This paper reports a study of public order policing during a major ‘anti‐capitalist’ riot. Officers were observed in the control room at New Scotland Yard throughout the event, and the two senior commanders were interviewed. The analysis demonstrates both the importance and the complexity of accountability concerns in determining police decisions. Officers are simultaneously accountable to multiple audiences who place different and sometimes contradictory demands upon them. Moreover officers in different positions may be subject to different accountability concerns. These lead to different action preferences that can create intra‐organizational conflict. For instance, senior commanders were reluctant to use tactics that the general public and other external audiences might view as escalating the conflict or endangering the safety of protestors. In contrast, junior officers were less concerned with external audiences and supported these tactics as necessary to protect police safety. The question of how normative form changes during a riot, and thus how collective behaviour spreads to different targets and locations, has been neglected in previous research, despite its theoretical and practical importance. We begin to address this limitation through a detailed analysis of the rioting in the London borough of Haringey in 2011. A triangulated analysis of multiple sources of data (including police reports, media accounts, and videos) finds a pattern of behaviour shifting from collective attacks on police targets to looting. A thematic analysis of 41 interview accounts with participants gathered shortly after the events suggests that a shared anti‐police identity allowed local postcode rivalries to be overcome, forming the basis of empowered action not only against the police but to address more long‐standing grievances and desires. It is argued that collective psychological empowerment operated in a ‘positive feedback loop’, whereby one form of collective self‐objectification (and perceived inability of police to respond) formed the basis of further action. This analysis of the development of new targets in an empowered crowd both confirms and extends the elaborated social identity model as an explanation for conflictual intergroup dynamics.  相似文献

This paper presents data concerning young people's perceptions of the police taking part in a police—schools liaison programme. Eighty-one 14-year-old school pupils took part in 28 semi-structured group discussions concerning their perceptions of the ‘typicality’ of police officers working in their schools. Pupils clearly differentiated between these and those ‘on the street’. Central to this differentiation was the issue of police power; the perceived atypicality of the police in schools was intimately bound up with pupils' perceptions of the qualitatively different social relations that obtain between young people and the police ‘in the school’ and ‘on the street’. The implications of these data for the literatures concerning the ‘contact hypothesis’ and police—schools liaison are discussed.  相似文献

Abstract

In contemporary care institutions, accountability procedures and devices are increasingly pervasive and considered crucial for monitoring quality. Such accountability practices are based on the idea that accountability and care belong in two separate domains. The distinction between accountability ‘from nowhere and for everyone’ and accountability ‘from somewhere and for someone’ problematises this implicit split. Taking seriously the observations of everyday caring and accounting by care professionals, who resist splitting care and accountability from the outset, demands a reconceptualisation of the relation between care and accountability as reciprocal and co-emerging. Both accountability and care are highly circumstantial, emerging, relational notions and it is not clear-cut who or what cares or accounts for what, whom, where and how. Paying due attention to the generative interweaving of accounting and caring, that is, to the narrative work of care professionals, affords the potential to turn universal abstract norms of what good care should be into meaningful care. Creatively reconnecting care experiences, observations, records and relations generates accountability with care. Care professionals do this by daring to prioritise speculatively what matters most in a specific situation without falling back on the reassurance of clear-cut norms of good care and by daring to admit that even while prioritising a certain course of action, they might not know its consequences. Such a speculative commitment and the inclusion of the researcher's experiences in trying to be accountable are crucial for studying accountability as a matter of care and as relatedness in the making.  相似文献

Traditional crowd theory decontextualizes crowd incidents and explains behaviour entirely in terms of processes internal to the crowd itself. This ignores the fact that such incidents are characteristically intergroup encounters and draws attention away from the role of groups such as the police in the development of events. This paper begins to rectify this omission through an analysis of interviews with 26 Public Order trained police concerning crowds in general and the Poll Tax ‘riot’ of 31 March 1990 in particular. The analysis shows that, despite a perception of crowd composition as heterogeneous, officers perceive crowd dynamics as involving an anti-social minority seeking to exploit the mindlessness of ordinary people in the mass. Consequently, all crowds are seen as potentially dangerous and, in situations of actual conflict, all crowd members are seen as equally dangerous. In addition, police tactics for dealing with disorder make it very difficult to distinguish between individuals or subgroups in the crowd. This convergence of ideological and practical factors leads to the police treating crowds in disorder as an homogeneous whole. It is argued that such action can often play an important role in escalating (if not initiating) collective conflict and is also a key component of social change in crowd contexts. © 1998 John Wiley & Sons, Ltd.  相似文献

