Model legislation seeks to facilitate uniformity of counselor licensure laws and promote accepted professional standards. The text of the model bill as endorsed by the 1994 American Counseling Association Governing Council is provided with commentary accompanying those sections in which significant changes have occurred. The article concludes with 15 specific suggestions based on experiences gained in the development and implementation of previous legislation for licensed professional counselors.  相似文献

This study by the Michigan Genetic Counselor Licensure Committee is the first known published documentation of genetic counselors’ beliefs and attitudes about licensure. The response rate from genetic counselors in Michigan was 66% (41/62). Ninety-five percent of respondents were supportive of licensure. Respondents believed licensure would legitimize genetic counseling as a distinct allied healthcare profession (97.5%), increase the public’s protection (75%), and allow genetic counselors to practice independently (67%). While 45% felt licensure would increase counselor involvement in lawsuits, this did not impact licensure support (p?=?0.744). Opinions were split regarding physician supervision and ordering tests. Even though 28% favored physician supervision, there was overwhelming support for genetic counselors performing some components of genetic testing (95%) and ordering some types of genetic tests (82%) independent of a physician. Use of this survey may be helpful in other states to assess genetic counselors’ interest in licensure and for drafting legislation.  相似文献

The authors present historical and current accounts of the counseling profession in Thailand. In addition to the influences of Buddhism on counselor training and practices, professional issues such as licensure, professional organizations, and the relationship between counselors and other mental health professionals are summarized. The role of counselors in recent political and natural disasters is highlighted, along with the importance of adapting Western counselor training and service practices to better meet the needs of the Thai population.  相似文献

Sexual intimacy between counselors and clients is a frequently claimed type of violation against licensed professional counselors. This article examines the issue of sexual dual relationships in terms of prevalence, harm inflicted on clients, counselor awareness, predictability, and parameters for concern. Implications for counseling practice, education of prospective clients, legislation, research, and counselor training are also discussed. It is suggested that despite the complexity and controversy surrounding the topic of sexual dual relationships, the challenge to counselors to confront and to explore these issues is critical to the profession and cannot be ignored.  相似文献

In the decade since professional counselor regulation was widely debated, more than half of the states have legislated regulation, and it is sought in others. The extent to which counselors in a state currently pursuing legislation are familiar with potential consequences of legislated regulation was examined. Most counselors were found to be unfamiliar with potential negative consequences of regulation, and most were desirous of more information regarding these issues. Throughout their careers, counselors face demands for information from various sources including licensure boards, employers, managed care companies, courts of law, graduate schools, and professional associations. Compiling the necessary documentation through portfolios saves counselors time and preserves artifacts that could be lost over time. This article suggests items for collection and organization in a working portfolio and gives examples of how counselors may use these materials for specific presentation portfolios.  相似文献

Dr. George Gazda has been and remains a pioneer in the counseling profession. During the past several decades, he has been instrumental in several movements and has influenced the direction of the field of counseling. His leadership in bringing group counseling to the respected status it holds today is a remarkable feat. The development of the comprehensive and practical “Life Skills Model” has influenced the way many counselors work with clients. In this brief interview, he talks of the significant people in his professional development, and some of the many people he has touched speak to his caring and commitment to his chosen profession. This short synopsis of Dr. Gazda's career hardly does justice to his many contributions. He is indeed a remarkable professional and person. The counseling profession, in may ways, owes him considerable credit for where we are today and for where we may strive in the future. His dreams provide a true vision for the rest of us.  相似文献

While the regulation of nursing practice through licensure ensures that nurses meet minimum standards for safe competent and ethical care, it also inhibits integration of immigrant internationally educated nurses (IENs) into the Canadian professional labour market. With projections of significant nurse workforce shortages by 2010, there is impetus to enhance the numbers of licensed professional nurses through multiple strategies. The licensure processes and accompanying tensions in the Canadian context are described. As professional nurse licensure in Canada is a provincial responsibility, the situation in the Province of Alberta is used as an example. Suggestions for policy development and research include needs for better data and for gender-based analysis to address barriers to IEN licensure. The ability to practice in one’s chosen profession can be a major factor in integration of immigrants into Canadian society and thus a powerful factor in attraction and retention of highly skilled immigrants.  相似文献

