Recently, considerable energy has been focused on extending the mandate of anti‐racism. Modern (or symbolic) racism and discursive psychology have argued that racism has taken on more covert forms. A longitudinal examination of newspaper coverage of two important race‐related newsprint stories in New Zealand (involving Winston Peters, Tuku Morgan and New Zealand First) identified discourses of ‘plausible deniability’ involved in warranting or defending statements about minorities against accusations of racism. We discuss implications of symbolic politics for minorities who are perceived to have violated societal norms, and show how nationalism is used as a framework for denying racist intent. Analyses of historical context show how ‘race’ forms only one lens from which to view issues of intergroup relations. While the press was sensitive to issues of racism, they demonstrated little awareness of concurrent issues of neo‐liberal economics, or market fundamentalism. Anti‐racism may be motivated not only by the ideals of egalitarianism, but also by underlying dynamics of economic power in a global economy. Copyright © 2006 John Wiley & Sons, Ltd.  相似文献

Previous discursive studies on the construction, reproduction and justification of racism have focussed on the accounts of perpetrators to the exclusion of the targets of racist talk. The current study redresses this imbalance by exploring the talk of targets of racism in Aotearoa/ New Zealand. Interviews were conducted with 24 participants, 19 Māori and five Pākehā partners. Our social constructionist discourse analysis identifies four primary discourses that participants drew on to account for racism, two of which resonated strongly with the literature and two which spotlighted new areas of interest. A discourse of ignorance functioned to allow participants to account for racism by highlighting Pākehā ignorance of Māori people and culture, and of racism itself. The second discourse implicated the media for emphasising negative Māori news, avoiding positive Māori achievements and promoting negative stereotypes. A third discourse constructed Pākehā as possessing an innate sense of superiority which contributed to racism, and fourthly, institutionalised racism was used by participants to construct a colonial society which continued to marginalise Māori. Finally we consider the implications of these findings with respect to existing literature, some implications around the intersectionality and relationship between these discourses, and the importance of potential gains in understanding made possible through the study of targets' perspectives. This paper makes the case that discourse analytic approaches in social psychology are not adequate to the task of apprehending racism in its bodily, affective and pre‐symbolic dimensions. We are hence faced with a dilemma: if discursive psychology is inadequate when it comes to theorizing ‘pre‐discursive’ forms of racism, then any attempts to develop an anti‐racist strategy from such a basis will presumably exhibit the same limitations. Suggesting a rapprochement of discursive and psychoanalytic modes of analysis, I argue that Kristeva's theory of abjection provides a means of understanding racism as both historically/socially constructed and as existing at powerfully embodied, visceral and subliminal dimensions of subjectivity. Kristeva's theory of abjection provides us with an account of a ‘pre‐discursive’ (that is, a bodily, affective, pre‐symbolic) racism, a form of racism that ‘comes before words’, and that is routed through the logics of the body and its anxieties of distinction, separation and survival. This theory enables us, moreover, to join together the expulsive reactions of a racism of the body to both the personal racism of the ego and the broader discursive racisms of the prevailing social order. Moreover, it directs our attention to the fact that discourses of racism are always locked into a relationship with ‘pre‐discursive’ processes which condition and augment every discursive action, which escape the codifications of discourse and which drive the urgency of its attempts at containment. Social psychologists who study racism or prejudice argue that various versions of these are constructed in ways to suppress or minimise their relevance. However, researchers have not particularly examined how knowledge-claims about racism can also be variously made or negotiated in attending to the relevance of racism. We offer such an examination through a discursive psychological analysis of interview talk with Irish nationals on immigration, since in these settings issues of immigration and racism are not readily relevant. Findings show that participants treated how knowledge of racism can be accessed and who has the rights to make knowledge-claims about racism, as relevant. Epistemic access and rights were negotiated in ways that showed sensitivity to possibilities for suppressing alternative claims about racism. These findings are discussed in relation to current social psychological and discursive approaches to racism.  相似文献

