Deregulation of the LEA Careers Service followed by the establishment of the National Assembly for Wales in 1999 led, through consultation, to the establishment of a bi-lingual all-age career guidance service under the banner of Careers Wales. The article traces the history of career guidance in Wales from 1974, showing how it has taken a very different path to England, gaining a positive outcome from an independent review of Careers Wales in 2004 and an accolade from the OECD. Current strengths, especially the innovative use of technology, are explored, and challenges for the future are investigated, including the contributions of other guidance providers. Priority is currently being given to the development of common pan-Wales standards. The need for a stronger research culture is recognised. Most crucial of all, in the authors' opinion, is the maintenance of client entitlement in the face of financial restrictions.  相似文献

ABSTRACT

In 2011 England's career guidance profession lost its ‘own’ public service organisation and its former dedicated stream of public funding. The immediate causes lay in decisions by the government of the day, but this article revisits the profession's history to seek explanations for its later vulnerability. It is argued that decisions taken early in the profession's history, specifically its complete separation from adult employment services and basing claims to professional expertise almost wholly on occupational psychology, though maybe right at the time, were to have fateful consequences. The article proceeds to argue that career guidance will certainly survive its recent trauma, but the most likely outcome of the current ‘reforms’ – a market in career guidance services – will not create the kind of comprehensive education-to-work bridging service that was once intended and which is still needed.  相似文献

Devolution of powers to Scotland has accentuated pre-existing divergence from the rest of the UK with respect to education, training and career guidance provision. Scotland now has an all-age national careers service—Careers Scotland. It is suggested that it is unlikely that a national, publicly-funded careers agency would have been established in the absence of devolution. The article outlines the development of career guidance in Scotland over the last 25 years and how the pre-existing Scottish context and the new context of devolution have impacted upon it. The role of Careers Scotland and its relationship with other providers of career guidance in Scotland are examined. Other key issues considered include: the allocation of resources based on need; relationships with local authorities and schools; and training and professional identities in an increasingly diverse UK guidance context.  相似文献

The devolution instigated in the United Kingdom in 1997 was a further stage in a long historical process. Nonetheless, prior to the 1990s, the basic structures of career guidance services were broadly similar across the UK. But the marketisation of careers services that took place under the Conservative government in the mid-1990s went further in England than elsewhere. This helped to pave the way for the markedly different directions followed post-devolution, with England seeking horizontal integration of services for young people and adults respectively, whereas Scotland, Wales and Northern Ireland have emphasised vertical integration of career guidance services on an all-age basis. Some sectors have been affected less by devolution than others. It is suggested that the model adopted in England has already weakened the structures for career guidance provision, and is currently at risk of weakening them still further. The relative size of England means that these weaknesses could have ripple effects on the other home countries too—in relation to professional training and professional status, for example. Existing collaborative mechanisms need to be strengthened, and a culture of mutual learning enhanced, if the potential benefits of diversification are to be fostered and its potential risks avoided.  相似文献

Careers work is a very political business. Since the early 1990s, successive governments in England and the Netherlands have persistently challenged those working in the careers sector to demonstrate the educational, social and economic value and impact of their work. In this context, the marketisation of career guidance policies and practices has expanded, with a growing assumption that market-based goods and services ensure greater responsiveness to consumer choice and offer better and/or more innovative services for lower prices. In this article, we do not intend to give a comparison of trends in England and the Netherlands. We only examine the impact of market principles applied to career guidance provision in both countries. Findings indicate such provision for young people is on a steady decline. Lessons learned from these two nations indicate that a market for quality career services does not exist in schools and colleges. As a result, marketisation and privatisation of career services have led to an impoverished and fragmented supply of services. Greater attention by governments in career guidance policies for young people (and adults) is necessary to reduce the widening gap between ‘the haves and have nots’ in society. Failure to reduce labour market mismatch through new forms of careers dialogue is not only damaging and costly for individuals, families and employers, but for the taxpayer too.  相似文献

