Jürgen Habermas’s discourse-theoretic reconstruction of the normative foundations of democracy assumes the formal separation of democratic political practice from the economic system. Democratic autonomy presupposes a vital public sphere protected by a complex schedule of individual rights. These rights are supposed to secure the formal and material conditions for democratic freedom. However, because Habermas argues that the economy must be left to function according to endogenous market dynamics, he accepts as a condition of democracy (the formal separation of spheres) a social structure that is in fact anti-democratic. The value of self-determination that Habermas’s theory of democracy presupposes is contradicted by the actual operations of capitalist markets. Further democratic development demands that the steering mechanisms of the capitalist market be challenged by self-organizing civic movements.  相似文献

In this article, I probe the nature of Confucian virtue with special focus on ritual propriety (li). I examine two classic, mutually competing accounts of li??as moral virtue and as civic virtue??in early Confucianism by investigating the thoughts of Mencius and Xunzi. My primary aim in this article is to demonstrate how their different accounts of human nature and equally different understandings of the natural state (that is, the pre-li state) led them to the development of two distinctive political theories of virtue in the Confucian tradition. More specifically, they justified the nature of the li on different terms??human/moral on the one hand and civic/political on the other. I conclude by revisiting the contemporary debate on the nature of Confucian ethics from the perspective of early Confucianism represented by Mencius and Xunzi.  相似文献

Patricia White (Stud Philos Educ 18:43–52, 1999) argues that the virtue gratitude is essential to a flourishing democracy because it helps foster universal and reciprocal amity between citizens. Citizens who participate in this reciprocal relationship ought to be encouraged to recognize that “much that people do does in fact help to make communal civic life less brutish, pleasanter and more flourishing.” This is the case even when the majority of citizens do not intentionally seek to make civic life better for others. Were citizens to recognize the appropriateness of gratitude in these situations, the bonds of our democratic communities would be strengthened. In this paper, I examine White’s argument more carefully, arguing that it fails to address adequately the difficulties that arise when we attempt to encourage the virtue of gratitude in our students. To address these difficulties, I turn to an unlikely source for democratic inspiration: Friedrich Nietzsche. In spite of his well-known anti-democratic sentiments, Nietzsche offers democratic citizens insights into the social value of gratitude. I argue that Nietzsche’s ideas resolve the educational difficulties in White’s argument and viably establish gratitude as an important democratic virtue that ought to be cultivated.  相似文献

abstract In Political Liberalism and later work John Rawls has recast his theory of justice as fairness in political terms. In order to illustrate the advantages of a liberal political approach to justice over liberal non‐political ones, Rawls discusses what kind of education might be required for future citizens of pluralistic and democratic societies. He advocates a rather minimal conception of civic education that he claims to derive from political liberalism. One group of authors has sided with Rawls’ political perspective and educational proposal, holding that a political approach and educational requirements that are not too demanding would have the advantage of being acceptable to a wide range of citizens with different religious, moral and philosophical perspectives. A second group of authors have criticized Rawls’ educational recommendations, holding that the production of a just society composed of reasonable citizens requires a more demanding civic education and, hence, that the political approach is not viable. The present paper argues that both groups are only partially right, and that there is a third way to understand civic education in Rawlsian terms, a way that is political but not minimal.  相似文献

In this paper, I attempt to revamp Confucian democracy, which is originally presented as the communitarian corrective and cultural alternative to Western liberal democracy, into a robust democratic political theory and practice that is plausible in the societal context of pluralism. In order to do so, I first investigate the core tenets of value pluralism with reference to William Galston??s political theory, which gives full attention to the intrinsic value of diversity and human plurality particularly in the modern democratic context. I then construct a political theory of Confucian pluralist democracy by critically engaging with two dominant versions of Confucian democracy??Confucian communitarian democracy and Confucian meritocratic democracy. My key argument is threefold: (1) the unity in Confucian democracy should be interpreted not as moral unity but as constitutional unity; (2) Confucian virtues should be differentiated (or pluralized) between moral virtues and civic virtues; (3) in Confucian democracy minorities have the constitutional right to contest public norms in civil society.  相似文献