This paper presents an analysis of everyday understandings of the law, within the context of a dispute between colonial and indigenous land interests in New Zealand. The analysis is informed by developments in the areas of critical legal studies, methodological critique of legal psychology, the social constructionist movement within social psychology, and the application of discursive psychology to understandings of racism. Data for this work was drawn from a corpus of letters to the editor of a newspaper, published in the city where the land dispute took place. Writers constructed the dispute as a legal issue and deployed two divergent constructions of the law. When the ‘primacy’ of the law was invoked, indigenous interests and the protesters were positioned as lawbreakers. When ‘the law in context’ was the resource used, protesters became positioned as seekers of justice. These variable constructions are discussed in terms of the social practices they engender and their wider contribution to debates regarding indigenous and colonial interests. In producing arguments against minority groups that are designed to avoid accusations of prejudice, speakers routinely deploy two discursive strategies. One strategy of “inoculation” seeks to ward off such accusations, while the other strategy of “attention deflection” directs attention away from the potential target group. Where despite use of one or both strategies accusations arise, the result is a puzzle that needs to be resolved through explanation. Here, in a discourse analysis of online discussions as to whether “blacking up” is to count as racism, we see contributors contest (a) whether absence of intention to offend inoculates individuals from accountability for potentially racist actions, (b) whether “blacking up” depicts toys/characters rather than people, and (c) whether attempted explanations of accusations of racism work to resolve the apparent puzzle that has arisen. Contributors do not reach any consensus. These findings point to the difficulties in attempting to challenge potential racism.  相似文献

This paper addresses a range of theoretical issues which are the topic of recent social psychological and related research concerned with the “new racism.” We critically examine examples of such research in order to explore how analyst concerns with anti-racist political activism are surreptitiously privileged in explanations of social interaction, often at the expense of and in preference to the work of examining participants' own formulations of those same activities. Such work is contrasted with an ethnomethodologically-informed, discursive psychology which seeks to the explore how participants' talk is responsively oriented to foreclosing the same sort of critique implicitly made available in new racism research as a way for speakers to account for their own and others' activities within the controversy which that same body of research seeks to settle. More specifically, we examine how the rhetorical context of controversy surrounding race and racism is imminent to the situated activities whereby speakers provide for its relevance and not, as assumed in new racism research, some independent factor affecting that interaction. Finally, we conclude with an analysis of an episode of talk recorded in a social science interview having as its topic the nature of cross-cultural contact in which the participants take up the issue of racism as a way of managing the conflicting demands with which they are confronted in accounting for their involvement as Western expatriates living in the Middle East. Throughout our analysis of these materials, the issue of racism is approached for how it features as a participant concern, raised by speakers in the course of attending to the immediate situated interactional business in which they are engaged. ABSTRACT

This article examines the discursive production of counsellor identity and practice through the operations of colonising and postcolonial discourse in Aotearoa New Zealand. It argues that constructs of cultural safety, tino rangatiratanga and Māori sovereignty, which arose as part of the postcolonial politics of life in Aotearoa, have achieved discursive status and both enable and restrain counsellor practice. This argument is informed by research that explored the discursive production of Pākehā counsellors' practice with non-Pākehā clients.  相似文献

The high prevalence of stress and psychological distress in university students highlights the need for adequate support services to enable students to achieve their goals. This study aimed to describe counselling services available to university students in Australia and New Zealand and to benchmark them against international services. Participants were five Australian and three New Zealand Counselling Services. Results showed that counselling services are using a variety of formats and e‐technologies to deliver services to students, but are hampered by limited resources compared with their international counterparts. These include very high counsellor student ratios, lower average number of consultations per student, and lower mental health qualifications of counsellors. This has even greater implications in the context of higher education reform in Australia that may further widen the gap between needs of students and available counselling services. Inadequate counselling support can negatively impact on students, universities, and the community through lost potential.  相似文献

