社会公平:构建社会主义和谐社会的伦理基础

社会公平是社会主义最核心的价值追求,是构建社会主义和谐社会的伦理基础。社会公平是当代社会经济发展的基本理念,也是一个由机会平等、按贡献分配以及社会调节等原则组成的基本规则体系,具体表现为权利公平、机会公平、规则公平和分配结果的相对公平。在社会转型时期,必须坚持社会公平原则,对社会的有限资源和权利义务进行有效而合理的配置和安排,才能建立公正合理的社会经济生活秩序,建设一个经济繁荣、政治文明、社会秩序稳定、人民安居乐业的和谐社会。     

伦理治理:医疗卫生机构的角色和责任

在推进“健康中国”战略的大环境下,医疗卫生机构承担着服务全民健康的重大职责。然而,当前医疗卫生实践面临着诸多伦理问题,其中一个关键原因在于医疗卫生机构尚缺乏相应的伦理规约。从“机构伦理”的视角出发,探讨医疗卫生机构的伦理治理。在从理论角度梳理医疗卫生机构面临的伦理问题和挑战的基础上,探讨医疗卫生机构同时作为“治理主体”和“治理对象”应当承担的道德责任,以期为探讨医疗卫生机构伦理提供一个可能的视角。     

Commentary on the Symposium on Social Justice and the Health Professions: Ethical and Experiential Issues

This commentary on the Symposium on Social Justice and the Health Professions is meant to give the reader an overview of the articles in this issue and provide the perspective of an interested observer who attended the conference. The articles in this issue will be especially interesting to anyone who is concerned with the varying lenses through which healthcare may be seen as empowering to those able to access it, frustrating to those who confront bias and stigmatization, and in need of a constant refocusing to assure adequate attention is paid the ethical issues underpinning healthcare.

Transgender Criminal Justice: Ethical and Constitutional Perspectives

People identifying as transgender or gender nonconforming (TGNC) face increased discrimination, harassment, and victimization compared to cisgender individuals (whose experienced gender matches their sex assigned at birth). Despite these increased discriminatory experiences, TGNC populations report hesitance to seek assistance from the criminal justice system due to concerns regarding revictimization and criminalization. TGNC individuals face an increased risk for interacting with the criminal justice system as a result of homelessness, socioeconomic status, and historical criminalization of their identities. Many TGNC individuals who experience incarceration report not only discrimination and verbal harassment but also physical and sexual abuse at the hands of criminal justice employees and other inmates. Thus, the incarceration experiences of TGNC individuals differ substantially from those of cisgender individuals. The negative implications of this differential are further exacerbated by a noteworthy lack of structured protocols regarding treatment of TGNC inmates. Existing policies violate the Eighth Amendment to the U.S. Constitution. The present article examines these arguments in relation to the American Psychological Association’s ethics code and relevant specialty guidelines and proposes ways that psychologists working with these institutions could apply their knowledge and skills to reduce human rights violations.     

Ethical Responsibilities in Child Custody Evaluations: Implications for Evaluation Methodology

Child custody evaluators frequently encounter 3 complex problems: (a) assessment of highly contested cases; (b) how to help the court, attorneys, and clients struggle with the ambiguity of the "best interest" standard; and (c) ethical issues in assessing the children's preferences for their primary custodial parent. The purpose of this article is to describe the methodological implications of recent custody evaluation guidelines and recent research. Recommendations include reliance on family-process oriented diagnostic approaches and functional assessment methods, use of evaluation methods in which relevant parties have an opportunity to state their views and rationale concerning the children's best interests, and understanding of the content areas relevant to assessing children's custodial preferences at different developmental levels.     

Multicultural and Social Justice Counseling Competency Research: Opportunities for Innovation

The development of the Multicultural and Social Justice Counseling Competencies (Ratts, Singh, Nassar-McMillan, Butler, & McCullough, 2015) provides a framework to reflect upon previous scholarship and explore further approaches for methodological innovation in counseling. The author presents available counseling and interdisciplinary scholarship related to multicultural and social justice competency, identifies gaps and future research directions of that research, and proposes innovative strategies and methods for conducting rigorous multicultural and social justice research. Implications for preparing future counseling scholars are also included.     

Social Justice: Outcome and Procedure

A review of recent research demonstrates that people are more willing to accept decisions when they feel that those decisions are made through decision‐making procedures they view as fair. Studies of procedural justice judgements further suggest that people evaluate fairness primarily through criteria that can be provided to all the parties to a conflict: whether there are opportunities to participate; whether the authorities are neutral; the degree to which people trust the motives of the authorities; and whether people are treated with dignity and respect during the process. These findings are optimistic and suggest that authorities have considerable ability to bridge differences and interests and values through the use of fair decision‐making procedures. The limits to the effectiveness of such procedural approaches are also outlined.     

Justice and Long-Term Care: A Theological Ethical Perspective

The relevance of justice for the current debate on long-termcare is explored on the basis of demographic and economic data,especially in the U.S. and Germany. There is a justice questionconcerning the quality and availability of long-term care fordifferent groups within society. Mapping the justice debateby discussing the two main opponents, John Rawls and RobertNozick, the article identifies fundamental assumptions in boththeories. An exploration of the biblical concept of the "optionfor the poor" and its influence on a new "ecumenical socialteaching from below" leads to the conclusion that a Christianethical account of long-term care will argue for a system thatguarantees decent care to every citizen. The German model ofSoziale Pflegeversicherung is presented as one possible optionfor putting this ethical guideline into political practice.In a final reflection, the role of religious affiliation forlong-term care is discussed by looking at empirical data andby naming seven dimensions of faith-driven long-term care.     

Rejecting the Null: Research and Social Justice Means Asking Different Questions

The focus of this article is on the specific ethical issues related to social justice research and the practical implications of engaging in social justice research, including the potential impact of research results on practice, policy, and advocacy at the local and national level. Specific recommendations are offered, including identifying research questions that advance social justice, managing researcher bias and power differentials, improving research methodologies, disseminating research, and giving back and advocating for social justice concerns.     

从社会正义迈向生态正义:社会工作的理论拓展与范式转移

传统社会工作"人在环境中"的"环境"概念常常指服务对象所处的社会环境,很大程度上忽略了对人与自然环境关系的重视。本文认为,在恶化的自然环境不断给人类社会带来一系列灾难性后果的时代背景下,社会工作专业应体现出与时俱进的学科品质,将"生态环境"之维带回社会工作,重新解读和修正主流社会工作关于"人在环境中"这一核心理论与实践议题的认知及其实践范式。进而,本文结合当前的生态发展议题,尝试从理论的生态转向、教育体系的重构、参与生态环境治理的实践能力提升,以及社会工作社会属性的专业本质重塑等方面提出社会工作积极回应生态文明建设的可能路径,这在一定程度上是对绿色社会工作理论范式的初步探索。     

Ethical Issues in Occupational Social Work:

Social work practice in work settings, particularly employee assistance programs has experienced substantial growth over the past decade. With this growth comes a number of practice issues related to the professional conduct of social workers in work based social programs and the impact these programs have on public social services. Other relevant issues are client self-determination and degree of confidentiality. This paper clarifies these issues and also identifies potential policy and economic implications for social work practitioners and the profession.     

Values and Social Justice in Counseling

The construct of social justice in counseling is defined and operationalized in this article. This is followed by a discussion about the intersection between social justice in counseling and philosophy, ethics, and spirituality. A call to action for counseling professionals is offered.
