Avner de Shalit wants cities to have their own immigration policies. On a radical reading, this would transfer control over immigrant admissions from states to cities. But can cities choose the immigrants they prefer on economic or cultural grounds, or does this discriminate unfairly against those judged to be less desirable? I argue that de Shalit fails to apply the luck egalitarian principle consistently when discussing immigrant admissions. I also claim that there is a tension between seeing cities as the bearers of distinct cultural ethoses, and therefore as bulwarks against the homogenising effects of globalization, and disbarring them from carrying out culturally selective immigration policies. De Shalit’s own preferred model of the immigrant-friendly city – Amsterdam – appears to lack any distinct ethos, other than an ethos of welcome and cultural blending. Moreover, democratic states also have a legitimate interest in controlling immigration. They must be concerned about the consequences for social justice of admitting migrants and the political effects that follow when the migrants become citizens themselves. They must also consider the environmental impacts of population growth. Cities should play a major role in integrating immigrants, but not in admitting them.  相似文献

By the mid‐19th century, an increasing number of Japan's political leaders and scholars realized that Japan had to adapt and incorporate some elements of Western‐style industrialization into their own political and economic order as the necessary means to remain independent of Western imperialism. The Opium War in China, and later the Euro‐American bombardments of the domain capitals in Choshu and Satsuma demonstrated that trying to defend the realm with only an increased emphasis on coastal defense would ultimately fail to keep out the barbarians from the West. Sakuma Shozan, a samurai scholar from Matsushiro, proposed a dichotomous philosophy of ‘Eastern ethics, Western science’ as the means to strengthen Japan both internally and externally, and allow Japan to maintain its independence. In this paper, I argue that Sakuma's dichotomous approach can be interpreted within a Hegelian dialectical paradigm. After the traditional order of Japan (Eastern ethics as Idea/Thesis) came into contact with the industrializing order of the West (Western science as Nature/Anti‐Thesis), Sakuma believed a new order would be created in Japan (Synthesis) that combined an increased knowledge on the Eastern ethics of Neo‐Confucianism with the ‘new’ scientific knowledge of the West.  相似文献

The value of solidarity, which is exemplified in noble groups like the Civil Rights Movement along with more mundane teams, families and marriages, is distinctive in part because people are in solidarity over, for or with regard to something, such as common sympathies, interests, values, etc. I use this special feature of solidarity to resolve a longstanding puzzle about enacted social moral rules, which is, aren’t these things just heuristics, rules of thumb or means of coordination that we ‘fetishize’ or ‘worship’ if we stubbornly insist on sticking to them when we can do more good by breaking them? I argue that when we are in a certain kind of solidarity with others, united by social moral rules that we have established among ourselves, the rules we have developed and maintain are a constitutive part of our solidary relationships with one another; and it is part of being in this sort of solidarity with our comrades that we are presumptively required to follow the social moral rules that join us together. Those in the Polish Revolution, for example, were bound by informally enforced rules about publicity, free speech and the use of violence, so following their own rules became a way of standing in a valuable sort of solidarity with one another. I explain why we can have non-instrumental reasons to follow the social moral rules that exist in our own society, improve our rules and even sometimes to break the otherwise good rules that help to unite us.  相似文献

Abstract: The problem of evil has vexed philosophers and theologians for centuries and anthropologists, sociologists, psychoanalysts and analytical psychologists in more recent times. Numerous theories have been proposed but there is still little agreement on such basic questions as the nature of evil, what constitutes and motivates an evil act, and how we resolve conflicts between individuals and groups in which evil acts are being committed. I am proposing that evil should be used as an adjective, and not as a noun. As such it should be employed to qualify acts of persons rather than their character. This change would enable us to eschew foundational explanations of evil and, therefore, to examine evil acts in their contexts and so better discern their nature and motivation. I will contend that evil acts begin when an individual makes, or members of a group make, assertions about the ‘naturalness’ of their own acts and, correspondingly, the ‘unnaturalness’ of the acts of others. I will suggest that this results from the anxiety that ensues when they cannot adequately signify their experience of these acts. When this occurs, those so treated are dispossessed of their ‘personhood’, allowing members of the ‘natural’ group to violate their ‘boundaries' with impunity. These violations can range from the relatively innocuous such as being ignored to the extreme such as genocide. I am asserting that all these acts should be termed evil as they derive from the same semiotic process of ‘naturalizaton’. I will discuss ways of preventing individuals or groups from embarking on the process of ‘naturalization’ and describe the types of contexts that might reduce or eliminate the commission of evil acts by those already engaged in their perpetration. To demonstrate these ideas I will use examples from my personal experience, from analytic theory and from the ‘troubles' in Northern Ireland.  相似文献