Surveys of clinical psychologists' self‐reports of professional practice exist in Australia and New Zealand, but comparatively little data exist on the training available in universities. The present study was designed to gather data on the training and assessment of cognitive–behavioural therapy (CBT). A semi‐structured phone interview was designed for use with clinical psychology training directors, or equivalent, in Australia and New Zealand. Out of a total of 48 universities in the region, 40 clinical directors were successfully contacted: One declined involvement, and 39 agreed to participate, yielding a response rate of 81% (six in New Zealand and 33 in Australia). The data showed that it is common for clinical training programmes in our region to provide clinical trainees with foundational knowledge in CBT (i.e., 29 of the 39 surveyed). However, CBT is mainly incorporated into the auspices of clinical training programmes, there is a wide range of assessment methods to evaluate competence in providing therapy, and relatively few academic units exist that focus exclusively on CBT.  相似文献

New Zealand, like Australia and Canada, has long had an active policy of seeking immigrants to “grow” its population and economy. Unlike the other two countries, New Zealand does not have a federal system of government, and the absence of a state or provincial level of legislative authority has meant that policies to promote immigration and to meet labour market needs have been centrally driven. In the latter decades of the twentieth century, labour market activation policies in New Zealand were focussed on supply, including the engagement or re-engagement of workers. In the early years of the twenty-first century, there have been significant labour shortages, particularly (but not only) of skilled labour in a range of industries and regions, as well as changes in the nature of labour market engagement associated with the rise of various forms of non-standard employment. The policy focus has been increasingly demand-focussed and driven by local labour market considerations. It has also increasingly revolved around recruiting immigrant labour in response to local skill shortages. This paper discusses the way in which regions in New Zealand have developed schemes that are designed to attract immigrant labour to meet local labour demand as well as provide a key driver in local economic development.  相似文献

Current understandings of racism and race talk within discourse analytic traditions have largely focused on the discursive construction and perpetuation of dominance, prejudice, and racism within majority and privileged groups. Although minorities are often the objects of these studies, these research traditions have not extensively studied the language of race talk in minority groups. This article aims to integrate ‘bottom‐up’ approaches of minority and marginalized groups' discourses to discursive psychological and critical discourse analysis theory and research on race talk. The paper begins with a short review of the current discourse analytic frameworks utilized in the analysis of race talk. Next, the paper outlines several ‘bottom‐up’ research examples and concludes by offering several important insights. It is argued that the absence of minority discourses runs the danger of reproducing and reinforcing the very things discourse analysis aims to uncover and problematize. The main conclusion of this paper is that the insights from the ‘bottom‐up’ point to the necessity of broader theorizing around the discursive construction of race talk.  相似文献

We interrogated historical continuity and change in discourses of enlightenment and racism through the analysis of 160 years of New Zealand Speeches from the Throne (1854–2014, 163 speeches). Enlightenment discourses of benevolence and perfectibility were prevalent in all periods, much more so than racism. ‘Old‐fashioned’ racism took the form of an assumed civilizational superiority (including accusations of ‘barbarism’) during colonization, with ‘modern’ racism taking forms like blaming Māori for not ‘productively’ using the land. Both declined to almost zero by the 20th century, undermining the idea of ‘old‐fashioned’ versus ‘modern’ racism. Utilitarian discourses peaked in the late 19th to early 20th centuries as justification for Māori land alienation. ‘Master discourses of enlightenment’ consisted of a central core of social representations that changed at the periphery, with a gradual expansion of symbolic inclusion of Māori in discourses of national identity to the point where biculturalism is the dominant discourse for elites today.  相似文献

