Frame-critical policy analysis and frame-reflective policy practice

Our primary purpose in this article is to explore some of the issues, practical and conceptual, that arise in the attempt to study and cope with public policy controversies. We have organized the article into four sections. The first considers what problems a frame-critical approach seeks to address and explores, in particular, why social science methods seem unable to contribute to the resolution of public controversies. The second section asks what “frames” are and why they are critical to the study of controversy. Section three gives an overview of the elements in a frame-critical policy analysis and of the relationships between it and frame-reflective policy practice. In conclusion, section four examines the main issues that need to be addressed in analyzing and coping with policy controversies.     

Polling and public policy

This commentary distinguishes five reasons why one might want to conduct a survey concerning people's beliefs about death and the permissibility of harvesting organs: (1) simply to learn what people know and want; (2) to determine if current law and practice conform to the wishes of the population; (3) to determine the level of popular support for or opposition to policy changes; (4) to ascertain the causes and effects of popular beliefs and attitudes; and (5) to provide guidance in determining which law and practices are ethical. The commentary expresses qualms about how well surveys in general can perform with respect to the fifth objective, and it provides specific reasons to doubt whether this survey is informative from the perspective of a moral philosopher concerned with the nature of death and the contours of a permissible system of organ procurement.     

Statement of editorial policy

The association of religion with violence rather than with peace long antedates 9/11. Among theorists of religion, the association goes back at least to J.G. Frazer, author of the classic The Golden Bough (first ed. 1890). Contemporary theorists who tie religion to violence are beholden to Frazer, even when they spurn any dependence. At the same time the function of religious violence for contemporary theorists has shifted from control over the physical world to control over the social world. That shift typifies the overall shift from a nineteenth-century approach to religion to a twentieth-century one. This article considers two of the most prominent contemporary theorists who connect religion to violence: Rene Girard and Walter Burkert. How they at once depend on Frazer and break with him is the subject of this article.     

The intellectual basis for Latino AIDS policy: Towards the humanities and health policy

The AIDS epidemic touches upon basic humanities themes: sex, death and social worth, to name just three. AIDS policy in general builds upon society's discourse on these topics. The growing Latino population (25% of California and Texas) needs an AIDS policy that builds upon the Latino humanities tradition. The contours of the Latino intellectual tradition, as focused on issues attendant to health, are presented, with examples from Aztec, colonial and modern times.     

Political periodicals in policy formation

This is an ethnographic report on a conference entitled “The Politics of Publishing” which featured editors and writers from leading magazines and journals of political opinion. The aim of the conference was to articulate the intellectual ground on which each publication is predicated. A further goal of these observations was to seek out a common ground, a consensual series of assumptions, that permits such journals and their leading participants to flourish amidst conflict and opposing viewpoints. The article is less a study of the relationship of knowledge and policy, as such, as much as it is a study of the weaker forms of these terms, namely, information and ideology. These remarks are thus intended as a contribution to the elite impact on mass public opinion at one level, and the cornucopia of political ideas at a somewhat more abstract level. Event-learning and robust policy heuristics

In this paper we introduce a novel reinforcement learning algorithm called event-learning. The algorithm uses events, ordered pairs of two consecutive states. We define event-value function and we derive learning rules. Combining our method with a well-known robust control method, the SDS algorithm, we introduce Robust Policy Heuristics (RPH). It is shown that RPH, a fast-adapting non-Markovian policy, is particularly useful for coarse models of the environment and could be useful for some partially observed systems. RPH may be of help in alleviating the ‘curse of dimensionality’ problem. Event-learning and RPH can be used to separate time scales of learning of value functions and adaptation. We argue that the definition of modules is straightforward for event-learning and event-learning makes planning feasible in the RL framework. Computer simulations of a rotational inverted pendulum with coarse discretization are shown to demonstrate the principle.
