Collaboration is a ubiquitous approach to change, but is notoriously difficult and not definitively linked to desirable outcomes. Not surprisingly, the collaboration literature is replete with numerous facilitators and barriers to collaborative efforts. The current study aimed to develop a parsimonious model of factors influencing the success of collaborative efforts both internal and external to the council, including, (a) features of the council environment, (b) intermediate outcomes including the empowerment of members in the council context and the degree to which councils have generated social capital and (c) the extent to which collaborative efforts are occurring in a community context supportive of their aims. In particular, this study examines whether these factors affect the extent to which councils are positioned to achieve institutionalized change, or changes "in the text" that govern front line providers' (e.g., police, advocates) practices in the community response to intimate partner violence. Results suggest that perceived member empowerment, generation of social capital, and supportive community context are the most important predictors of the extent to which councils foster shifts in institutionalized change. Features of the council environment are only indirectly related to the degree to which institutionalized change is ultimately fostered as mediated by the generation of social capital. This suggests that the ability of members to act as change agents and the extent to which those in power support council efforts figure more prominently to facilitate or constrain council efforts than council functioning itself.  相似文献

Efforts to promote systems change frequently involve the creation of councils, coalitions, and other collaborative settings. However, research, to date, reports limited empirical evidence that they achieve desired outcomes (Roussos and Fawcett, Annu Rev Public Health 21:369–402, 2000). The precise nature of this evidence base has received less attention. In particular, formal investigations into council effectiveness (a) rarely highlight the specific nature of collaborative efforts; (b) emphasize fairly distal markers as the “gold standard” for effectiveness; (c) focus largely on formative “outcomes” (e.g., action plan quality); and (d) utilize primarily quantitative research approaches. The current study extends previous research by employing a qualitative approach to investigate the particular activities and proximal outcomes of 41 domestic violence coordinating councils. Study findings suggest that councils engage in six primary activities: discussing issues, sharing information, identifying weaknesses in the system’s response, providing training for key stakeholders, engaging in public/community education, and lobbying key stakeholders who are not council members. Three proximal outcomes were consistently identified in council efforts: the promotion of knowledge, relationships, and institutionalized change. Attending more directly to proximal outcomes and concrete activities in our research has important implications for conceptualizing and researching the effectiveness of councils and collaborative settings.  相似文献

Collaborative approaches to change are common, and though evidence for their effectiveness is equivocal, there is growing support that councils facilitate desired changes in the systems response to intimate partner violence. Questions remain regarding the specific mechanisms by which this change is facilitated, and recent work has focused on examining the intermediate processes through which councils may produce more distal change. One such mechanism relates to the potential of councils to be empowering contexts for their membership, often comprised of front-line providers and responders. The present study examines what factors are positively related to perceived individual empowerment as an outcome for members, and importantly, considers not only perceived council context, but also the perceived organizational contexts in which each council member is employed. Study findings suggest that both contexts-council and organizational-are important when considering the degree to which members are empowered. Specifically, member participation, council leadership, and supportive council and organizational climates are significantly positively related to the degree to which councils function as empowering contexts. However, the effect of belonging to a council with a supportive climate, characterized in particular by shared power in decision-making, is stronger when members are from high organizational support settings versus low support settings.  相似文献

Communities across the United States are collaborating to create a coordinated response to intimate partner violence (IPV); ideally, this involves promoting best practices in the justice and human service systems and engaging a broad array of community sectors (e.g., human service; criminal justice; faith; business; education) to promote victim safety and batterer accountability (Pence, 1999). The current study examined the extent to which Family Violence Coordinating Councils resulted in change in the systems’ response to IPV. Specifically, we examined judicial order of protection data from 1990 to 2005 to establish whether the formation and development of councils across the state of Illinois promoted the issuance of plenary orders of protection following the initial granting of emergency orders of protection. Such a pattern would indicate implementation of a best practice in the system response to IPV. Utilizing a multilevel logistic modeling approach, we found that the introduction and development of councils was indeed related to the accessibility of plenary orders of protection. The specific ways in which councils may have influenced such an outcome and the implications of this approach for research on council effectiveness are discussed.  相似文献

Councils are commonly formed to address social issues including intimate partner violence (IPV). Research suggests that councils may be well positioned to achieve proximal outcomes, but that their success may depend on contextual factors. The current study compared providers and health care settings at two points in time to explore the degree to which the Health Care Council achieved proximal outcomes in the health care response to IPV, including: (a) providers' reported capacity to screen for IPV, (b) providers' beliefs about IPV as a health care issue and about the IPV screening process, (c) providers' screening behaviors and (d) organizational policies and protocols to encourage screening. This study, while preliminary, provides support for council-based efforts to stimulate change in the health care response to IPV and also highlights the central role that organizational environment plays in shaping desired outcomes.  相似文献

