Some argue that individuals and organizations doing business in countries where corruption is prevalent should not be expected to adhere to strict standards of ethical practice. The basis for such arguments is faulty. Ethics, unlike etiquette, has a universal basis; it is fundamentally the same all over the world. Even in a practical sense, there are long range advantages to be gained by ethical behavior in these situations. Engineering employees of companies operating in areas where corruption is common are sometimes forced to make very difficult decisions. The focus in this paper is on the ethical aspects of the problem. Laws applying to companies doing business abroad, for example the US Corrupt Practices Act, are not discussed. Policy development in the field of water resources management is traditionally supported by various analysis tools and planning models. Recent years have shown increasing attention for the social dimension of policy development, as this involves different actors interacting in an attempt to satisfy their interests. This requires information on the technical and financial aspects of policy options and information on the roles and interests of different actors. The use of the analysis of options technique is explored in this article, with the aim of incorporating such information in the development of a new water policy for Egypt. His main research interest is in the use of actor analysis to support decision making in the field of water resources management, and he has worked on actor analyses for water projects in Yemen, Egypt, and The Netherlands. He received his M.Sc. in Systems Engineering, Policy Analysis and Management from Delft University of Technology in 1999. Nader El-Masry works as a water resources engineer for the National Water Resources Pan Project at the Ministry of Water resources and Irrigation in Egypt. In this position, he is involved in the development of a national water resources plan that should match Egypt’s water demands and supplies until the year 2017. He holds an M.Sc. in Water Resources and Environmental Management, from IHE, Delft, The Netherlands. Tarek Sadek has 12 years of experience in the field of hydrogeology, hydraulics, geomorphology, water resources management and environmental science. Currently, he is director of the National Water Resources Plan Project at the Ministry of Water Resources and Irrigation in Egypt. He holds a B.Sc. in Civil Engineering from the Faculty of Engineering of Cairo University (1988), an M.Sc. in Hydrology from the Department of Engineering Hydrology, University College Galway (UCG, 1992), Republic of Ireland, and a Ph.D. in Environmental Engineering from the Department of Civil & Environmental Engineering, The University of Melbourne, Australia (1997).  相似文献

Gender differences in choice of studies emerge already in adolescence. Two studies with adolescents are presented, the goal of which is to explore the influence of gender by assessing males and females who choose studies related to Medicine or Engineering. Study 1, correlational (N = 330, mean age 15.9, 56.7% girls), shows that girls who choose technology are more poorly appraised than girls who choose other studies. Study 2 (N = 130; mean age 16.77, 56.2% girls), experimental, measures implicit attitudes (using the IAT) towards males and females from Medicine and Engineering. Implicit attitudes are more favorable towards women if they are studying Medicine and towards men if they study Engineering. The results are analyzed with relation to the percentages of boys and girls in the different fields of study.  相似文献

This paper details efforts by the Purdue School of Engineering and Technology at Indiana University Purdue University Indianapolis (IUPUI) to create a single instrument for honors science, technology, engineering and mathematics (STEM) students wishing to demonstrate competence in the IUPUI Principles of Undergraduate Learning (PUL’s) and Accreditation Board for Engineering and Technology (ABET) Engineering Accreditation Criterion (EAC) and Technology Accreditation Criterion (TAC) 2, a through k. Honors courses in Human Behavior, Ethical Decision-Making, Applied Leadership, International Issues and Leadership Theories and Processes were created along with a specific menu of activities and an assessment rubric based on PUL’s and ABET criteria to evaluate student performance in the aforementioned courses. Students who complete the series of 18 Honors Credit hours are eligible for an Honors Certificate in Leadership Studies from the Department of Organizational Leadership and Supervision. Finally, an accounting of how various university assessment criteria, in this case the IUPUI Principles of Undergraduate Learning, can be linked to ABET outcomes and prove student competence in both, using the aforementioned courses, menu of items, and assessment rubrics; these will be analyzed and discussed. A senior level capstone design experience has been developed and offered with a particular emphasis on many of the professional issues raised in Accreditation Board for Engineering and Technology (ABET) Engineering Criterion IV. The course has sought to develop student awareness of the ethical foundation of the engineering profession, the global and societal framework within which engineers practice, and the environmental impact on engineering. The capstone design course also focused upon improving the technical communications skills of the graduating senior class with both extensive instruction in writing and multiple workshops dealing with the art of making an effective oral presentation. The effectiveness of the design course was assessed using Kirkpatrick’s model for evaluating training programs. This essay explores the issue of the moral rights of engineers. An historical case study is presented in which an accomplished, loyal, senior engineer was apparently wronged as a result of actions taken by his employer in pursuit of legitimate business interests. Belief that the engineer was wronged is justified by showing that what happened to him violated what can validly be termed one of his moral rights as an engineer: the right to reputational fairness. It is then argued that, this right notwithstanding, under certain circumstances it is morally permissible for employers to override it. The paper concludes by identifying two complementary facets of this right, discussing its scope, and indicating what is required of employers obliged to respect it in two types of action contexts. The types of errors that emerge in the development and maintenance of software are essentially different from the types of errors that emerge in the development and maintenance of engineered hardware products. There is a set of standard responses to actual and potential hardware errors, including: engineering ethics codes, engineering practices, corporate policies and laws. The essential characteristics of software errors require new ethical, policy, and legal approaches to the development of software in the global arena.