In JAP 9 (1992) Gordon Graham argued that liberals cannot be counted on to support democratic institutions since there are no conceptual or strongly contingent links between democracy and liberal ideals. This paper responds to Graham's challenge by claiming that his model of liberal aristocracy is not liberal in several respects. In particular, the liberal should recognise a right to democratic participation which individuals may plausibly claim as an element in a respectable conception of how to live well. The right to democratic participation is shown to stand alongside other important liberal ideals which may be justified in this fashion, e.g. freedom of religious worship and freedom of association. Furthermore, I argue against those who claim that political participation enacts delusory aspirations that the rights which are promoted and protected within a democratic constitution are necessary for both individual and collective autonomy — and so the liberal should defend them.  相似文献

During the communist era, numerous social and political constraints limited civic engagement in communities throughout Central and Eastern Europe. This paper explores whether such constraints have left lasting marks, and whether such lingering effects potentially slow the process of democratization. Three specific questions were explored: (1) whether civic engagement in a post-communist state differs from that in an established Western democracy; (2) whether the quality of social perception suffers when civic engagement is constrained; and (3) whether a link exists between civic engagement and tangible forms of political judgment. Data were analyzed from surveys conducted in Cluj-Napoca, Romania, in 1994 and in South Bend, Indiana, in 1984. Compared with South Bend residents, the people of Cluj-Napoca discuss politics less, engage in interactive forms of political participation at lower rates, know less about their neighbors, and fail to link the interests of people in the community to broader political judgments. Given the centrality of civic engagement to democratic legitimacy, these findings justify concern regarding the prospects for full democratization in Central and Eastern European contexts in which social interaction does not yet flourish.  相似文献

The republican political tradition, which originated in Ancient Rome and picked up by several early-modern thinkers, has been revived in the last couple of decades following the seminal works of historian Quentin Skinner and political theorist Philip Pettit. Although educational questions do not normally occupy the center stage in republican theory, various theorists working within this framework have already highlighted the significance of education for any functioning republic. Looking at educational questions through the lens of freedom as non-domination has already yielded important insights to discussions of political education. However, consideration of the existing republican educational discourse in light of the wide range of issues discussed in Pettit’s recent works reveals that it suffers from two major lacunae. First, it does not take into consideration the distinction (and deep connection) between democracy and social justice that has become central to Pettit’s republicanism. Thus, the current discussion focuses almost exclusively on education for democratic citizenship and hardly touches upon social justice. Second, the current literature thinks mainly in terms of educating future citizens, rather than conceiving of students also as political agents in the present, and of school itself as a site of non-domination. This paper aims at filling these voids, and it will therefore be oriented along two intersecting axes: the one between democracy and justice, and the other between future citizenship in the state and present citizenship at school. The resulting four categories will organize the discussion: future citizens and democracy; future citizens and social justice; present citizens and democracy; present citizens and social justice. This will not only enable us to draw a clearer line between the civic republican and liberal educational theories, but also make civic republican education a viable alternative to current educational approaches.  相似文献

Despite the proliferation of civic education programs in the emerging democracies of Latin America, Africa, and Eastern Europe, there have been few recent evaluations of the effectiveness of civics instruction in achieving changes in democratic orientations among student populations. We present findings from a study conducted in 1998 that examined the impact of democratic civic education among South African high school students. Using a battery of items to gauge democratic orientations, including measures of political knowledge, civic duty, tolerance, institutional trust, civic skills, and approval of legal forms of political participation, we find that civic education had the largest effects on political knowledge, with the magnitude of the effect being approximately twice as large as the recent Niemi and Junn (1998 ) finding for the United States. Exposure to civic education per se had weaker effects on democratic values and skills; for these orientations, what matters are specific factors related to the quality of instruction and the use of active pedagogical methods employed by civics instructors. Further, we find that civic education changed the structure of students' orientations: a "democratic values" dimension coalesces more strongly, and in greater distinction, from a "political competence" dimension among students exposed to civic education than among those with no such training. We discuss the implications of the findings for our theoretical understanding of the role of civic education in fostering democratic attitudes, norms, and values, as well as the practical implications of the results for the implementation and funding of civic education programs in developing democracies in the future.  相似文献