Research on contextual and neighborhood effects has grown exponentially over the past decade as researchers have reacknowledged that community matters. Although empirical findings have consistently documented the significant influence of neighborhood context, the field is just beginning to investigate the varied and multiple pathways through which this influence is transmitted. The current study found support for both a direct and indirect influence of perceived neighborhood structural characteristics (i.e., neighborhood stability, income), measured at the block level, on neighborhood and youth outcomes. Directly, perceived neighborhood advantage led to significantly lower neighborhood rates of official delinquency and higher rates of prosocial activity. Indirectly, perceived neighborhood advantage significantly impacted outcomes by influencing more proximal constructs such as community social organization, informal social control, parenting practices, and affiliation with delinquent peers. Different pathways were significant across neighborhood and youth outcomes, yet perceived neighborhood advantage, in particular neighborhood stability, consistently exerted substantial effects, highlighting the need for more comprehensive and multilevel prevention efforts.  相似文献

Intimate partner violence (IPV) is a growing public health problem, and gaps exist in knowledge with respect to appropriate prevention and treatment strategies. A growing body of research evidence suggests that beyond individual factors (e.g., socio‐economic status, psychological processes, substance abuse problems), neighborhood characteristics, such as neighborhood economic disadvantage, high crime rates, high unemployment and social disorder, are associated with increased risk for IPV. However, existing research in this area has focused primarily on risk factors inherent in neighborhoods, and has failed to adequately examine resources within social networks and neighborhoods that may buffer or prevent the occurrence of IPV. This study examines the effects of neighborhood characteristics, such as economic disadvantage and disorder, and individual and neighborhood resources, such as social capital, on IPV among a representative sample of 2412 residents of Toronto, Ontario, Canada. Using a population based sample of 2412 randomly selected Toronto adults with comprehensive neighborhood level data on a broad set of characteristics, we conducted multi‐level modeling to examine the effects of individual‐ and neighborhood‐level effects on IPV outcomes. We also examined protective factors through a comprehensive operationalization of the concept of social capital, involving neighborhood collective efficacy, community group participation, social network structure and social support. Findings show that residents who were involved in one or more community groups in the last 12 months and had high perceived neighborhood problems were more likely to have experienced physical IPV. Residents who had high perceived social support and low perceived neighborhood problems were less likely to experience non‐physical IPV. These relationships did not differ by neighborhood income or gender. Findings suggest interesting contextual effects of social capital on IPV. Consistent with previous research, higher levels of perceived neighborhood problems can reflect disadvantaged environments that are more challenged in promoting health and regulating disorder, and can create stressors in which IPV is more likely to occur. Such analyses will be helpful to further understanding of the complex, multi‐level pathways related to IPV and to inform the development of effective programs and policies with which to address and prevent this serious public health issue.  相似文献

In response to increasing demands for greater coordination and collaboration among community institutions, interorganizational collaboratives (i.e., coalitions, partnerships, coordinating councils) have emerged as a popular mechanism for strengthening the capacity of a community system to respond to public and social issues. This study adopts a network approach to explore the relative importance of dense networks of cooperative relationships among members of interorganizational collaboratives for two outcomes of effectiveness: improving interorganizational coordination and fostering systems change. Based on survey and social network data collected from 48 different collaboratives, findings indicate that, relative to other key characteristics of collaboratives identified in previous literature, cooperative stakeholder relationships were the strongest predictor of systems change outcomes. However, for coordination outcomes, stakeholder relationships were overshadowed in importance by the leadership and decision making capacity of the collaborative. Collectively, findings suggest key differences in the requisite capacity profiles for coordination and systems change outcomes.  相似文献

This paper argues for the need to advance promotion efforts and proposes a conceptual framework for promotion of social change. A brief review is presented of traditional frameworks for the prevention of mental and social disorders and the promotion of wellness and social competencies, with attention to the ways in which promotion of social change extends and departs from these frameworks. In a framework for promoting social change, we advocate for promoting dynamic processes within systems, rather than outcomes within individuals. Systems are viewed as flexible and capable of facilitating multiple adaptive pathways for individuals and groups. Promoting social change also involves careful attention to critical analysis, values, language, and contextual processes. Examples are discussed throughout to illustrate how these principles have been used in the past and can be implemented in future efforts to promote social change.  相似文献