As opposed to the approach that makes a dichotomous distinction between ‘rigid religiosity’ and ‘soft religiosity’, I would like to point to a reality in which these boundaries are blurred. I shall do so by examining the case of the religious revival movement in Israel (the ‘teshuvah movement’), which offers a broad range of teshuvah styles, out of which hozrim beteshuvah (penitents) select ‘teshuvah baskets’, which they fill and pack themselves, according to their own personal preferences. These ‘teshuvah baskets’ are dynamic, in that their owners can fill, empty and modify their contents, while they conduct an ongoing critical ‘market survey’. This dynamism creates a reality, accompanied by a discourse, which continuously blurs the symbolic boundaries separating the various types of religious ‘supply’ sources. It demonstrates how practices and beliefs related to ‘soft religiosity’ are expressed also by those participating in what is generally referred to as ‘rigid religiosity’.  相似文献

Abstract

Gerald Cohen's critique of John Rawls's theory of justice is that it is concerned only with the justice of social institutions, and must thus arbitrarily draw a line between those inequalities excluded and those allowed by the basic structure. Cohen claims that a proper concern with the interests of the least advantaged would rule out ‘incentives’ for ‘talented’ individuals. I argue that Rawls's assumption that the subject of justice is the basic structure of society does not arbitrarily restrict the concerns of political justice, as Cohen claims. Further, I argue that it does not allow ‘deep’ inequalities within a just basic structure. When properly understood, Rawls's theory of justice is strongly egalitarian, taken as a theory of fairness in the way the burdens and benefits of social cooperation are distributed, even if it is not as egalitarian as Cohen wishes.  相似文献

The ability of very wealthy individuals (or, as I will call them, the ‘super-rich’) to turn their economic power into political power has been—and remains—an important cause of political inequality. In response, this paper advocates an original solution. Rather than solving the problem through implementing a comprehensive conception of political equality, or through enforcing complex rules about financial disclosure etc., I argue that we should impose a choice on the super-rich. The super-rich must choose between (i) forfeiting the things that make them super-rich, i.e., pay a 100 % tax on their wealth above a certain level, or, (ii) they must forfeit some of their political rights. These rights include entitlements to fund political parties; to stand for office; and to work or volunteer for political parties. The right to vote, though, is not limited. I defend my proposal against non-consequentialist and consequentialist objections. I also argue that it avoids two problems that many attempts to reduce political inequality face; these are the political egalitarian’s dilemma and the problem of political equality’s relative moral importance.  相似文献

Critics argue that adaptive preference (AP) theorists misrepresent oppressed people's reasons for perpetuating their oppression. According to critics, AP theorists assume that people who adapt their preferences to unjust conditions lack the psychic capacities that would allow them to develop their own normative perspectives and/or form appropriate values. The misrepresentation is morally problematic, because it promotes unjustified paternalism and perpetuates colonial stereotypes of third‐world women. I argue that we can imagine a conception of AP that is consistent with acknowledging agency in people who perpetuate their oppression. I offer a weak perfectionist conception of AP that is consistent with recognising agentic capacities in the oppressed. On my conception, APs are preferences incompatible with an agent's basic wellbeing that formed under unjust conditions — and that an agent would reverse upon exposure to better conditions. My conception encourages respectful treatment of the oppressed without requiring us to abandon the feminist political goals the notion of AP is meant to serve. It helps us identify real‐world preferences that are problematically adapted to oppressive conditions and offers an account of why they seem not to be women's ‘true preferences’.  相似文献

In book 9 of Plato's Republic, Socrates describes the nature and origins of the ‘tyrannical man’, whose soul is said to be ‘like’ a tyrannical city. In this paper, I examine the nature of the ‘government’ that exists within the tyrannical man's soul. I begin by demonstrating the inadequacy of three potentially attractive views sometimes found in the literature on Plato: the view that the tyrannical man's soul is ruled by his ‘lawless’ unnecessary appetites, the view that it is ruled by sexual desire, and the view that it is ruled by a lust for power. I then present my own account. On the view I defend, the tyrannical man's soul is to be understood as ruled by a single, persistent, powerful desire for bodily pleasure: as much as he can get, and however he can get it. Finally, I show how understanding the tyrannical man's soul in the way I recommend helps resolve some commonly expressed concerns about this part of the Republic. I suggest, on this basis, that Plato's procedure in constructing his catalogue of corrupt cities and souls in Republic 8 and 9 was more carefully thought out and systematic than has sometimes been supposed.  相似文献