Two experiments were performed to ascertain the effect of the extra-legal factor of defendants' status on subjects' judgements in a simulated jury task. In support of the ‘deep-pocket’ hypothesis, high-status defendants were perceived as less sympathetic and were more likely to lose their case, even though the factual evidence was identical, than low-status defendants. There was a spillover effect, such that plaintiffs (Davids) suing high-status defendants (Goliaths) were themselves viewed as more sympathetic. The effect of defendants' status was mediated by the sentiments that it aroused toward both litigants; it was negligible with sympathy partialled out. Contrary to the deep-pocket hypothesis, high-status defendants did not have to pay more for the same injury; subjects are able to ignore status in awarding compensation when compensatory and punitive damages are clearly separated. In treating defendants differently depending on their status, subjects relied on relevant prior beliefs about the relationship of defendants' status to wealth, propensity to cause harm, and standards of accountability. The results are discussed in terms of the sometimes conflicting norms between an optimal decision-making model like Bayes' Theorem and legal guidelines for judgements of liability and compensation.  相似文献

Social learning is taxonomically widespread and can provide distinct behavioural advantages, such as in finding food or avoiding predators more efficiently. Although extensively studied in bony fishes, no such empirical evidence exists for cartilaginous fishes. Our aim in this study was to experimentally investigate the social learning capabilities of juvenile lemon sharks, Negaprion brevirostris. We designed a novel food task, where sharks were required to enter a start zone and subsequently make physical contact with a target in order to receive a food reward. Naive sharks were then able to interact with and observe (a) pre-trained sharks, that is, ‘demonstrators’, or (b) sharks with no previous experience, that is, ‘sham demonstrators’. On completion, observer sharks were then isolated and tested individually in a similar task. During the exposure phase observers paired with ‘demonstrator’ sharks performed a greater number of task-related behaviours and made significantly more transitions from the start zone to the target, than observers paired with ‘sham demonstrators’. When tested in isolation, observers previously paired with ‘demonstrator’ sharks completed a greater number of trials and made contact with the target significantly more often than observers previously paired with ‘sham demonstrators’. Such experience also tended to result in faster overall task performance. These results indicate that juvenile lemon sharks, like numerous other animals, are capable of using socially derived information to learn about novel features in their environment. The results likely have important implications for behavioural processes, ecotourism and fisheries.  相似文献

This article is based on field (street) interviews with a sample of 227 black community members living and/or working in South Central Los Angeles at the time of the 1992 riot. The interview instrument comprises 20 questions designed to (1) ascertain the reactions and feelings of black community members to the riot; and (2) compare a sample of black participants in the riot with nonparticipants. The participant group was found to be more frequently younger males with less education and lower income, and they were more likely to have arrest records prior to the riot than nonparticipants. Though reactions and feelings were mixed and contradictory, both groups reported an overall acceptance of the disorders. Differentials in reactions were in degree rather than in kind. Most objected to the riot in principle but concluded that collective violence “pays off.” The preriot structural facilitators (poverty, relative deprivation, unemployment, police brutality, racial discrimination, and negative police‐community relations) were similar to those found in the riot literature. Whatever the participants’ reasons and justifications for rioting might be, they present themselves as worthy protesters and freedom fighters. Unless their message is heeded and acted upon by ameliorating their adverse social, economic, and political conditions, similar riots are likely to occur.  相似文献