This study investigates how neighborhood deterioration is associated with stress and depressive symptoms and the mediating effects of perceived neighborhood social conditions. Data come from a community survey of 801 respondents geocoded and linked to a systematic on-site assessment of the physical characteristics of nearly all residential and commercial structures around respondents’ homes. Structural equation models controlling for demographic effects indicate that the association between neighborhood deterioration and well-being appear to be mediated through social contact, social capital, and perceptions of crime, but not through neighborhood satisfaction. Specifically, residential deterioration was mediated by social contact, then, social capital and fear of crime. Commercial deterioration, on the other hand, was mediated only through fear of crime. Additionally, data indicate that the functional definition of a “neighborhood” depends on the characteristics measured. These findings suggest that upstream interventions designed to improve neighborhood conditions as well as proximal interventions focused on social relationships, may promote well-being. 学业成就是衡量学生学习认知能力和检测其学习效果的重要指标,受到感知社会支持和学习投入等因素的显著影响,先前的研究已经考察了这两个因素对学业成就的共同作用机制,但感知社会支持与学业成就的关系强度不明,且尚不完全清楚中介效应、调节效应对二者关系的影响。因此当前研究采用元分析方法检验效应量的可靠性、学习投入的中介效应以及一系列调节效应。研究共纳入符合要求的原始文献41篇,含78个研究。结果发现:(1)感知社会支持及子类型与学业成就呈现显著的正相关,但效应值偏小,即二者之间存在的是弱相关。此外,感知社会支持及子类型显著正向预测学习投入,且对学习投入的效应量高于对学业成就的效应量。(2)学段仅对感知教师支持的调节效应显著,学业成就指标调节了感知社会支持及子类型与学业成就之间的关系,而经济水平和文化背景的调节效应不显著。(3)学习投入在感知社会支持及子类型对学业成就的影响中起到部分中介作用,且中介效应只存在于初中群体,在高中群体中介效应不显著。  相似文献

Efforts to reduce intimate partner violence in sub‐Saharan Africa generally approach the issue through the lens of women's empowerment. These efforts include foci on women's relative power in the relationship, educational background, and earning potential. The social status of men has largely been ignored, reducing the potential to involve them in efforts to demote intimate partner violence. In this study we consider whether a man's perceived social status predicts conflict tactics, and whether these tactics are mediated by loneliness and collective self‐esteem from a community‐based sample in semi‐rural Kenya (n = 263). We find that men who reported lower perceived social status also reported significantly more frequent violent conflicts with their intimate partners. This association was significantly, and completely, mediated by lower collective self‐esteem and higher loneliness. There was no direct association between subjective social status and negotiation‐based conflict tactics, although there was an indirect association. Men with higher perceived social status reported higher collective self‐esteem, and men with higher collective self‐esteem reported more negotiation‐based conflict tactics. These findings inform efforts to reduce intimate partner violence by involving men, showing potential to reduce violence by building self‐esteem among men—particularly those with lower perceived social status.  相似文献

This paper examines the relationship between two types of social capital (bonding and bridging) and quality of life in small Iowa communities. Social capital literature suggests potentially differing community outcomes depending on the type of social capital present in each community. I utilize longitudinal data from 1994 to 2004 to assess the relationship between social capital and the amount of change in quality of life and overall levels of quality of life. The findings provide partial support of the hypotheses, namely that aspects of bridging (between group) social capital are significant and more useful in explaining variations in overall levels of quality of life and changes in levels of quality of life over a 10 year period compared with bonding (within group) social capital.  相似文献

A critical issue facing the majority of immigrant adolescents in U.S. public schools is persistent academic underperformance. Using data from the Children of Immigrants Longitudinal Study, this study investigates the extent to which negative social environments in U.S. public schools predict the academic achievement of immigrant adolescents. Importantly, we simultaneously examine the roles of both the relational (individual-level) and structural (school-level) characteristics of these negative social environments. Multilevel structural equation modeling revealed that immigrant students who are embedded in more negative relationships (e.g., having peers who discriminate against them) have lower levels of academic achievement. These predictive effects of individual-level negative social environments on academic achievement are mediated by both perceived school safety and educational expectations. Furthermore, we find double mediation effects (i.e., three-pathway mediations) via perceptions of school safety and educational expectations. The existence of these double mediation effects implies that relational characteristics strongly predict immigrant adolescents’ perceptions, attitudes, and school outcomes. Finally, we find that structural characteristics of negative social environments in U.S. public schools (i.e., total student enrollment and school-level dropout rate) also negatively predict immigrant adolescent achievement. We discuss the implications of these findings for improving immigrant adolescents’ achievements in U.S. public schools.  相似文献

