The literature on policy transfer between countries and organization has seen rapid growth. Whether framed in terms of policy transfer, institutional transplantation, imitation and emulation or copying policy models and ideas, a sizeable number of determinants for success have been identified to understand why such conceptual or institutional transfers grow out to become successes or failures in their countries or organizations of adoption. What is much less common is to describe such a process through the lens of participants inside this transfer. This paper is an attempt to do just that. It will tell the story of the higher-educational concept of Technology, Policy and Management from Delft University of Technology in the Netherlands to Harbin Institute of Technology in China, studied by means of participatory observation. The keys and clues for successful transplantation from the literature will subsequently be compared with the experiences from this case, and additional lessons, some of which are specific to Western-Chinese mutual learning, are formulated. Martin de Jong is associate professor of policy, organization and management at the Faculty of Technology, Policy and Management of Delft University of Technology, the Netherlands. He publishes and lectures mainly on subjects of cross-national policy transfer, cross-cultural management and transport infrastructure policy. He is also responsible for the international master program Engineering and Policy Analysis, for which he has helped to set up a Chinese counterpart with the same name. Xi Bao is professor of public management and real estate management at the School of Management and the National Centre of Technology, Policy and Management of Harbin Institute of Technology, People’s Republic of China. This paper explores the concept of sustainable development and its ethical and public policy implications for engineering and multinational corporations. Sustainable development involves achieving objectives in three realms: ecological (sustainable scale), economic (efficient allocation) and social (just distribution). While movement toward a sustainable society is dependent upon satisfying all three objectives, questions of just distribution and other questions of equity are often left off the table or downplayed when engineers and corporate leaders consider sustainable development issues. Indeed, almost all the effort of engineers and engineering organizations on the issue of sustainable development has been focused on striking a balance between economic development and environmental protection. Similarly, corporate approaches rely on technological fixes to the challenges posed by sustainable development. While there have been some efforts aimed at incorporating environmental and social equity concepts into engineering codes of ethics, social concerns have been secondary to environmental issues. The incongruity between the ideal of sustainable development and the way in which it is typically characterized by the engineering and business communities has significant implications for engineering and public policy, engineering ethics, and the potential roles of engineers and multinational corporations as facilitators of a transition to a sustainable society. Public policy analysis, a profession aimed at knowledge transfer, gives advice concerning public decisions. It can also recommend styles of reasoning, for citizens as well as analysts, to decrease the likelihood of misutilization of knowledge. These recommendations are more appropriate for an early stage of discourse reasoned proposal selection, than for the later stage of persuasion. Mental health services are in short supply in rural America. This article describes both the mental health service needs in rural areas and the barriers to improving the availability, accessibility, and acceptability of rural mental health services. Federal programs in rural mental health care in the Departments of Health and Human Services, Agriculture, and Education are described, as well as selected congressional initiatives. The role of the federal Office of Rural Health Policy is emphasized, and policy recommendations for improving rural mental health care delivery are presented.  相似文献

Policy development in the field of water resources management is traditionally supported by various analysis tools and planning models. Recent years have shown increasing attention for the social dimension of policy development, as this involves different actors interacting in an attempt to satisfy their interests. This requires information on the technical and financial aspects of policy options and information on the roles and interests of different actors. The use of the analysis of options technique is explored in this article, with the aim of incorporating such information in the development of a new water policy for Egypt. His main research interest is in the use of actor analysis to support decision making in the field of water resources management, and he has worked on actor analyses for water projects in Yemen, Egypt, and The Netherlands. He received his M.Sc. in Systems Engineering, Policy Analysis and Management from Delft University of Technology in 1999. Nader El-Masry works as a water resources engineer for the National Water Resources Pan Project at the Ministry of Water resources and Irrigation in Egypt. In this position, he is involved in the development of a national water resources plan that should match Egypt’s water demands and supplies until the year 2017. He holds an M.Sc. in Water Resources and Environmental Management, from IHE, Delft, The Netherlands. Tarek Sadek has 12 years of experience in the field of hydrogeology, hydraulics, geomorphology, water resources management and environmental science. Currently, he is director of the National Water Resources Plan Project at the Ministry of Water Resources and Irrigation in Egypt. He holds a B.Sc. in Civil Engineering from the Faculty of Engineering of Cairo University (1988), an M.Sc. in Hydrology from the Department of Engineering Hydrology, University College Galway (UCG, 1992), Republic of Ireland, and a Ph.D. in Environmental Engineering from the Department of Civil & Environmental Engineering, The University of Melbourne, Australia (1997).  相似文献

