Enthusiasts of the idea of globalization often view international human rights institutions as part of an emerging global governance regime. They claim that these institutions illustrate how state sovereignty is being diminished. This paper looks at the international system for thepromotion and protection of human rights aspart of normative globalization. Studies suggest that citizens have higher trust in some groups of scientists than in others. However, we still know little about the causes of these trust gaps. The current study fills this knowledge gap by examining Norwegian citizens' trust in climate scientists, economists, and so-called “less politicized natural scientists.” I argue that trust in climate scientists and economists is lower than trust in less politicized natural scientists because the former fields are politicized, while the latter are not. Politicization strengthens ideological conflicts between citizens' ideology and research produced by climate scientists and economists, which leads to lower trust in these groups of scientists. I test this argument by running regression analyses on data from a representative survey of the Norwegian population. The results support the argument: Citizens have significantly higher trust in less politicized natural scientists than in both climate scientists and economists, and these differences can be explained by ideological biases in trust. Citizens with a proeconomic growth ideology have significantly lower trust in climate scientists than in less politicized natural scientists, and citizens with a left-wing economic ideology have significantly lower trust in economists than in less politicized natural scientists.  相似文献

abstract   Apparently, there are some important tensions that must be confronted in grappling with the issue of the permissibility of humanitarian intervention. Notably, there is the tension between respecting sovereignty and responding to the plight of the needy, that is, there is tension between respecting governments' authority and desire for non-interference, and respecting the individuals who suffer under their leadership. I argue that these and other tensions should be resolved in favour of protecting the individuals who suffer in humanitarian crises, though the way to do this defensibly requires that we put in place many safeguards against abuse. My main theoretical argument emerges from a model of global justice that I develop.
I then examine recent reports on intervention and state sovereignty compiled by an inter-national commission in order to show that consensus is building about the permissibility of military intervention to protect fundamental human rights for vulnerable populations in certain cases. Some important public policy proposals are evolving in the direction of protecting individuals over states, but there are still some important gaps that remain between what is theoretically desirable and proposals about international law. Canadian research is seriously scarce in the fast-growing literature on social trust—defined as the degree to which one can trust others whom one does not know personally. In this article, we have tried to address this issue by examining the levels of trust in various Canadian provinces and cities. The study shows that the level of trust in Canada rises as one moves away from the centre and toward both west and east coasts, and that the trust levels are alarmingly low for cities in the province of Quebec. We have also made an attempt to further our understanding of the dynamics of social trust, by looking at the determinants of trust at the city level. The factors examined are: the city’s population, the size of its immigrant population, average income of residents, the extent of income inequality, and the degree of its ethnic diversity. Out of these, the positive relationship found between ethnic diversity and social trust—that is, as the former rises, the latter increases as well—constitutes a uniquely Canadian trend, which is in contrast to what the existing literature on social trust suggests. Moreover, within Canada, Quebec appears as an anomaly, given the extremely low levels of trust in cities located in this province. Also, within Quebec, Montreal seems to be in a class by itself, showing the unusual combination of high diversity and low trust. Although some speculative hypotheses are proposed to explain some of these trends, the anomalies found warrant particular attention in future research.  相似文献

This paper offers a constructivist account of bioethics as an alternative to previous discussions that explained the ethics of medicine by an extrapolation of principles or virtues from ordinary morality. Taking medicine as a higher and special calling, I argue that the practice of medicine would be impossible without the trust of patients. Because trust is a necessary condition for medical practice, the ethics of the profession must provide the principles for guiding physician behavior and the profession toward promoting trust and being trustworthy. In a phrase, that principle is “seek trust and deserve it.” I sketch out how the concept of trust provides a different justification for common sense principles of bioethics and explain how the concept of trust provides reasonable guidance for resolving moral conflicts within medicine. The trust-seeking approach provides a new and unexpected ordering of some traditional medical values, it reveals the weightiness of previously undervalued bioethical precepts, and illuminates the centrality of some largely ignored obligations of medicine. It also has the power to guide clinical practice and to inform the profession about standards for medical institutions. This research rationalises the need to consider religious syncretism a crucial factor of social security in cross-border regions. Special attention is paid to determining and studying the specificity of religious syncretism in the conditions of cross-border regions and analysing the role of religious syncretism in the social security of such regions. We used the combination of the different methodological approaches, it is possible to determine the role of religious syncretism as a sociocultural factor of social security in cross-border regions. Religious syncretism creates firm intercultural and interreligious bonds between the ethnic groups that populate cross-border regions; such bonds are notable for a certain historically established system of ordered and stable interactions, which virtually rules out the emergence of conflicts and helps to preserve the functional integrity of state borders.  相似文献

