Since 1996, the problem of underutilization of immigrant skills in Canada has grown significantly. University-educated immigrants are more numerous, and census analysis shows their access to skilled occupations in the professions and management decline between 1996 and 2006. The decline in access since 2001 coincided with increased program efforts, including foreign credential assessment, bridge training, and others. Policy differences among provinces, or in occupational groups targeted, also have had little impact on aggregate trends. The value (in today’s dollars) of work lost to the Canadian economy grew from about $4.80 billion annually in 1996 to about $11.37 billion in 2006.  相似文献

The rationale for policy interest in career development services and the way in which this rationale is being strengthened by the current transformations in work and career are discussed. The potential roles of public policy in relation to career development services are explored, along with ways in which such services can influence the policy‐making process. A range of policy issues related to making career development services available to all throughout life are identified. Stronger structures and processes are needed to bring together career development practitioners with policy makers and other stakeholder interests in order to address tasks of common concern.  相似文献

Based on an online survey and in-depth interviews conducted from 2009 to 2010, this study looks at the reality of a particular group of foreign-born and foreign-trained professionals in Ontario. These are the professionals who did not get to practise their respective professions after immigration but acquired a new profession in the form of settlement work. The study identifies their pre-immigration education and work history, the reasons they left their countries of origin (or of permanent residence) for Canada, the expectations they had, the choices they made about pursuing professional practice, the efforts they put towards that or some alternative goal, and their eventual professional reconstitution as settlement workers. Following the Canadian trajectory of these dual professionals has three contributions to research into immigrant access to professions. First, their individual experiences reveal the social processes of inclusion in, and exclusion from, professional practice. Second, unlike those immigrants who are de-professionalized in the post-immigration period, our target population reinvent themselves as practitioners of a new profession and thus provide a more nuanced immigrant experience. Third, their common practice as settlement workers gives us insight into the dynamics of an emerging profession that is settlement work.  相似文献

This article reports the results of research that uses policy network theory and advocacy coalition theory to deduce the implications for the future of public policy in EU Member States of king trends: all those technological, economic, environmental, and social trends that can be empirically verified, affect the lives of large numbers of people and are expected by relevant experts to continue for at least the next 20 years. The resulting policy implications can be summarized as more assertive security policies, more business-friendly economic policies, more liberal social policies, and increased public spending.  相似文献

Multicultural media serve as important sources of information for immigrant settlement. However, little is known about the role of multicultural media in the process of immigrant settlement. Our aim was to address this gap and to advance understanding of multicultural media use and immigrant settlement through a detailed empirical study involving four ethnocultural and immigrant communities (EICs)—the Chinese, Spanish-speaking Latin American, Somali, and South Asian—in Ottawa, Canada. Using a conceptual framework combining notions of immigrant contexts of reception, and immigrant settlement and information seeking, we present and analyze the findings of a large survey data set (N?=?1212) comparing types of multicultural print, broadcast, and digital media use by immigration category, length of stay, and yearly household income. Based on our findings, we argue that variations exist in the use of multicultural media both within and across the four participating EICs; while factors such as availability of multicultural media as well as length of stay in Canada and, to some extent, household income play a role, immigration category is less significant. Furthermore, we advance that although EICs do use various types of multicultural media, they tend to favor digital media. These findings contribute to improved understanding of the role of multicultural media use in the everyday lives of EICs and provide directions for future research and for the development of relevant policies and practices to address immigrant information needs and facilitate their settlement process.  相似文献

That government policy toward provision of sex education and contraception for adolescents may be influenced by public opinion is reflected in the fact that recent program formulation appears to follow the conventional wisdom of a general conservative shift among the American public, i.e., recent policy toward adolescent pregnancy is conservative in the sense of being reactive rather than preventive. A cheek on the validity of this conventional wisdom was accomplished by integrating available data on public opinion toward sex education and brth control services for teenagers. These data reveal an upward trend in public approval of such services for adolescents that runs counter to the conventional wisdom. This is because the conventional wisdom is not firmly supported by the available data on American opinions and values which demonstrate that the overall movement in attitudes decisively contradicts the idea of a simple conservative swing. Provision of more and better contraceptive services and sex education to teenagers is an important policy goal that would lower the incidence of adolescent pregnancy and would be supported by the American people.  相似文献