In recent work, Norman Daniels extends the application of Rawls's principle of ‘fair equality of opportunity’ from health care to health proper. Crucial to that account is the view that health care, and now also health, is special. Daniels also claims that a rival theory of distributive justice, namely luck egalitarianism (or ‘equal opportunity for welfare’), cannot provide an adequate account of justice in health and health care. He argues that the application of that theory to health policy would result in an account that is, in a sense, too narrow, for it denies treatment to imprudent patients (e.g. lung cancer patients who smoked). In a different sense, Daniels argues, luck egalitarian health policy would be too wide: it arguably tells us to treat individuals for such brute‐luck conditions as shyness, stupidity, ugliness, and having the ‘wrong’ skin colour. I seek to advance three claims in response to Daniels's revised theory, and in defence of a luck egalitarian view of health policy. First, I question Daniels's assertion regarding the specialness of health. While he is right to abandon his insistence on the specialness of health care, it is doubtful that health proper can be depicted as special. Second, I try and meet Daniels's objections to luck egalitarianism. Luck egalitarian health policy escapes being too narrow for it does not in fact require denying basic care to imprudent patients. As for it being allegedly too wide, I try to show that it is not, after all, counterintuitive to rid individuals of unfortunate and disadvantageous biological traits (say, a disadvantageous skin colour). And third, I question whether Daniels's own Rawlsian account is in fact wide enough. I argue that fair equality of opportunity fails to justify some standard medical procedures that many health systems do already practice.  相似文献

The formal conception of computation (FCC) holds that computational processes are not sensitive to semantic properties. FCC is popular, but it faces well-known difficulties. Accordingly, authors such as Block and Peacocke pursue a ‘semantically-laden’ alternative, according to which computation can be sensitive to semantics. I argue that computation is insensitive to semantics within a wide range of computational systems, including any system with ‘derived’ rather than ‘original’ intentionality. FCC yields the correct verdict for these systems. I conclude that there is only one promising strategy for semantically-laden theorists: identify special computational systems that help generate their own semantic properties, and then show that computation within those systems is semantically-laden. Unfortunately, the few existing discussions that pursue this strategy are problematic.  相似文献

ABSTRACT

Since the early 2000s, wide-ranging initiatives geared towards the promotion of tolerance, moderation and interfaith dialogue have proliferated throughout the Persian Gulf, culminating most recently in the establishment of the world’s first Ministry of Tolerance in the UAE. For more than a decade, Qatar has hosted annual interfaith conferences on themes such as ‘Steps Towards Tolerance’. Oman and Bahrain have been prominent advocates, pursuing their respective tolerance agendas through academic publications, travelling delegations, exhibitions and international conferences. Even Saudi Arabia, notorious for its intolerance at home, has been a prominent advocate on the world stage. Talk of tolerance, it seems, is everywhere, but what is behind this regional trend? This article situates the emergent political discourse of tolerance in the broader post-9/11 geopolitical context, wherein the ideal of tolerance has been embraced by both the West and the Muslim world as an antidote to the global problem of terrorism. I suggest that Gulf tolerance initiatives are best understood in terms of a broader politics of representation that coheres around the promotion of ‘moderate Islam’, and that in the context of what has been described as the Western ‘civilisational discourse’ of tolerance, Muslim-majority countries are responding with a civilisational discourse of their own.  相似文献

Nelson Goodman's own solution to his new riddle of induction turns on the degree to which predicates are entrenched in our use of language. However, this solution requires that judgements concerning the degree to which a predicate is entrenched can be made independently of any canon of perceptible similarity. I argue that this requirement cannot be met. The riddle itself depends upon the claim that since ‘green’ can be defined positionally in terms of ‘grue’ and ‘bleen’, ‘grue’ and ‘bleen’ are symmetrically related to ‘green’ and ‘blue’, and positionality is therefore ‘an entirely relative matter’. However, in order to establish that positionality is an entirely relative matter, we would need to provide a non-positional definition of ‘grue’, rather than a positional definition of ‘green’. We therefore need to decide whether ‘grue’ can be defined ostensively by means of a single sample, as ‘green’ can. I argue that any attempt to provide such a definition is bound to fail, and hence the new riddle of induction does not reveal that ‘the roots of inductive validity are to be found in our use of language’.  相似文献

ABSTRACT

The discussion of migrants’ education focuses generally on whether and how host countries should educate their migrant populations, examining the goals and moral principles underlying educational services for immigrants. While apparently innocuous, such formulations of the issue stipulate a framework with clear roles: host countries are posited as providers and immigrants as recipients of services. Host countries are, thus, placed in a hierarchical position of ‘granting’ belonging, ‘granting’ services, ‘granting’ education, as benefactors, whether for the purposes of duty, utility, or justice. In this paper, I challenge this unidirectional order of beneficence. I propose that the inclusion of migrants in public institutions should more properly be viewed (also) as providing a necessary good/service for the host communities. The encounter with the alien, the foreign, the migrant, in oneself and in one's world, forces individuals and communities to reflect on what and who they are as well as what and who they want to be – their identity and their future development. I argue that migrant populations with diverse linguistic traditions and customs are uniquely situated to bring to consciousness and help denaturalize the given traditions and culture of their host communities and thus make possible a more self-aware, informed, and freer path of development for their host countries.  相似文献

