This paper addresses the work of the Council of Europe in the fight against corruption. It presents briefly the Council of Europe’s organisation, activities and priorities and goes on to introduce its work in the fight against corruption. Activities in this field are carried out by the Multidisciplinary Group on Corruption (GMC) which is made up of governmental representatives of the forty Member States of the Organisation and in accordance with a Plan of Action against Corruption. Following work by the GMC, the Committee of Ministers, the decision-making body of the Council of Europe, adopted in 1997 ‘The 20 Guiding principles for the Fight against Corruption’ and in 1998 ‘The Agreement establishing the Group of States against Corruption-GRECO’ which will be called upon to monitor States’ compliance with their international commitments in the fight against corruption. Three international legal instruments are currently under preparation by the GMC, namely: a convention on corruption (dealing with the criminal aspects of the problem), a convention on civil remedies resulting from corruption and a European model code of conduct for Public Officials. Work on these instruments is well advanced and it is expected that they will be adopted before the end of 1998. This article, written from an insider perspective, and in a personal capacity (the author has been involved with the Council of Europe’s work on religion and education since its inception in 2002), gives an account of the developing interest in the study of religions (and latterly non-religious convictions) in publicly funded schools by the Council of Europe, one of several international institutions to have focused on the place of religions and beliefs in public education in recent years. Particular attention is given to the 2008 Recommendation from the Committee of Ministers (the Foreign Ministers of the 47 member states of the Council of Europe) on teaching about religions and non-religious convictions in schools, and to current work on its dissemination. In 2011, the Council of Europe and the European Wergeland Centre set up a joint committee to produce a document (Policy and Practice for Teaching about Religions and Non-Religious Worldviews in Intercultural Education) to assist policymakers, schools and teacher trainers in implementing the Recommendation, adapted to different contexts across Europe. The present author has written the text on behalf of the joint committee. Signposts was published by Council of Europe Publishing in September 2014 (Jackson, R. 2014. Signposts: Policy and practice for teaching about religions and non-religious worldviews in intercultural education. Strasbourg: Council of Europe Publishing.). The article details the Council of Europe’s approach, includes an explanation of the process of consultation with various stakeholders, and summarises key issues to be addressed in the document. The general approach covered enables member states to increase competence of students to engage in the field of religions and beliefs, in ways that potentially contribute to various aspects of their personal and social development. It is hoped that the document will stimulate and contribute to constructive discussion, policymaking, teacher training, classroom practice and community links in different parts of Europe, and perhaps beyond.  相似文献

ABSTRACT

Between 1956 and 1991, Chinese church leaders, and Protestant churches active from the formation of the World Council of Churches, experienced a dramatic break in their relations with the international ecumenical movement. This paper will focus on the ecumenical relations between the WCC and the churches in China after 1978, when reforms and the opening up of the country under Deng Xiaoping provided new opportunities for the renewal of ties. The China Christian Council resumed its official ties with WCC in 1991 but between 1978 and 1991, new expressions and new modes of ecumenical relations had already emerged. Central to these ties were the upholding of the Three-Self Principles and the practice of the ‘ecumenical sharing of resources’ influenced by the outcome of the WCC’s El Escorial meeting (1987). These ‘post-colonial’ partnerships contributed substantially to making Christianity better appreciated in China and were important channels for the practice of ecumenism in a rapidly transforming China.  相似文献

This article recalls the history of the relationships between the World Council of Churches (WCC) and Pentecostal churches from the early years of the WCC until today. One of the greatest challenges currently facing the WCC is the shift in focus of Christianity to the South and the East, a phenomenon to which emerging Pentecostal and charismatic churches and communities are contributing. Alongside global cultural trends in the context of globalization, Pentecostal and charismatic piety and spirituality are increasingly affecting the older churches as well. While some see this negatively, many see it as an expression of adaptation to new challenges necessary for the survival of these churches. The article shows how the changing ecclesial context led to the WCC to explore new avenues for building relationships such as a Joint Consultative Group and the Global Christian Forum.  相似文献

Since the World Council of Churches (WCC) was founded in 1948 both diakonia and diaconate have been on the agenda of the organisation. As time has passed the understanding of these concepts has changed, and the theological importance given to them has varied due to external and internal factors. In this article I shall describe this development. My basic hypothesis is that the reflection on diakonia and diaconate has followed two separate tracks, the first considering diakonia as inter-church aid in contexts of human need, while the entry point of the second has been the ecumenical perception of the Church's ministry and within it a possible renewal of the diaconate. It is my hypothesis that these two tracks to a large degree have not been interrelated, but have mainly been isolated from each other. In my opinion this has limited the reflection on both concepts, and consequently both have lost momentum in ecumenical theology.  相似文献

‘Church’ is a common word to denote ordinary, traditional, mass Christian churches. In sociology, four main characteristics are used to describe these religious organisations: a bureaucratic organisational structure, a passive relationship with their members, a positive relationship and attitude to society and the state, and a leading vision for the whole of society including a positive attitude to other religious bodies. This article states that these characteristics are under pressure in the context of globalised social relations. With examples from European churches, it is shown that these organisations are becoming less likely to conform to the ideal type of ‘church’. In the conclusion, three scenario's for the future of ‘churches’ in western society are portrayed.  相似文献

Abstract: The idea of a church uniting confession began with the Lutherans in the late 1520s; and with translations of the Augsburg Confession (AC) it spread throughout Europe with the advance of the Reformation. As European culture slips further toward postmodern relativism, the absolute nature of divine claims reflected in confessions will seem odd and unwelcome. Christians must take up the challenge of developing a hermeneutic for interpreting the confessions so that the Truth of God can be respected.  相似文献

ABSTRACT

The present article reports research conducted during 2018 in a secondary school in South Yorkshire, England with a class of 11–12-year-old boys and girls and the class teacher of religious education (RE), in consultation with the head and deputy head of the RE faculty. The focus of the project was on the extent to which existing research findings can assist teachers to deal with issues of religious diversity, including how the classroom can be a ‘safe space’ for dialogue and discussion and how media influences can be managed. It was one of a number of projects conducted by members of the Signposts International Research Network, who have undertaken independent studies in the UK, Norway and Sweden, which address issues identified in the Council of Europe publication Signposts. The findings reported in the present article highlight: the need for teachers to be given support in learning skills for managing classroom dialogue; the interest of young people in exploring difference; and the benefits of participation in classroom-based collaborative research.  相似文献

This article offers a critical response to the documents on marriage and on fasting of the Holy and Great Council of the Orthodox Church, which took place in Crete in 2016. It suggests greater attention be given to the concept of oikonomia in contemporary Orthodoxy, both in the context of the issues raised in these two documents and with respect to other contentious issues. In contemporary Orthodoxy, the exercise of oikonomia is understood in different ways. One approach is the legalistic understanding of the term that is employed in the council documents; the second and more traditional approach is to understand oikonomia as discernment of what is true and authentic, even outside the canonical limits of Orthodoxy. The article asks whether such a perspective could characterize the church’s approach to other complex pastoral issues, such as those related to marriage and fasting.  相似文献

This article provides a short summary of a representative survey on near-death experiences (NDEs) in Germany, which is the first of its kind in Europe. We tested several assumptions derived from previous research on NDEs, including the assumptions of a unified pattern of experience, the universality of the pattern, and the necessary link between NDEs and clinical death. We received replies from more than 2,000 persons, 4 percent of whom reported NDEs. The patterns of the NDEs did not seem to correspond to earlier findings: aside from being much more diverse, they also differed with respect to cultural variables, particularly the difference between religious interpretations and the differences between post-socialist East Germany and West Germany.  相似文献