Peter Hall introduced the concept of paradigm shifts into the public policy discourse. His account explains the seismic transition the world experienced in the 1980s. With this neoliberal paradigm the former social contract between the public leadership and the people unraveled and the future of humanity has been put at risk. To steer humanity back in the direction of a sustainable future, the author argues for a participatory public policy paradigm instituted as a reinvention of Rousseau’s social contract theory with tree distinct features that respond to the complexity of life in modern times.  相似文献

If politicians and their advisers want to promote the well-being or happiness of citizens they have three ways to find out what they should do. (1) They can analyse the behaviour and the decisions of citizens to find out what they want, in other words: they can try to identify their “revealed preferences”. This is common practice in economics. (2) They can analyse the “stated preferences” of people as they express them explicitly in inquiries, referenda, polls and elections. (3) They can analyse the conditions that make people happy by comparing the conditions of people at different levels of happiness. Economists, like Helen Johns and Paul Ormerod, have an outspoken preference for the first option and they are sceptical about the third. Their argument is unbalanced because they are too critical about the authenticity and complexity of self-reported happiness and not critical enough about the authenticity and complexity of revealed preferences. Economists should appreciate the comparative advantages and additional value of each option and try to find optimal combinations with synergistic effects. Economists should appreciate happiness research as an option to assess the nature and magnitude of “externalities” within their own discipline.  相似文献

By investigating the link between the Confucian ideal of longevity and moral cultivation, I argue that Confucian moral cultivation is founded on the ideal of harmony, and, in this connection, it promotes a holistic, healthy life, of which longevity is an important component. My argument is internal to Confucianism, in the sense that it aims to show these concepts are coherently constructed within the Confucian philosophical framework; I do not go beyond the Confucian framework to prove its validity. Finally, I show that if these Confucian beliefs are true, they have serious implications for public policy-making in contemporary societies.  相似文献

abstract   Normative argument is supposed to guide ways in which we might change the world, rather than to fit the world as it is. This poses certain difficulties for the notion of applied ethics. Taken literally the phrase 'applied ethics' suggests that principles or standards with substantial philosophical justification, in particular ethical and political principles with such justification, are applied to particular cases and guide action. However, the 'cases' which applied ethics discusses are themselves indeterminate, and the relation of principles to these 'cases' differs from the relation of principles to cases in naturalistic, truth-oriented inquiry. Writing in 'applied ethics', I shall argue, does not need elaborate case histories or scenarios, since the testing points for normative principles are other normative principles rather than particular cases. Normative principles and contexts to which they are applicable are indeed needed for any reasoning that is practical, but they are not sufficient. Practical ethics needs principles that can not merely be applied in certain cases or situations, but also enacted in certain ways, and requires an account of practical judgement and of the public policies that support that judgement .  相似文献

根据程序公正理论提出公共政策制定程序与公众对政策的可接受性的关系问题。研究一通过访谈不同领域的学者,初步揭示了公共政策及其制定程序存在的问题——对公共问题不敏感,解决问题的措施成效低。研究二用问卷调查公众对一个制定中的公共政策的态度,恰与政策制定者的愿望相反,公众并不认可政府解决问题的设想,也不认同政府举行的听证会的结果。研究三设计了一个非等组前后测准实验,在两个互联网站的电子公告板上比较根据不同的公共政策制定程序的政策的可接受性。结果证明,制定政策时了解公众态度可增强政策的针对性,提高解决问题措施的成效和可接受性  相似文献

Since the terms of the health policy debate in the United States and Canada are largely supplied by biomedicine, the current “crisis” in health care is, in part, a product of biomedical rhetoric. In this essay, three metaphors widely identified as being associated with biomedicine—the body is a machine, medicine is war,and medicine is a business—are examined with a view to the ways in which they influence the health policy debate, not only with respect to outcomes, but also with respect to what can be argued at all. The essay proposes that biomedical language itself be foregrounded as the constitutive material of public discourse on health policy.  相似文献