Water policymaking strongly depends on expert knowledge, and yet there is a gap between policy makers and research professionals. This article addresses this issue by presenting a conceptual framework and method for identification of information needs in a particular policymaking context. The framework deduces information needs not only from pertaining laws and regulations, but also from strategic stakeholder behavior that can be anticipated in this context. The outcome is then matched with empirically observed information needs and available knowledge. Framework and method have been applied to the Dutch groundwater protection policy situation, establishing their effectiveness in exploring strategies to stimulate knowledge development to match stakeholder information needs. specializing in water management. He recently graduated on the main subject of policy analysis (MSc in 2001). He did his thesis research project at the Netherlands Institute of Geological Science TNO—National Geological Survey. Educated in the field of computer science at Leiden University (MSc in 1985), his research interests have moved from decision support systems (PhD from Delft University of Technology in 1989) to methods and tools for policy analysis in general. This paper explores the role of ethics in design. Traditionally, ethical questions have been seen as marginal issues in the design of technology. Part of the reason for this stems from the widely held notion of technology being “out of control.” This notion is a barrier to what I call “ethical design” because it implies that ethics has no role to play in the development of technology. This view, however, is challenged by recent work in the field of Science and Technology Studies (STS). Looking into the dynamics of technological change, STS scholars argue that human choices are present at every stage of a technology’s development and, furthermore, that human values are reflected in the very design of artifacts. This alternative view suggests that ethics can and should be included in the design process. Drawing on examples from the privacy arena. I point to some of the potential advantages of addressing ethical concerns early on in the design of a technology. I conclude with some general strategies for bringing ethics back into design. Conclusion Policy analysis is a specialized intellectual activity that affects and is affected by the exercise of power, rule, and authority in knowledge systems. The organized complexity of this system, formed by the interpenetration of tangled knowledge functions which appear as a river delta, raises doubts about the appropriateness of policy impact as a standard of accountability for policy analysts. The typical practice of “random medition” may be replaced with forms of “systematic mediation” which, directed towards the investigation of rival hypotheses about the policy impact of policy analysis, enlarges the scope of usable ignorance. The strategy of usable ignorance, supplemented by recommendations in areas of agenda setting, managing pragmatic validity, and methodology development, is a way to begin dealing with the organized complexity of the knowledge system in which policy analysts work today. Policy development and implementation should be fundamental for community psychologists in their endeavors to create social change. Policy necessarily is engaged at broad social and political levels, but it is mediated through communities and individuals, and thus appealing for our discipline. We argue that there are increasing opportunities for social input in liberal democracies with the growing awareness of the need to consider social factors in policy. Public participation is one aspect of policy development, but it can be problematic and can disempowered communities, especially disadvantaged communities. Using the framework of the ‘third position’, a case study of attempts to ameliorate institutional oppression of Australian Aboriginal people through policy change is described. Structural reform to community engagement is described in terms of empowerment and capacity building. Power relationships are deconstructed to allow understandings of the dynamics of policy change, and the broader implications for community psychological praxis are discussed.  相似文献

Substantial progress in handling scientific misconduct cases has been made since the first cases were investigated by the NIH Office of Scientific Integrity in 1989. The successor Office of Research Integrity (ORI) has simultaneously reduced the backlog of cases and increased the professionalism with which they are handled. However, a spate of lawsuits against universities, particularly those brought under the federal False Claims Act, threatens to undermine the ORI by encouraging use of the courts as an alternate route for resolving claims of research misconduct. Next steps should include establishing a government-wide definition of scientific misconduct, providing immunity from lawsuits for institutions that follow proper procedures in investigating charges of scientific misconduct, and participating in the development of international guidelines for maintaining scientific integrity. Educational policy is often based on the assumption that redundancy is a negative factor in dissemination and should be eliminated in order to achieve cost effectiveness. This article examines issues of redundancy in three dissemination contexts: knowledge acquisition and storage; knowledge synthesis; and knowledge utilization. Knowledge utilization and implementation, ultimately the goals of federally supported dissemination efforts, should rely on processes of planned and targeted redundancy of knowledge syntheses to various users. Barbara Lieb is research director, Research Applications Division of the Office of Educational Research and Improvement, U.S. Department of Education, where she formerly managed the the Regional Educational Laboratory Program. Having published and taught extensively in the areas of interpersonal, organizational, and instructional communication, she brings a communication perspective to issues of knowledge utilization. In addition to managing other federally supported dissemination programs for the National Institute of Education, she has served in executive capacities for both the Speech Communication Association and the American Society for Medical Technology, dealing with issues of professional development and knowledge use.  相似文献

Although some regulatory frameworks for the occupational health and safety of nanotechnology workers have been developed, worker safety and health issues in these laboratory environments have received less attention than many other areas of nanotechnology regulation. In addition, workers in nanotechnology labs are likely to face unknown risks and hazards because few of the guidelines and rules for worker safety are mandatory. In this article, we provide an overview of the current health and safety guidelines for nanotechnology laboratory workers by exploring guidelines from different organizations, including the Department of Energy Nanoscale Science Research Centers (DOE-NSRC), Massachusetts Institute of Technology (MIT), the National Institutes of Health (NIH), the National Institute for Occupational Safety and Health (NIOSH), the Occupational Safety and Health Administration (OSHA), Texas A&M University (TAMU), and University of Massachusetts-Lowell (UML). After discussing these current guidelines, we apply an ethical framework to each set of guidelines to explore any gaps that might exist in them. By conducting this gap analysis, we are able to highlight some of the weaknesses that might be important for future policy development in this area. We conclude by outlining how future guidelines might address some of these gaps, specifically the issue of workers’ participation in the process of establishing safety measures and the development and enforcement of more unified (and mandatory) guidelines.  相似文献

