Counselor Role and Function: An Appraisal by Consumers and Counselors

This article reports the perceptions of parents, members of the business community, school administrators, and counselors regarding the role and function of secondary school counselors, The research reported here was presented as part of a symposium entitled, “The Development of a Model School Counselor Education Curriculum” at the Annual Conference of the American Personnel and Guidance Association, St. Louis, Missouri, 1981.     

On Becoming A Counselor

Counselor education theory requires a broad-spectrum model that makes room for a wide diversity of orientations. This paper presents several broad-spectrum formulations about the nature of counselor behavior. Counselor behavior is described in terms of three elements (introgression, intervention, implementation), two simultaneous levels, and the principal domain of counseling. Together, these constructs become a theoretical framework with potential for facilitating cognitive communication between counselor educator and counselor trainee. The framework presented here is admittedly in tentative form. It is presented not solely for whatever inherent merit it may have but also to suggest how counselor education theory can help to give direction and meaning to the process of becoming a counselor.     

Responsibility: the State of the Question Fault Lines in the Foundations

In this article, I discuss five major fault lines in the foundations of responsibility theory—a relatively new field—fault lines traceable to P. F. Strawson's groundbreaking “Freedom and Resentment.” They are about the proper methods and content of responsibility theory, and disputes over these foundational issues have led to a messy and wildly divergent set of theories and approaches in the field. My aim is simply to identify and sort out these fault lines so that we can at least agree on the source of our disagreements, and so that we may also perhaps realize the pressing need to address these fault lines first, in order to help resolve some of our downstream disputes and nurture responsibility theory into a more unified and theoretically sophisticated philosophical enterprise.

从20世纪人类健康的进步的贡献和2003年非典危机的爆发,都反映了公共卫生的作用,公共卫生投入对国家社会经济发展和政治及宏观经济的稳定具有不可忽视的作用和不可取代的贡献.理论研究和实证研究揭示了政府公共卫生投入与健康指标的关联,政府为全体人民提供基本公共卫生产品的必要性.而政府提供基本公共卫生服务和保障基本公共卫生产品供给的重要前提是确保政府预算对公共卫生的投入,使其对人民健康产生正向的积极促进作用.明确各级政府在公共卫生中的责任,实行分级管理和考核监督机制,是急待研究和解决的问题.进一步加大政府对公共卫生政府投入水平和改善投入机制,是今后强化中国政府公共卫生职责的一个突破口.     

Counselor Predictive Skill and Rated Counselor Effectiveness

Prediction is a fundamental part of counseling. Although counselors differ in their ability to predict accurately, there is no evidence that those who predict most accurately do the best job of counseling. Using 3 different sets of case data, 14 counselors predicted whether students would graduate and whether they would keep the “major” program selected at the time of admission. 3 supervisors agreed on the counselors rated “most” or “least” effective in their work with students. Although the amount of case data available to the counselors was unrelated to predictive accuracy, the counselors rated “most” effective predicted significantly better than those rated “moderately” or “least” effective.     

Client Cognitive Responses as a Function of Quality of Counselor Verbal Responses

This study examined the relationship between high and low quality counselor responses in four response modes and client cognitions. Twenty-one university students participated in two sessions of brief counseling that included high and low quality counselor responses in paraphrasing, questioning, reflection of feeling, and self-disclosure. After each counseling session, participants used Kagan's (1975) interpersonal process recall method to report their cognitions in response to these counselor responses. Results indicated that the participants had more favorable cognitions toward the counselor associated with high quality counselor paraphrasing and reflection of feeling responses. Participants' cognitions directed toward themselves did not differ in response to any of the four high and low quality counselor responses. Implications of the results are discussed.     

Counselor Values: A National Survey

A national sample (n = 479) of counselors representative of the 1993 American Counseling Association membership was surveyed regarding their value orientations in four domains: universal values, mental health values, individualistic-collectivistic values, and religious-spiritual values. Results yielded a multifaceted, generally concordant (although by no means unanimous) value profile for professional counselors across these value domains, presenting an overall content pattern that might be globally summarized as a strong core valuing of holistic-humanistic empowerment related to personal development and interpersonal and social concern. Implications for counseling practice, limitations, and suggestions for future research are discussed.     

A Cognitive-Skills Model for Counselor Training and Supervision

This article describes a model for training counselors in cognitive skills that can be used to supplement any systematic training approach to behavioral skills. The four phases of the training model are designed to teach counselor trainees cognitive skills and self-instructional strategies related to (a) attending to and seeking information, (b) forming hypotheses and conceptual models, and (c) intervention planning and self-instruction. Instructional techniques and exercises are described for each training phase.     

A Counselor Classification System: Accountable

The Wisconsin State Employment Security Division has an employment counselor classification scheme which responds to the cry for accountability. This article discusses (a) technical requirements and performance standards for three levels of employment counselors; (b) specific job duties and levels of skill for Manpower counselors 1, 2, and 3; (c) caseload size, counseling outcomes, counseling and assessment skills, community resources, job development activities, and additional performance requirements expected of the master level counselor; (d) the system of reclassifying a Manpower counselor 2 to the Manpower counselor 3 level; and (e) the use of an on-site review by a state counseling supervisor as the method of evaluating a counselor's Performance. Values of the counselor classification scheme are indicated.