The effect of variations in the presentation of oral contraceptive risk information on perceived safety was investigated. Four tests of the hypothesis that consumers focus on the absolute value of the numbers presented when assessing risk probabilities were performed with the following results: (1) when base rates are given, risks are perceived as less likely than when base rates are not given; (2) risks seem smaller when the information provided focuses on the number that will not die than when the number of expected deaths is presented; (3) contrary to our expectation, respondents do not focus on foreground numbers when risk was represented in an ‘X out of Y occurrences’ format; (4) respondents judged a risk of ‘4.15 times greater’ as less likely than when the information was presented as ‘415% greater risk’. We concluded that consumers convert statistical risk information into judgements about the magnitude of the number presented (small or large number) and utilize this more meaningful information when making risk judgements.  相似文献

We report investigations of change in, and cognitive representation of young people's stereotypes of the police, in response to a police-schools liaison programme. This programme provides a real-life application of the ‘conversion’ model of stereotype change (in which stereotypes change radically in response to salient instances of disconfirming information). Study 1 revealed that school police officers were rated significantly more positively than the police in general, but that this view did not generalize to perceptions of the police in general. Stereotypes of the police became less positive over one year, although females were more positive than males, and school police officers were not judged typical of the category. Study 2 revealed that subjects categorized their school police officer separately from the police in general, and perceived him to share features with ‘caring and welfare’ professions, rather than other police officers and authority figures. Both studies converge on the limitations of the conversion model and tend to support the subtyping model (in which extremely disconfirming individuals are isolated from other group members).  相似文献

Following a longstanding sociological tradition, this paper looks at reactions to nonconformity in order to understand the nature of social norms. In particular, it explores the patterns and scope of intolerance towards the perceived ‘enemies of the Church’ in order to understand social norms emerging in post-atheist Russia. Utilising the ‘social drama’ approach, the paper offers a comparative case study of increasingly repressive reactions by the Russian Orthodox Church (ROC) and state to two art exhibitions at the Sakharov Museum and anti-clerical publications by a blogger in Karelia, along with an in-depth analysis of the recent (2012) Pussy Riot action at Christ the Saviour Cathedral in Moscow and the resulting trial and punishment of three of the band’s members, as well as of a variety of events that have followed this initial action. We then utilise national and cross-national representative survey data to suggest that these repressive reactions were congruent with an intolerant public sentiment towards opponents of the ROC. Ultimately, we draw on Durkheim’s dialectic of norm and deviance, work on disciplinary modalities of power by Foucault and Agamben, desecularisation analysis and social identity theory to argue that the severe punishment of the perceived ‘enemies of the Church’ and the popular support for it reflect the crystallisation of a new normative system brought about by the desecularising regime in Russia, a regime which is characterised by a symbiosis of the ROC and the state.  相似文献

In two studies, we investigated infants’ preference for infant‐directed (ID) action or ‘motionese’ ( Brand, Baldwin & Ashburn, 2002 ) relative to adult‐directed (AD) action. In Study 1, full‐featured videos were shown to 32 6‐ to 8‐month‐olds, who demonstrated a strong preference for ID action. In Study 2, infants at 6–8 months (n= 28) and 11–13 months (n= 24) were shown either standard ID and AD clips, or clips in which demonstrators’ faces were blurred to obscure emotional and eye‐gaze information. Across both ages, infants showed evidence of preferring ID to AD action, even when faces were blurred. Infants did not have a preference for still‐frame images of the demonstrators, indicating that the ID preference arose from action characteristics, not demonstrators’ general appearance. These results suggest that motionese enhances infants’ attention to action, possibly supporting infants’ learning.  相似文献

Classical theories of crowd behaviour view crowd conflict as deriving from the pathology of the crowd itself. Recent developments in crowd psychology as the elaborated social identity model (ESIM) conceptualize crowd behaviour as a dynamic intergroup process between demonstrators and police. The present study assessed exposure to crowd conflict, adherence to classical views of crowd behaviour, public order policing methods and attributions of responsibility for crowd conflict among 352 Italian police officers. Results showed that exposure to crowd conflict was related to adherence to classical views of crowd, which, in turn, was related to ‘bad practices’ of public order policing and to system‐justificatory attributions. Overall, these results offer support and extend the police perspective within the ESIM model. Practical implications for public order policing strategies and training are also discussed. People often use indirect speech, for example, when trying to bribe a police officer by asking whether there might be “a way to take care of things without all the paperwork.” Recent game theoretic accounts suggest that a speaker uses indirect speech to reduce public accountability for socially risky behaviors. The present studies examine a secondary function of indirect speech use: increasing the perceived moral permissibility of an action. Participants report that indirect speech is associated with reduced accountability for unethical behavior, as well as increased moral permissibility and increased likelihood of unethical behavior. Importantly, moral permissibility was a stronger mediator of the effect of indirect speech on likelihood of action, for judgments of one's own versus others' unethical action. In sum, the motorist who bribes the police officer with winks and nudges may not only avoid public punishment but also maintain the sense that his actions are morally permissible.  相似文献