Although the health consequences of financial strain are well documented, less is understood about the health-protective role of social capital. Social capital refers to a sense of community embeddedness, which is in part reflected by group membership, civic participation, and perceptions of trust, cohesion, and engagement. We investigated whether perceptions of social capital moderate the relation between financial strain and health, both mental and physical. This longitudinal study surveyed adults in two communities in rural Ontario where significant job losses recently occurred. Data were collected on financial strain, social capital, perceived stress, symptoms of anxiety and depression, and physical health on three occasions over 18 months (N's = 355, 317, and 300). As expected, financial strain positively related to perceived stress, poor physical health and symptoms of anxiety and depression, whereas social capital related to less stress, better physical health, and fewer symptoms of anxiety and depression. Effects of financial strain on perceived stress and depressive symptoms were moderated by social capital such that financial strain related more closely to perceived stress and depressive symptoms when social capital was lower. The findings underscore the health-protective role of community associations among adults during difficult economic times.  相似文献

The study determined personal-socio-contextual influences that predicted the perceived quality of relationships with Batswana early teenage mothers. The participants were 86 Botswana high school students (mean age 18.97, SD = 1.76) with motherhood. They completed a numerical measure of adjustment to teenage motherhood in the context of family, school and community and also culture and social policy. A proportion of the teenagers (10%) participated in focus group discussion on the same aspects. The quantitative data were analysed to predict family, interpersonal, school and community interpersonal relationships from the teenage mothers' age, age of parents and living arrangements. The qualitative focus group discussion data were thematically analysed. Findings suggest that supportive living arrangements were instrumental to perceived quality of interpersonal relationships in the family and the school and community relationships. Gendered roles of the parents were social capital for family and school and community relationships with teenage-hood. Living arrangements and parental social discounting qualities reliably predicted teen mothers' social outcomes important for early parenthood counselling.  相似文献

While community collaboratives have emerged as a prominent vehicle for fostering a more coordinated community response to complex issues, research to date suggests that the success of these efforts at achieving community/population-level improvements is mixed. As a result, researchers and practitioners are increasing their focus on the intermediate outcomes accomplished by these entities. The purpose of this study is to expand upon this examination of potential intermediate outcomes by investigating the ways in which collaboratives strengthen the capacity of the organizations who participate as members. Utilizing a mixed methods design, we present an empirically-based framework of organizational outcomes associated with participation in a community collaborative. The dimensions of this framework are validated based on quantitative findings from representatives of 614 different organizations and agencies nested within 51 different community collaboratives. This article then explores how the characteristics of organizations and their representatives relate to the nature and type of impacts associated with membership. Based on study findings, we argue that community collaboratives can be effective interventions for strengthening organizational capacity across all sectors in ways that can promote greater community resiliency.  相似文献

ABSTRACT

The article reviews experience and lessons learned from public health communication to identify promising strategies for interventions seeking to promote interpersonal violence prevention. A public health perspective highlights multiple levels of analysis in tandem with concomitant communication theory invoking social, institutional, community, and individual change processes. Points of emphasis include a long-term perspective for social change and the importance of achieving high levels of exposure to communication efforts. Alternative communication strategies such as social mobilization, the use of local media, and media advocacy may foster incremental legal reform and service provision, as well as transformed social expectations and norms.  相似文献

Changes in social policy are often pursued with the goal of reducing a social problem by improving prevention efforts, intervention program practices, or participant outcomes. State legislative standards for intimate partner violence intervention programs have been adopted nearly universally across the US, however, we do not know whether such standards actually achieve the intended goal of affecting programs’ policies and practices. To assess the effect that batterer intervention program (BIP) standards have on policies and practices of programs, this study used longitudinal surveys collected as part of an ongoing evaluation conducted from 2001 to the present to compare intervention program (N = 74) characteristics and practices at three time points before and after the adoption of standards in Oregon. Analyses were conducted to examine all BIPs in Oregon at each time point, as well as change among a subset of programs in existence at all survey assessments. Results indicate that across all programs, the use of mixed gender group co-facilitation increased by 14 % between 2004 and 2008, while program length increased by approximately 12 weeks. However, other practices such as programs’ coordination with community partners were unchanged. Analyses of within-program change revealed fewer differences, with only program length increasing significantly over the three assessments. These and other findings indicate that while standards affected program length as intended, other practices commonly addressed by legislative standards remained unchanged. The findings provide needed information regarding programs’ compliance with components of the standards, the potential need for compliance monitoring, and the potential impact of state standards on program effectiveness and on the prevalence of intimate partner violence.  相似文献