As part of a larger project, this essay contributes to the current anthropological rethinking of categories such as ‘religion’, ‘secularism’ and ‘politics’ in relation to social processes and subjects: a series of ventures that are related, in the Indian context, to modernity and liberal conceptions of statehood, sovereignty and personhood. In discussing everyday phenomena such as piety and religious authority, gender and childraising, and political and professional pursuits in Mumbai, I demonstrate that the ostensibly ‘religious’ domain of Islam is not necessarily the only, or even primary, basis for achieving a self-consciously ethical selfhood for even those who identify as observant and devout Muslims. I argue that the religious domain of Islam in this context is defined as such and intersected by discourses and practices of the self as a political and economic agent defined largely in terms of political modernity.  相似文献

I defend an empirically-oriented approach to the analysis and remediation of social injustice. My springboard for this argument is a debate – principally represented here between Tommie Shelby and Elizabeth Anderson, but with much deeper historical roots and many flowering branches – about whether racial-justice advocacy should prioritise integration (bringing different groups together) or community development (building wealth and political power within the black community). Although I incline toward something closer to Shelby's ‘egalitarian pluralist’ approach over Anderson's single-minded emphasis on integration, many of Shelby's criticisms of integrationism are misguided, and his handling of the empirical literature is profoundly unbalanced. In fact, while both Shelby and Anderson defend the importance of social science to their projects, I'll argue that each takes a decidedly unempirical approach, which ultimately obscures the full extent of our ignorance about what we can and ought to do going forward. A more authentically empirical tack would be more epistemically humble, more holistic, and less organised around what I'll call prematurely formulated ‘Grand Unified Theories of Social Change’. I defend a more ‘diversified experimentalist’ approach, which rigorously tests an array of smaller-scale interventions before trying to replicate and scale up the most promising results.  相似文献

Can a human society be constrained in such a way that self-organization will thereafter tend to produce outcomes that advance the goals of the society? Such a society would be self-organizing in the sense that individuals who pursue only their own interests would none-the-less act in the interests of the society as a whole, irrespective of any intention to do so. The paper sketches an agent-based model that identifies the conditions that must be met if such a self-organizing society is to emerge. The model draws heavily on an understanding of how self-organizing societies have emerged repeatedly during the evolution of life on Earth. The model demonstrates that the key enabling requirement for a self-organizing society is ‘consequence-capture’. Broadly this means that all agents in the society must capture sufficient of the beneficial (and harmful) consequences of their actions for the goals of the society. ‘Consequence-capture’ can be organized in a society by appropriate management (systems of evolvable constraints) that suppresses free riders and supports pro-social actions. In human societies these constraints include institutions such as systems of governance and social norms. If a self-organizing society is to emerge, consequence-capture must apply to all agents in the society, including those involved in the establishment and adaptation of institutions. If this is achieved, the result will be a fully self-organizing society in which the interests of all agents (including individuals, firms, multi-national corporations, political organizations, institutions and governments) are aligned with the interests of the society as a whole.  相似文献

The experiment which is presented in this paper was designed to overcome some of the problems associated with previous research investigating the effects of social categorization and minority influence. Sixty-eight fourteen-year-old British Secondary School pupils indicated their attitudes towards a 'grant for pupils' before and after reading a text which advocated a minority position. The text was attributed as being the work of either pupils from their own school (ingroup minority) or from a school they discriminated against (outgroup minority). Responses were either made in ‘public’ (by telling subjects that other pupils would see their responses) or in ‘private’ (by subjects putting their responses into a ‘ballot box’). The results showed that on public responses ingroup minorities had more influence than outgroup minorities while there was no difference on private responses. Also, greater change occurred when responses were made in private than in public. These results are compatible with the intergroup analysis of minority influence.  相似文献

John Christman has recently objected to substantive conceptions of autonomy on the grounds that they introduce unwanted perfectionism into political thinking. I defend substantive conceptions of autonomy against Christman’s critique on two fronts. First, I defend substantive conceptions of autonomy against the charge that their utilisation in political theory would result in the inappropriate exclusion from democratic respect of individuals in oppressive relations. Second, I defend substantive conceptions of autonomy from the charge that they fail the ‘endorsement constraint’, i.e. that incorporating a substantive conception of autonomy into the concept of the person at the heart of a political theory would be alienating for citizens.  相似文献
