Results are discussed in terms of implications for members and future leaders.     

Serving Families of Children with Developmental Disabilities

Abstract

Increased cultural diversity in the United States and elsewhere in the west requires that the school special services providers be aware of differences among identity groups, and sensitive to how these variations influence parents' perceptions of, and responses to, their child with a developmental disability. Because concern about diversity is relatively recent, the data base for action is virtually nonexistent. Nonetheless, there exists sufficient information to alert the special services provider to such factors as culture, religion, race, and social class in developing service programs. Understanding the values, beliefs, and experiences of families enables one to provide more effective services than does operating with the assumption that everyone views the world through essentially the same lens.     

Walking Together,Serving Justice and Peace

As the World Council of Churches (WCC) marks its 70th anniversary, this article focuses on the challenges it faces in its commitment to work for the unity of the church and for common service and witness for justice and peace in the world. Looking back on the experiences in the Reformation year 2017, it argues that it is time for the fellowship of churches to be accountable for what it has achieved and received from ecumenical dialogue, and to grow together in mutual accountability. At the same time, the statement by the WCC's 10th Assembly at Busan that “We intend to move together” emphasizes that ecumenism is not a static reality, but dynamic, involving the cooperation of the various churches and in interaction with people of good will of other communities.

Self–Serving Perceptions of Terrorism Among Israelis and Palestinians

Definitions of political violence as terrorism are often tainted by self–serving motivations. Groups in conflict in particular tend to justify the use of indiscriminate violent means by highly regarded political ends. This study explores such self–serving perceptions of terrorism in the context of the Israeli–Palestinian conflict. In two surveys during December 2001, Israeli Jews, Israeli Arabs and Palestinians were asked whether 11 local and international incidents were acts of terrorism in their view, and whether they were considered acts of terrorism by the international community. Self–serving judgments on both sides were expected, but their extent is striking, and they extend also to the international incidents. Israeli Arabs judge all acts of violence as terrorism in high percentages. Israeli Jews and Palestinians' definitions present a mirror image; however, they do not project these definitions to the international community. Instead, they perceive an international norm largely divergent from their own point of view, inflating world judgment of their own acts of violence as terrorism and underestimating world judgment of the other side's violence, in what amounts to a hostile–world phenomenon.     

Collaborative Consultant: A New Role for Counselors Serving At-Risk Youths

School and community counselors have important roles in developing and implementing mental health programs for youths and families. Counselors who are working with the more complex issues of at-risk youths can enhance implementation of prevention programs by altering their roles to function within a collaborative consultation model. This model represents a new paradigm in that counselors interdependently and collaboratively partner with people previously considered their “consultees.” Such collaboration can result in more comprehensive and integrated programs, and it can prevent fragmentation and duplication of efforts. Collaborative consultation is described and contrasted with more traditional consultation models, and a 5-stage implementation process is presented. Personal and systemic factors that support the collaborative process are examined.     

Serving Culturally Diverse Children with Serious Emotional Disturbance and Their Families

Over the coming decades, we can expect that cultural diversity will abound within the U.S. population and the imagery of an American melting pot will long be discarded. One significance of this trend will be the imperative to account for cultural diversity in assessing the needs of children with serious emotional disturbance (SED), to ensure that assessments, diagnoses, and treatments are accurate, fair, and meaningful. To achieve that end, however, will first require that all persons in the fields of education, mental health, social services, and juvenile justice become fully prepared to support children with SED and their families, prepared to bring to the process a sophisticated understanding of the interplay between culture and social behaviors. Nothing less than that level of preparedness will enable practitioners to develop unbiased interventions that competently and sensitively weigh cultural influences and target the needs of diverse students with emotional and behavioral difficulties. In this paper, we present the need for culturally competent practitioners in the area of SED, ways in which service providers can increase their cultural knowledge, and strategies for more effective service with this population.

Two Case Studies of Community Schools Serving Latino and Southeast Asian Children

Recent attention has focused on establishing school-based integrated services centers which offer educational and noneducational services to students and their families. We present two comparative case studies of client participation in school centers established in low income Latino and Southeast Asian communities. The cases focus on types of center services utilized by families, culturally compatible practices of the centers, and impact of coordinated services on students and families. The data reveal the limited capacity of high poverty families to cope with daily and persistent life challenges and how the schools have been transformed into family support environments which assist families to manage their lives in ways that lead to self-sufficiency and growth.     

Mixed-Design Training Outcomes for Fellows Serving At-Risk Youth Within Integrated Care Settings

We used an exploratory mixed-methods design with single-case comparative analysis and analysis of covariance to evaluate the potential effectiveness of an interprofessional clinical training in a mental health counseling program. Initial findings indicate those engaging in specialized learning experiences that attended to critical aspects of youth behavioral health care experienced benefits with regard to their professional development, interprofessional socialization and valuing, and counseling self-efficacy. Implications for the usefulness of trainings focused on interprofessional experiences are framed in relation to professional trends concerning integrated health care.     

Serving Clients With Hearing Loss: Best Practices in Mental Health Counseling

This article examines the risk factors and characteristics of clients with hearing loss, including inequitable access to education and mental health care services, financial barriers, communication problems, and societal discrimination. Culturally specific counseling approaches and techniques for mental health counselors serving clients with hearing loss are presented, with a focus on building counselor competency and client employment skills. The use of interpreters in therapeutic settings is also discussed.