The turn of the century is an apposite time to review the development of guidance in the United Kingdom. The concept of guidance, in the terms in which it is now understood, is very much a 20th-century notion. It draws on two distinct but related traditions: the development of the practice of career guidance; and the development of guidance as an educational concept. The history of these two developments, and the relationship between them, are briefly outlined. Some of the conceptual issues they raise are examined, including the important but somewhat problematic interface with counselling. Challenges for guidance in the new millennium are discussed, in relation both to policy and practice and to theory and research.  相似文献

ABSTRACT

There is a long history of teachers and schools being involved in the delivery of career education and guidance. As the breadth of career education and guidance activity in English schools grew throughout the twentieth century it became increasingly necessary to have an individual within the school responsible for leading and managing this activity (the careers leader). The transfer of responsibility for career guidance from local authorities to schools following the Education Act 2011 has intensified the need for this role. There have been various attempts to conceptualise and professionalise the role of careers leader and to develop appropriate training and support. This article defines the role and the rationale for the role, sets out its history and makes recommendations for the future professionalisation of the role. It is argued that this will include recognition of the role by policy, professionalisation and the development of a career structure and the development of appropriate training and CPD.  相似文献

In Europe there is no common quality assurance framework for the delivery of guidance in higher education. Using a case study approach in four university career guidance services in England, France and Spain, this article aims to study how quality is implemented in university career guidance services in terms of strategy, standards and models, relationship with main stakeholders and quality assessment. The case study findings reveal that the services articulate their strategy and mission as dedication to providing a quality service. However, little objective assessment of programmes and procedures is actually being conducted.  相似文献

The complex interfaces created by migration not only challenge core beliefs about the purpose of career guidance and counseling but also about the precise nature and level of the support required for migrants. However, the issue has had little academic attention. While traditional theories informing the practice of career guidance and counseling implicitly reflect a commitment to social equality, they were developed in relatively homogenous Western capitalist contexts that were strongly individualized, masculine, secular, action and future focused. As career guidance and counseling services in more individualized countries seek to meet the needs of a growing number of clients from more collectivist cultures, the universal relevance of such models is increasingly open to challenge. This article explores three core challenges posed by migration for the theory and practice of career guidance and counseling. The first relates to the very purpose of these types of services for migrants; the second, to the way in which migration requires a realignment of the relationship of theory with practice; and the third relates to the need to redefine service delivery models for this client group. The extent to which notions of “quality” in services are culturally dependent will also be considered, together with the potential for general service improvements being stimulated by the provision of high quality services for migrants.  相似文献

Abstract. A scholar's calling at mid‐career is latticed with challenges and changing responsibilities. In this essay the author considers faculty role changes during the mid‐career phase of life as a teacher. The essay first addresses issues related to the responsibility of mid‐career faculty to mentor the next generation of scholars/teachers. Keenly aware of stresses under which pre‐tenure faculty labor the author highlights proven strategies and insights for successful mentoring. The last half of the essay offers reflections on life as a scholar, colleague and teacher at mid‐career. With transparent honesty the author scrawls contours of experience, motivations, and challenges for mid‐career faculty and sketches specific strategies for maneuvering through this phase of one's career.  相似文献

As work and employment transitions become more frequent and difficult, the demand for formal career guidance increases. Women are likely to experience structural labour market disadvantage and may benefit from formal support that is sympathetic to their particular needs. Yet the traditional psychological paradigms that dominate career guidance practice have assumed homogeneity. To contribute both to broader debates about careers services for adults and the development of more relevant theoretical frameworks for career practice for women, results are presented from an international, comparative qualitative investigation of the career trajectories of older women (aged 45 to 65) in Australia, England and South Africa. These results confirm a need for career guidance that is nuanced and differentiated for women.  相似文献