The guest editorial and featured articles have established the fact of counseling specialties and also that counselors have no clear or consistent scheme to recognize professional specialization. If counselors expect external recognition of and respect for their credentials, the credentials first must be recognized and understood by counselors. The experiences of other professions suggest strategies, but counselors must determine their own way of recognizing specialties without denying counselors' common identity. The profession and practice of counseling will be strengthened if all counselors have a minimum foundation of counseling knowledge and competencies and build accepted specializations on that foundation. The counseling profession must distinguish among work settings, professional interests, and specializations as a prerequisite to a coherent scheme of recognizing specialties.  相似文献

Because many counselors perform tasks that offer little satisfaction, their commitment to the counseling profession is minimal. In this article the author suggests that by taking the risk to implement innovative counseling techniques and by sharing ideas both within and outside the profession, counselors can derive greater satisfaction from their work and consequently experience increased professional commitment.  相似文献

He models for counselors an aspirational process of making significant contributions to the profession while staying personally grounded. Although advocacy both for clients and for the profession is essential for the future of counseling and counselors, advocacy for the profession has received little systematic attention. A national plan for advocacy is needed, the effectiveness of which depends on achieving consensus concerning professional identity, promoting a positive public image, establishing effective intraprofessional and interprofessional collaboration, and obtaining the participation of each counselor in advocacy activities. Mental health scholarship of military populations is largely guided by researchers in psychiatry and psychology. Recent advocacy efforts have created increased opportunities for professional counselors to serve military clients, but the research within the profession has yet to be explored. A content analysis of 23 professional counseling journals from June 1998 to June 2018 was conducted to determine military population research trends. Findings indicated that counselors are researching topics similar to those of other mental health fields, such as posttraumatic stress, but are contributing to those topics conceptually rather than empirically. Topical areas in which counselors do produce more empirical studies include career counseling, and these studies relied on college student veteran populations. Suggestions for incorporating the philosophical principles of counseling into future research are provided to inform the trajectory of military scholarship in the profession.  相似文献

Licensure is an issue of interest to many counselors. In some ways, however, the issue of licensure seems to be unresolved among them; in other words, some counselors want licensure, some don't, and others really don't seem to care one way or the other. The purpose of this article is to suggest solutions to the problems of anti‐Semitism and insensitivity toward Jews in the counseling profession, which were discussed by S. G. Weinrach (2002). Specifically, Gentiles are urged to promote healing between Gentile and Jewish counselors by acknowledging that anti‐Semitism exists, exploring biases about Jews, learning more about Jewish history and culture, and expressing genuine appreciation for Jewish colleagues. Also, Jewish counselors are invited to assist Gentiles in these efforts by affirming the good will of potential Gentile allies. Other pressing issues the profession must address, such as clarifying the boundaries between professional duties and the expression of personal religious and political convictions, are discussed. Above all else, this article communicates hope that Jewish and Gentile counselors can achieve a reconciliation that will enhance the counseling profession.  相似文献

The problem of the shortage of counselors is examined and the various possible solutions considered. A solution that appears to be developing in many state rehabilitation agencies is the employment of college graduates with no preparation in counseling. These employees are designated as counselors, counselor aides, or counselor trainees, and given in-service training. Such persons, it appears, will eventually be considered counselors without any further educational preparation. It is questioned whether they are, in fact, counselors, but if they are able to perform all the functions of those designated as counselors (excluding professional counseling), then counseling is not a profession, but a trade, for which adequate preparation can be obtained through on-the-job training.  相似文献

A growing number of legal and ethical cases have involved value conflicts between counselors, or counselors‐in‐training, and their clients. The authors examine considerations that professional counselors are encouraged to take into account when value conflicts arise within the therapeutic relationship. The author describes a qualitative analysis of interviews with 12 senior counselors in South Korea. The participants were certified by the Korean Association of Counseling and Psychotherapy as professional counselors (sang‐dam sim‐li chun‐mun‐ga) and are among the first generation of counselors in South Korea. Eight semistructured questions were asked about the work of these counselors. Qualitative analysis identified practice, relationships, and emotional well‐being as 3 domains of professional experience, each consisting of 2 categories. The results provide (a) a view of counseling practices as experienced by senior members of the profession and (b) a starting point for further research on mental health workers in South Korea.  相似文献

Counselor educators (N= 378) provided their viewpoints regarding the impact of counselor identity on professional advancement and recognition. Respondents indicated that counselors, the American Counseling Association, and other counseling organizations are responsible for advocacy of the counseling profession. Collaboration among counselors for the development of a single coherent message is necessary for advocacy efforts aimed at congressional Medicare leaders, managed care organizations, state licensing boards, and allied professions.  相似文献