Conflicts over religious symbols in the public sphere, gay marriage, abortion or gender equality have shown their disruptive potential across many societies in the world. They have also become the subject of political and legal debates in international institutions. These conflicts emerge out of different worldviews and normative conceptions of the good, and they are frequently framed in terms of competing interpretations of human rights. One newcomer voice in conflicts over rights and values in the international sphere is the Russian Orthodox Church (ROC), which in recent years has become an active promoter of ‘traditional values’ both inside Russia and internationally. With an increasing use of artificial intelligence (AI) systems, theorists have analyzed and argued for the promotion of trust in AI and trustworthy AI. Critics have objected that AI does not have the characteristics to be an appropriate subject for trust. However, this argumentation is open to counterarguments. Firstly, rejecting trust in AI denies the trust attitudes that some people experience. Secondly, we can trust other non-human entities, such as animals and institutions, so why can we not trust AI systems? Finally, human–AI trust is criticized based on a conception of human–human trust, which does not recognize the distinctiveness of the human–AI relationship. This article aims to refute these counterarguments based on the genealogical analyses of ‘trust’ and ‘trustworthiness’ of Karen Jones and Thomas Simpson, who show that trust and trustworthiness help to overcome vulnerabilities. This function of trust gives reason to use human–human trust as a standard. For this function, it is important that trustees are responsive to trust. While animals and institutions could be responsive, narrow AI systems are unable to be responsive to trust. Therefore, we should not apply trust to AI and instead direct our trust to those who can be responsive to and held responsible for our trust.  相似文献

Corruption provokes much anger in the Middle East and North African (MENA) and was important in the Arab Uprisings; it was government corruption that sparked the greatest anger among the population. The argument of this Report is (a) that corruption is a major and obvious breach of trust, (b) that the same is true for ‘civil’ corruption – ‘wasta’ in employment, business corruption – (c) that as well as not trusting their government and its institutions, MENA residents do not trust each other either, to the detriment of maintaining functional nation states without coercion, and (d) that corruption is a special case of breach of the Rule of Law which is essential for a decent society. The initial focus on corruption leads to consideration of what people think they can reasonably expect from government and from each other. Ultimately, corruption divides the society into those who extort bribes or dispense favours and those who are required to pay bribes and are excluded from favour – in other words, there is a breakdown of social inclusion. Further, it destroys trust between people and trust in social institutions, which breaks the cords that hold modern societies together - it is an attack on social cohesion. The article is based mainly on the Arab Transformations Survey, carried out in six developing MENA countries in 2014, three years after the ‘Arab Spring’.

What does it mean to search for trust—the constitutive element of feeling ontologically secure—in the context of protracted conflict, trauma, and forced migration? This article addresses this key question in ontological security (OS) studies in International Relations (IR) by analyzing an unrecognized consequence of the Israeli-Lebanese conflict: a Lebanese community of forced migrants created overnight on Israeli premises due to Israel's unilateral withdrawal from South Lebanon in 2000. Relying on 60 in-depth interviews with Lebanese migrants in Israel, the article demonstrates how forced migrants engage in various OS-seeking strategies in relentless efforts to reconstitute trust. These strategies range from self-justification and securitizing identity through religious and communal practices, to a search for recognition from statist institutions and boundary-work vis-à-vis “sibling” disempowered “others” in the host state. However, the article shows how under political circumstances of protracted conflict and repeated perceived betrayal by the state, forced migrants are unable to reconstitute the routinized relations of trust on which OS is based. By exposing the particularistic, dynamic, and highly political character of the migrants' quest for trust, the article sheds new light on the political psychology of an “old” conflict and on the multiple meanings of ontological (in)security in migration.  相似文献

This article considers the links between international institutions and global economic justice: how international institutions might be morally important; how they have changed; and at what those changes imply for justice. The institutional structure of international society has evolved in ways that help to undercut the arguments of those who take a restrictionist position towards global economic justice. There is now a denser and more integrated network of shared institutions and practices within which social expectations of global justice and injustice have become more securely established. But, at the same time, our major international social institutions continue to constitute a deformed political order. This combination of density and deformity shapes how we should think about international justice in general and has important implications for the scope, character, and modalities of global economic justice. Having laid out a view of normative development and where it leads, the article then examines why international distributive justice remains so marginal to current practice.  相似文献