Human expertise at processing faces relies on how facial features are encoded: as a whole template rather than as a sum of independent features. This holistic encoding is less prominent for other-race faces, possibly accounting for the difficulty one encounters in recognizing these faces (the ‘other-race effect’). Here, we tested the hypothesis that the magnitude of holistic face encoding can be modulated by racial categorization of the face. Caucasian participants performed a face-composite task with ‘racially-ambiguous’ face-stimuli (cross-race morphed faces, equally categorized as Asian or Caucasian faces in an independent task). The perceived race of the ambiguous faces was manipulated using adaptation. Experiment 1 showed that identical morphed face-stimuli were processed more holistically when perceived as ‘same-race’ than as ‘other-race’, i.e., following adaptation to ‘other-race’ versus ‘same-race’, respectively. Experiment 2 ascertained that the determining factor in the observed holistic processing modulation was the race of the racially-ambiguous face as perceived, rather than expected, by the participants, which supports the idea that the holistic processing of the face-stimuli was modulated by their race-categorization at the perceptual level.  相似文献

Two studies were concerned with the perceived fairness of the promotion procedures adopted by a police organization. The first study used Leventhal's (1980) theory of procedural justice to analyse the reasons given by unsuccessful candidates for their appeals against the decision. A content analysis revealed that the rules of ‘consistency and accuracy’ accounted for 81.8% of all the reasons stated. The second study applied the social cognitive theory (Bandura 1989a; 1989b) to examining the effect of perceived procedural fairness on unsuccessful candidates' self-efficacy and job attitudes related to police work. Results show that ‘procedural fairness’ was predictive of ‘self-efficacy and procedural satisfaction’, both of which in turn predicted officers' organizational commitment and job satisfaction. Theoretical implications of the studies for procedural justice and social cognitive theory were discussed.  相似文献

Within liberal democratic theory, ‘democratic accountability’ denotes an aggregative method for linking political decisions to citizens’ preferences through representative institutions. Could such a notion be transferred to the global context of human rights? Various obstacles seem to block such a transfer: there are no ‘world citizens’ as such; many people in need of human rights are not citizens of constitutional democratic states; and the aggregative methods that are supposed to sustain the link are often used in favour of nation-state strategic action rather than human rights. So what could accountability mean in relation to human rights? This article argues that discourse theory offers resources for approaching these problems and for rethinking a normative notion of accountability in relation to human rights. It is suggested that accountability should link political decisions to universal agreements through global rights institutions and that the link should be sustained by deliberative rather than aggregative procedures.  相似文献

In this article, I analyze norm enforcement on social media, specifically cases where an agent has committed a moral transgression online and is brought to account by an Internet mob with incongruously injurious results in their offline life. I argue that users problematically imagine that they are members of a particular kind of moral community where shaming behaviors are not only acceptable, but morally required to ‘take down’ those who appear to violate community norms. I then demonstrate the costs that are associated with this strategy; the most worrisome being those that distort the nature of moral dialog and the purpose and effectiveness of accountability practices online, creating a vitriolic and polarising online environment. Because of these negative consequences, I suggest that we ought to hold others accountable for restorative ends. I argue that restorative accountability practices can help us cultivate new norms online that rely less for their enforcement upon negative acts such as shame, and more upon positive acts that focus upon the most appropriate way to make amends to the victim(s) and the community. In this sense, restorative accountability incorporates important elements from the ethics of care, a relational ethics that values creating, promoting, and restoring good social and personal relationships. I conclude by arguing that accountability practices premised on the ethics of care produce better outcomes for the victim(s) of a moral violation, the transgressor, and the community.  相似文献