The past and present delivery of psychological services to correctional departments in Australia and New Zealand was surveyed via questionnaires. Responses were received from six of the eight Australian jurisdictions surveyed and the one New Zealand department. Considerable variation in size and range of service was evident. Clinical work, particularly treatment, was the central activity in all cases. Recent developments, such as larger-scale treatment programs for special groups (e.g., sex offenders) and contributions to overall correctional management were repotted by some respondents. The restructuring of psychology sections in some departments had produced problems in relations between psychologists and their employing departments. Similarities in developments and issues in correctional psychology in the United States, England, and Wales were noted.  相似文献

ABSTRACT

This article surveys contact between Muslims and Anglo-Australian settlers from 1880 to 1939 as observed and reported in English-language press by anonymous writers unfamiliar with Islam. The approach is text-based and discursive, and uses previously unresearched archival material to illustrate how Muslims were engaged with and ‘othered’ on the basis of both their races and religion. Content is organized according to state geography – Northern Territory, South Australia, Queensland, New South Wales and Western Australia – rather than chronologically, to better distinguish between Muslim experiences in distinct coastal colonies. Muslim communities clustered around major Australian ports. Ports are boundaries between regions, separated by seas and straits. Their intermediate nature facilitates encounters between persons and groups that are unfamiliar with one another and foreign to each other, who would otherwise not have ongoing contact. Australia may be geographically remote but it is nevertheless a significant theatre for historical encounters between Christians and Muslims.  相似文献

Genetic counsellors face tensions between past and future identities: between established values and goals, and a broadening scope of settings and activities. This study examines the advent of genetic counsellors in private practice in Australia and New Zealand from the perspectives of the small numbers working in this sector and those who have only worked in public practice. Semi-structured interviews were conducted with 16 genetic counsellors who had experience in private practice, and 14 genetic counsellors without private sector experience. Results demonstrated that circumstantial and personal factors can mitigate the challenges experienced and the amount of support desired by those who had established a private practice, and those who were employed by private companies. Notably, most participants with private sector experience perceived themselves to be viewed negatively by other genetic counsellors. Most participants without private sector experience expressed concern that the challenges they believed genetic counsellors face in private practice may impact service quality, but wished to address such concerns by providing appropriate support. Together, our results reinforce that participants in private and public sectors are strong advocates for peer support, multidisciplinary team work, and professional development. These core values, and seeking understanding of different circumstances and support needs, will enable genetic counsellors in different sectors to move forward together. Our results suggest supports that may be acted upon by members of the profession, professional groups, and training programs, in Australia, New Zealand, and overseas.  相似文献

ABSTRACT

The professional identity of counsellors and guidance practitioners in Aotearoa New Zealand is currently under review as a result of the passing of legislation regulating health professionals and the proposed introduction of national registration of counsellors. In this paper I explore this debate, and examine the professional identities claimed by counsellors, counselling psychologists and psychotherapists. The current discussion in this country is both informed by and provides an illuminating lens on professional identity issues in Australia, the UK and the US. An alternative construction of professional identities that are localised and dynamic, yet distinctly of Aotearoa New Zealand, is proposed.  相似文献

This study adds to the tradition of studying race talk in the context of a flash point in biculturalism in Aotearoa New Zealand. The research examined constructions of the Mayor of New Plymouth (Andrew Judd) following his advocacy for extended Māori representation on the New Plymouth District Council. Data comprised reports, editorials, opinion pieces, and letters to the local newspaper immediately after Judd's appearance on a nationally broadcast current affairs television show when he announced the end of his mayoralty. The analysis considered constructions of Judd as both hero and anti‐hero, with complimentary constructions of the local community as racist, or not. In subscribing to the view for extended representation on the grounds of cultural constituency, Judd was variously positioned as culturally and politically naïve, as a hero for the cause for greater political representation for Māori, and an anti‐hero responsible for letting his own community down and bringing negative publicity to the town he was meant to serve. Judd was the target of abuse that prompted him to end his mayoralty, and this abuse stimulated constructions of widespread community racism. The discussion includes an interrogation of what it means to be a recovering racist, and finally, it is argued that the analysis provides further evidence of the sinuousness of racism.  相似文献