Difficulties in finding, keeping, and ensuring the competence of the direct support workforce in community developmental disability services has long been a challenge for individuals, families, providers, and policy makers. Direct support staff recruitment, retention, and competence are widely reported as one of the most significant barriers to the sustainability, growth, and quality of community services for people with developmental disabilities (ANCOR [2001] State of the states report. As the service system moves towards consumer direction, managed care, and more noncategorical service delivery systems, the difficulties of providing for an adequate and well-prepared workforce to support people with developmental disabilities becomes more complex and multifaceted. The solutions to those challenges are also more complex. This article reviews the literature regarding the complexity of the direct support workforce crisis, the effects of this crisis on various stakeholder groups, promising practices designed to address the challenges, and the related practice and policy implications.  相似文献

Scientific cooperation between the Industrialized Countries (ICs) and the Less Developed Countries (LDCs) has evolved greatly over the last three decades and has involved a number of varied mechanisms ranging from technical assistance to collaborative research partnerships. After a brief historical review of these mechanisms and of the conceptual debates around them, this paper considers the main programs that have been established during the last 10–15 years to promote North-South scientific collaborative partnership. One of the main problems encountered in the implementation of collaborative research programs relate to the asymmetry of the collaboration and the dominance of the partners in the North. While recognizing that conditions for success may differ depending on the main objectives of the collaboration, a list of ingredients for successful collaboration is proposed in the conclusion. This is based on the experience of the programs under review. This article analyzes the way a series of recent policy statements have been used to promote and shape the take-up of e-commerce in Denmark. Issuing periodic policy statements, with a combination of direct and indirect modes of intervention, is one of the roads governments are taking to influence the evolutions of ICT. The policy statements present the goals, launch initiatives, and assess achievements. Complementing a co-or self-regulation strategy, the policy statement approach has become particularly important in areas where governments seek to influence the take-up of a technology without appearing to tip the scales. She did her Ph.D. at the Center for Electronic Commerce, at Department of Informatics, Copenhagen Business School. Helle Zinner Henriksen has a degree in Law (University of Copenhagen, 1995). Her research interests include: Adoption and diffusion of Interorganizational Information Systems, e-government, and institutional regulation of electronic commerce and e-government. Kim Viborg Andersen is a researcher in organizational and policy aspects of IT. Andersen’s research encompasses various applications: economic models, EIS/BIS, health data network, EDI, e-commerce, and mobile applications primarily within the public sector domain. He is co-founder of the AIS SIG on e-government, vice-chair of the IFIP WG 8.4 on interdisciplinary e-business and on various editorial boards for journals. Infant and early childhood mental health practices can be supported by policies and professional standards of care that foster the healthy development of young children. Policies that support infants and toddlers include those that strengthen their families to provide a family environment that promotes mental wellness. Policy issues for infants, toddlers, and young children have come to the forefront of thinking as children need a "voice" to advocate for their support and care. This article (a) highlights several important policy areas that support the social-emotional development of very young children and (b) gives examples of current policy accomplishments and challenges. The article offers a policy agenda to promote the mental health of infants and young children and suggests ways that psychologists can engage with policymakers to promote policies that foster infant mental health, including contributing to the knowledge base that informs policy decisions, educating the public and policymakers about early childhood development and mental wellness, forming community partnerships to identify and address infant mental health risks, and participating in the development of policy recommendations that improve access to evidence-based practices in infant mental health.  相似文献

Much of the history of computing can be seen as an ever-changing balance between standardization and innovation. Fortunately, sophisticated social processes exist that help consumers make informed choices between the two. A better understanding of these processes is essential for an informed understanding of current attempts to regulate the computing industry. His interests include computing and public policy, computer architecture, and computer science education. He is the co-founder of Families Against Internet Censorship and is a recipient of the National Civil Liberties Award from the ACLU. He has appeared on "ABC News," "Good Morning America," and "MS/NBC." One goal of the scientific research enterprise is to improve the lives of individuals and the overall health of societies. This goal is achieved through a combination of factors, including the composition of research portfolios. In turn, this composition is determined by a variety of scientific and societal needs. The recent history of polio research highlights the complex relations between research policy, scientific progress and societal benefits. Here, we briefly review the circumstances leading to the possibility of eradication of poliovirus, evaluate the research environment that emerged following the introduction of a vaccine, and compare and contrast the current research framework with that for other infectious diseases. From this analysis, policy lessons with general applicability to scientific research are identified.