The relationship between representative democracy and conflict in John Stuart Mill’s political philosophy has been interpreted in very different ways. While some scholars claim that Millian democracy is incompatible with political conflict, others identify in Mill a radical political agonism that would offer a non-consensual model of deliberative democracy. This paper argues that neither of these views is exactly accurate: although he highlights the centrality of conflict in political life, Mill believes that democratic deliberation presupposes a minimal level of consensus regarding the formal value of democracy’s basic principles, viz. the principles of individual freedom and equality. Initially, I shall reconstruct the relationship between conflict and consensus in Mill’s conception of representative democracy. I shall then investigate his association of representation and advocacy and show that Mill’s encomium on political conflict was influenced by Guizot’s work. Finally, I shall explain how a democratic debate riven with conflict is conducive to individual freedom.  相似文献

The political philosophy of early Confucianism mainly focuses on the “shi ± (scholar).” It is built on ideas such as that of “establishing a ruler in consideration of the people,” “taking yi 义 (righteousness) as li 利 (benefit)” and “following the Dao but not the ruler,” which demonstrate the foundations of political legitimacy, justice as a political principle, and principles of a scholar to become an official. Although the political thought of early Confucianism has its historical limitations, such as the lack of both political equality and the universal recognition of rights, there is both a demand for and possibility of democratic politics in the philosophy. Thus, how to extend awareness of scholars to awareness of people and how to transform a focus on virtue into a focus on rights become the crucial theoretical questions that Confucianism faces in the contemporary world.  相似文献

We provide a developmental account of civic engagement-specifically, political participation. Civic engagement is more likely among people with politicized identities, an activist stance, and an interest in diverse peers. The form of civic engagement (focused on transmission of parental values or on social change) is shaped by different generations' relative tendency to identify horizontally (with each other) or vertically (with previous generations). Adolescence is proposed as a formative period for the development of a politicized identity and student activism as providing an opportunity to develop both personal efficacy in the political realm and experience working toward a goal with diverse peers. The intersection of late adolescence with periods of intense social discontinuity increases within-generation identification and decreases interest in cross-generational transmission of values. Young American women in the middle to late 20th century experienced such a confluence of factors, and we focus on studies of women's political participation and development of politicized identities at this time. Thus, forms of civic engagement are shaped not only by individual experiences but also by cohort or generational identity.  相似文献

This paper uses the National Education Longitudinal Study to examine whether early investments in the social capital of young people produce greater political involvement and civic virtue in young adulthood. Parental involvement in a young person's life, youth religious involvement, and voluntary association participation were some of the forms of social capital hypothesized to influence adult political behavior. Structural equations modeling was used to trace the effects of the presence of social capital as early as the 8th grade year in shaping young adult political and civic behavior. The analysis shows that early extensive connections to others, close familial relationships, religious participation, and participation in extracurricular activities in one's youth are significant predictors of greater political and civic involvement in young adulthood.  相似文献

This paper presents a novel Hegelian view of the relationship between aesthetics and democratic politics. My account avoids the drawbacks associated with approaches, such as Rancière's, that reconceive all of the political in aesthetic terms or, like Rockhill's, reduce the aesthetic to art. Instead, I maintain that the aesthetic is best understood as a distinct recognition relationship of individual freedom. My argument proceeds by highlighting shortcomings of Honneth's account of democratic Sittlichkeit and then addressing these impasses by integrating aesthetic freedom into the picture. The first two steps of my argument concern the fact that the form of life outlined by Honneth aspires to be a form of free life, yet his account of democratic Sittlichkeit gives rise to two dimensions of unfreedom. The first problem of unfreedom pertains to the scope of freedom. The relationships of freedom incorporated into Honneth's account fail to turn given social roles into the subject matter of a sufficiently unrestricted practice of freedom. The second problem of freedom concerns conformism. In a final step, I complete my argument that Honneth's account is unsatisfactory and incomplete by showing that aesthetic freedom is socially valid and thus ought to form part of our accounts of democratic ethical life.  相似文献

