs), and health indicators (life satisfaction, psychosomatic complaints, emotional exhaustion). Emotional exhaustion and psychosomatic complaints were combined into a stress index. Results indicated that women who experienced high role conflict and work-family pressures also reported poor health outcomes and little life satisfaction. Organizational initiatives to support and develop women's careers were associated with lower exhaustion and psychosomatic symptomatology and more life satisfaction. While the relationship between women's employment and physical and psychological well-being is not clear-cut, there is perhaps a need for organizations to focus on initiatives that will allow diversity in the choices women make with regard to involvement in careers and family, as well as a need to find ways to support and encourage such diversity. Not only may this have a beneficial effect on women workers' health and energy to use at work, but it may also make way for alternative career paths into top management positions for professional women.  相似文献

Individuals do not always face overt, unambiguous forms of discrimination that often have legal repercussions. Rather, the current paper introduces the construct of interpersonal discrimination, a set of behaviors (e.g., increased interpersonal hostility, decreased eye contact, abbreviated interactions) that has negative implications for both individuals and organizations. For individuals, interpersonal discrimination may result in consequences such as lowered performance (2009, doctoral dissertation, Rice University). For organizations, this type of discrimination may lead to negative bottom line consequences (Journal of Applied Psychology, 91 , 2006, 579–592). Individuals and organizations can both take steps to combat this discrimination and in this article, we review these strategies. While research on some individual‐level strategies in reducing interpersonal discrimination is showing success, the research on other strategies (from allies and organizations) is sparse, and we end by encouraging such future research.  相似文献

Counselling in developing countries can extend from individual to family and community, can be implemented as a means of facilitating changes or support, and in the community context can be used to measure as well as sustain behaviour change. Contrasts between developed and developing countries include the capacity of communities in developing countries to acknowledge loss and find hope. Community involvement in counselling, and capacity for confidential sharing, are building blocks for strategic participatory response to AIDS and HIV, that can link inclusive care to prevention by community-determined change in attitudes, behaviours and environment. The premise that there can be a positive link from the individual to the community through confidential sharing and that it can give rise to prevention through counselling the community is illustrated by reference to programme examples from Brazil, Sri Lanka, North-Eastern India, Zambia and Zimbabwe. Community hope exists through recognition of loss, inclusion of suffering people, and capacity and action for change. One transferable tool for community development is community counselling in relation to HIV and AIDS. A visible and expected outcome is increased community capacity to care and hope.  相似文献

Certain social–sexual behaviors that could be potentially encountered in workplaces are ambiguous in nature and perceiving them as sexual harassment can depend on the culture. With an aim to delineate the overlap and distinctions of sexual harassment perceptions of such behaviors across samples of women university students from Turkey (TR, N = 215) and the United States (US, N = 209), measurement invariance and latent mean differences in perceiving three ambiguous forms; sexist hostility, sexual hostility, and insinuation-of-interest, were examined. It was hypothesized that the US sample would perceive sexist hostility more sexually harassing as sexist workplace discriminatory practices are emphasized as a form of sexual harassment, and that the TR sample would perceive sexual hostility and insinuation-of-interest as more sexually harassing as women in TR operate in a conservative context. Despite similarities in rank ordering, US participants perceived sexist hostility more sexually harassing; insinuation-of-interest and sexual hostility less sexually harassing than Turkish participants, supporting all three hypotheses. There are implications of differing perceptions across cultures for organizations in terms of disseminating awareness via training programs about the forms of sexual harassment (SH) in a local context and for taking account of local findings in shaping the labor code of countries in relation to SH.  相似文献

In recent decades we have witnessed increased interest in racially diverse religious organizations. Similar trends are occuring in other institutions, like education and business. In this article I discuss the importance of understanding the role that race, as a system that advantages whites, plays in the congregational life of racially integrated churches. Drawing upon the critical race literature, I propose that because race is central to how our society is organized, interracial chruches will need to placate white members' and affirm their religiocultural preferences and interests in order to sustain a racially diverse congregation. I offer some evidence supporting this claim. I also discuss the strengths and limitations of other perspectives used to explain racially diverse religious organizations.  相似文献

As our understanding of the human mind, idioms of human distress and mental health has improved, it has become apparent that culture has an impact on all aspects of our lives, including mental illness. Systems of care across the globe need to adapt and adjust delivery of care in order to accommodate the impact of globalisation and therefore be able to deliver person-centred care. A key aspect of delivering personalised care is the development and delivery of culturally adapted interventions that benefit cultural minority groups in developed countries and the majority cultural groups in developing countries. The journey of acknowledging the need for culturally relevant services has begun but we are a long way from delivering the personalised care that people deserve. The effects of technological change have political implications. A “disturbance,” such as the rise of the Internet as a mass medium, brings about new policy issues and establishes new interest organizations in the lobbying community. The differential mobilization of interests can affect the resolution of these policy issues. I combine face-to-face interviews with Washington representatives from organizations involved in Internet policy debates with compiled data on the extent of their involvement to outline the difficulties that organizations face when building lobbying capacity, developing an agenda, and forming coalitions. The results indicate that new entrants face substantially more constraints than established interests and that these differences may affect policy outcomes. Rapid technological innovation has made updating the knowledge and skills of technical professionals, such as engineers, a key concern for many organizations. The facilitation of performance and updating activities to prevent obsolescence is thought to require the development of a congruent organizational climate. To date, this issue has received some theoretical but little research attention. This study assessed the efficacy of the concept of updating climate. It was hypothesized that the technical updating climate construct would (1) be able to distinguish among organizations under different pressures for technological innovation, (2) evidence interobserver consensus within organizations, and (3) be associated with relevant organizational context features and affective, performance, and updating responses. Data gathered from 447 engineers and their 218 supervisors drawn from 10 diverse organizations provided support for the hypotheses. It was concluded that the concept of updating climate provides a useful framework for understanding factors that facilitate technical competence and performance.  相似文献