ABSTRACT

Rapidly changing policy contexts in England have dramatically affected the provision of career guidance, and the training and development of its practitioners. This paper takes an autoethnographic and self-reflexive approach to exploring the experience of a Senior Lecturer in Career Guidance who manages a centre that offers the Qualification in Career Guidance (QCG), and the Level 6 Diploma in Career Guidance and Development. Key questions are considered, such as: the effects of policy context on the type of qualification and curriculum offered, and their differences; the challenges of engaging learners in theoretical concepts and reflective approaches; and the tensions between ‘training’ practitioners and ‘educating’ them to develop a strong core of professionalism. This article presents an overview of the history of counseling in Malaysia, provides an update of its current status, and discusses some anticipated future trends for the profession in light of recent developments in the country. Counseling in Malaysia began with school guidance in the 1960s and has now achieved recognition as a profession in school and community settings. The predominant understanding of career in the industrial era has focused on progression within hierarchical work organisations. With the move into a post-industrial era, the possibility of such careers is rapidly receding. The concept of career, however, has always been broader than this, and other aspects of it are now claiming increased attention. They focus more upon individual experiences in terms of development in learning and work throughout life. The role of career guidance in relation to such experiences is potentially of much greater social significance. Because of the changes in the economy hastened by the Great Recession, recent college graduates face unprecedented challenges finding employment in the current labor market. In this new economic era, Krumboltz's (2009) happenstance learning theory provides college career counselors with a practical framework for helping students learn how to engage in proactive career behaviors, evaluate opportunities as they arise, and initiate actions to benefit from them. This article reports a model for assessment of the needs and resources for career guidance on the college campus and the results of one such assessment. Students' need for career guidance was assessed by opinion polls on campus. Resources available on campus were assessed by structured interviews with all department chairpersons and deans. Graduates' views of the usefulness of college education as career preparation were obtained through mailed questionnaires. Results indicate that (a) family and personal friends have the greatest influence on career choice, (b) university departments supply very limited resources for aid in career choice, and (c) most graduates view their college major as a necessary or desirable prerequisite for their current employment. Recommendations are made for action that counseling centers, college divisions, and departments can take to improve career guidance resources on campus.  相似文献

This paper reviews the literature on counseling in business and industry. It summarizes what is known about (a) the extent to which personal and career counseling services exist within industry and (b) the effectiveness of various counseling programs in dealing with specific employee problems or concerns. The review is divided into three major sections. The first describes various programs and research involving counseling for personal problems. This is followed by a summary of efforts by industry to provide various forms of career counseling and guidance. Finally, the last section offers several conclusions about the current state of counseling in industry and discusses some implications for future research and evaluation such as the need for more clarity in what is typically referred to as counseling, increased specification of objectives and outcome criteria, comparison of different types of counseling approaches, a broader examination of the extensiveness of counseling in industry, and a higher standard for practitioner-oriented magazines which publish articles about counseling in industry.  相似文献

Positive psychology has been an influential movement within psychology in the early years of the twenty-first century. It is now timely to assess the value of its contribution to career education and guidance. This paper provides a critique of this perspective. Positive psychology can enrich approaches to career development. It can provide a fertile source of concepts and an empirical basis for some elements of practice. However, the application of approaches derived from positive psychology is problematic if it neglects the socioeconomic context in which careers are lived and experienced, or if claims made for its efficacy cannot be supported by the evidence base.  相似文献

This article focuses on which aspects of the learning environment, aimed at fostering career learning, correspond with the development of career competencies among students (aged 12–19 years) enrolled in prevocational and secondary vocational education in The Netherlands. Aspects of the learning environment that are taken into account here are the following: career orientation and guidance methods used, instruments implemented, and the degree to which the curriculum is practice-based and dialogical. In the study, three career competencies are identified: career reflection (reflective behaviour), career forming (proactive behaviour), and networking (interactive behaviour). To research the relationship between the learning environment and the presence of career competencies, a study was done among 3499 students and 166 teachers in 226 classes in 34 schools. The results show that career guidance in school, in which a dialogue takes place with the student about concrete experiences and which is focused on the future, contributes most to the presence of career competencies among students. Without this dialogue, career guidance methods and instruments barely contribute to the acquisition of career competencies.  相似文献

The relevance of the idea of 'crisis' for careers and careers guidance is examined, together with some of the critical responses that have been made to recent crises. It is argued that careers guidance generally responds to such challenges by seeing them as external problems rather than as changes which may alter its very assumptions and methods. Two particular taboos are noted in this context concerning the value of work and of working for an organisation. The questioning of these taboos leads to four models of alternative careers: the Uncareer, the Guerilla Career, the Cop-Out Career, and the Non-Career. These forms of career raise the broader issues of order and disorder within careers, with their associated implications for careers guidance.  相似文献