A survey conducted in 1998 by the International Union of Psychological Science showed that psychology is continuing to grow and expand around the world. At the same time, psychology faces severe challenges, including these: (a) responding to increased demands for accountability, (b) developing research that will be applicable to such problems as resolving and alleviating ethnic conflicts, (c) gaining an appropriate classification for psychology among the disciplines, and (d) helping meet the needs of the "knowledge society." Taking stock of psychology's present resources and state of development should be a helpful exercise in planning for further development. Some proposals are suggested and more are welcomed to deal with the challenges to be faced in the international development of psychology.  相似文献

The principle of absolute sovereignty may have been consigned to history, but a strong presumption against foreign intervention seems to have been left in its stead. On the dominant view, only massacre and ethnic cleansing justify armed intervention, these harms must be already occurring or imminent, and the prudential constraints on war must be satisfied. Each of these conditions has recently come under pressure. Those looking to defend the dominant view have typically done so by invoking international peace and stability, or the value of communal self-determination. But the internal aspect of legitimacy has been overlooked in all of this. If a government insists on defending the human rights of foreigners, it must also be sure not to violate the rights of its own citizens in the process. I argue that the current presumption against humanitarian intervention cannot be substantially relaxed for internal reasons, or given the obligations that states owe to their own constituents.  相似文献

Using an experimental design with a sample of African-American high school students (n=94), this study examines the determinants of students' initial trust beliefs about adult mentors. Consistent with the model of initial trust formation, results indicate that both structural assurance beliefs and youth dispositions toward trust were positive, significant predictors of the belief in an adult mentor's benevolence, honesty, competence, and predictability. Mentor selection procedures were not related to any of the trust beliefs. Ethnic identity of the student was found to moderate the relation between two of these beliefs (competence and predictability) with racial similarity of the mentor and student. Contrary to expectations, African-American students with low ethnic identity believed that a White adult mentor would be more competent and predictable than students with high ethnic identity. Implications for work-based, adult-youth mentoring programs and future research are discussed.  相似文献

The negotiation of prejudice among immigrant women has largely been unaddressed in the psychotherapy literature. In an increasingly pluralistic society, such as the United States, it is especially important to address needs of specific subgroups of women who experience racial and ethnic prejudice. Immigrant women are in a unique position to simultaneously encounter prejudice related to multiple aspects of social identity, such as gender, race, and ethnicity, contributing to feelings of marginalization. This article addresses the role of attachment related conflicts in immigrant women's negotiation of racial and ethnic stereotyping and discrimination, from a psychodynamic perspective. Implications of these conflicts for women's identity development are discussed. A clinical case vignette illustrates the complexity of addressing attachment and prejudice within and outside the therapeutic relationship.  相似文献

A developmental model of conducting a time-limited, short-term inpatient psychotherapy group is described. The therapist's primary goal in this model is to promote members' awareness of their dysfunctional interpersonal behaviors and the conflicts underlying these behaviors. The therapist pursues this goal by facilitating the group in resolving the conflicts of the four phases through which the group passes. In Phase I, the group addresses conflicts related to the establishment of trust. In Phase II, issues related to dependency wishes focused upon authority figures occupy the group's attention. In Phase III, conflicts within peer relation-ships become focal. In Phase IV as the group approaches termination, group members explore feelings related to the acceptance of loss. Among the most notable changes in U.S. public opinion that occurred after 11 September 2001 was a significant increase in trust in the national government. This study extends existing research on the causes of such changes in public opinion to include the post–9/11 period. The results indicate that a shift in public focus from domestic to international concerns was an important factor in the decline in cynicism that occurred after 9/11, and that public support for expending resources to address issues such as homeland security will be greater if increased trust in government can be sustained.  相似文献

The present article aims to illustrate how healing for children and families seeking international protection is preceded by the promotion and establishment of safe attachment interactions not only with minors and their caregivers but also with any stakeholder involved in their environment. This is a recognition of both the security chains a therapist can trigger, and how relational safety and trust constitute a necessary condition and are actually interventions – to heal both from past and present trauma derived from the unstable and uncertain pre and post-migration experiences families and children go through. Suggestions are provided on how mental health professionals can repair and enhance such eroded safety and trust by intervening inside and outside the therapy room, and on how Accelerated Experiential Dynamic Psychotherapy may constitute a valuable framework to inform our clinical work in this scenario.  相似文献