Democratic politicians face pressures unknown to the prerogative rulers of the early modern period when toleration was first formulated as a political ideal. These pressures are less often expressed as demands by groups or individuals for the permission of practices they dislike than for their restraint or outright prohibition; tolerant dispositions are less politically clamorous. The executive structure of toleration as a virtue, together with the ‘fact of reasonable pluralism’, make conflicts over toleration peculiarly intractable. Political conflicts are apt to take the form of mutual allegations ofintolerance; indeed, the problem of ‘tolerating the intolerant’, far from being a marginal case, is central to the theory and practice of toleration. Toleration thus exemplifies a category mistake committed in much contemporary political theory, particularly in its contractualist versions: the threshold of the political lies precisely where rational agreement proves impossible. The main prospects for democratic toleration are thus pre-emptive. The main way in which this can happen is by cultivating executive dispositions: in other words, encouraging people to detach themselves from strong evaluative commitments, so that toleration does not become politically contentious to start with. But this involves losses as well as gains. The gains in civil harmony and peace are obvious. The cost for tolerant political actors is alienation from what they have good reason to value. John Rawls claims that public reasoning is the reasoning of ‘equal citizens who as a corporate body impose rules on one another backed by sanctions of state power’. Drawing upon an amended version of Michael Bratman’s theory of shared intentions, I flesh out this claim by developing the ‘civic people’ account of public reason. Citizens realize ‘full’ political autonomy as members of a civic people. Full political autonomy, though, cannot be realised by citizens in societies governed by a ‘constrained proceduralist’ account of democratic self-government, or the ‘convergence’ account of public justification formulated recently by Gerald Gaus and Kevin Vallier.  相似文献

We examined the extent to which observers’ expectations of target employees’ civic virtue organizational citizenship behaviors (OCB) are a function of both observer- (gender stereotype activation, threat) and target-related (gender) influences. Consistent with a role congruity perspective, we proposed that civic virtue (constructive involvement in the political governance process of the organization) will be expected to a lesser extent of women, but only when gender stereotypes are activated. We confirm this hypothesis across two studies. In Study 1, based on a sample of 187 U.S. undergraduate students (101 women, 86 men), we show that less civic virtue is expected of women when observers’ gender stereotypes are experimentally activated (vs. the non-activated condition). Using an additional sample of 197 U.S. undergraduate students (Study 2; 118 women, 79 men), we extend our findings by demonstrating that less civic virtue was expected of women in a high (vs. low) threat (manipulated) condition. Findings for men are included for comparative and general informational purposes only. We observed no significant changes in civic virtue expectations for men due to our study manipulations. Our research extends prior studies by showing that expectations for civic virtue are diminished for women, but only when gender stereotypes and threat are activated.  相似文献

Abstract

This paper focuses on how Islamic terrorism is primarily part of a larger internal conflict within Islamic culture. Western, liberal (largely Christian) democracies evolved over centuries of their own bloody philosophical and political struggles between religious authority and what came to be defined as a modern, civil society built on individual freedom of belief, secular authority, and law. Now, Western liberal modernity represents a deep existential threat to traditional Islamic societies around gender, family relations, and individual beliefs. A ferocious internal struggle exists between those Muslims who believe Islam can absorb those tensions – creating its own version of an open, tolerant, cultural modernity – versus political Islamists, jihadists, for whom the annihilation anxiety elicited by the threatened social change is directed both internally and in violent rage at the West.  相似文献

Scholarship on informal discussion of politics and current events has mainly focused on its cognitive, attitudinal, and behavioral effects. In comparison, fewer studies have addressed the antecedents of political talk. Using 2‐wave U.S. panel survey data, this study sheds light over 2 sets of motivations people may have for engaging in political conversation: civic‐oriented and social‐oriented goals; and their effects over civic participation. Using structural equation modeling, results suggest that both civic and social motivations are positive predictors of frequency of political discussion, and indirectly associated with civic engagement. From a theoretical perspective, these findings cast political talk as a more complex phenomenon than what deliberative theory suggests, and point to social motivations as an additional path to civic life.  相似文献

Most discussions of the relationship between liberty and security focus on the idea that enhancing citizens’ security may require imposing constraints on their civil liberties (e.g., freedom of association, of movement, of communication, and so on). This paper explores the question of how measures to enhance security stand vis à vis the idea of political liberty, i.e. the idea of citizens’ collectively directing the power of their state. It distinguishes two models whereby citizens might enact that ideal of self-rule and argues that with respect to issues of national security, the less direct model, which entrusts political agents to make decisions beyond direct democratic input, will often be more appropriate. It argues as well that various practices often seen as fundamentally at odds with the ideal of rule by the people (e.g., government deception, lack of transparency, covert action) are in fact consistent with a reasonable construal of that ideal. It concludes by outlining various criteria that would have to be met for such practices to be morally permissible in democratic states.
