PL 94–142 and Its Impact on the Counselor's Role

The new federal law pertaining to the education of handicapped students requires that all students must be provided with an adequate educational program. Specific procedures and requirements are mandated. The implementation of the law places new demands on the total educational profession and also creates new opportunities to use counseling skills and new avenues for the continued advancement of humane values.     

The Impact of Commercial Parking Utilization on Cyclist Behavior in Urban Environments

With growing freight operations within the United States, there continues to be a push for urban streets to accommodate trucks during loading and unloading operations. Currently, many urban locations do not provide loading and unloading zones, which results in trucks parking in places that can obstruct roadway infrastructure designated to vulnerable road users (e.g., pedestrians and cyclists). In an effort to understand the implications of these truck operations, a bicycle simulation experiment was designed to evaluate the impact of commercial vehicle loading and unloading activities on safe and efficient bicycle operations in a shared urban roadway environment. A counter-balanced, factorial design was chosen to explore three independent variables: commercial vehicle loading zone (CVLZ) sizes with three levels (no CVLZ, Min CVLZ, and Max CVLZ), courier position with also three levels (No courier, behind the truck, beside the truck), and loading accessories (Acc) with two levels (no Acc, and with Acc). Cyclist’s velocity and lateral position were used as performance measures. Data were obtained from 48 participants (24 women) resulting in 864 observations in 18 experimental scenarios. Linear Mixed-Effects Models (LMM) were developed to examine the effect of each independent variable level on bicyclist performance.Results from LMM model suggest that loading zone size had the greatest effect on cyclist’s divergence. Additionally, when the courier was walking beside the truck, cyclist’s velocity significantly dropped to almost one m/sec in compared when the courier located behind the truck. The presence of accessories had the lowest influence on both velocity and lateral positions of cyclists. In the no CVLZ scenarios, the delivery vehicle was parked at the bike lane, therefore; cyclists had to choose between using the travel lane or the sidewalk. About one-third of participants decided to use the sidewalk. These findings could support better roadway and CVLZ design guidelines, which will allow our urban street system to operate more efficiently, safely, and reliably for all users.     

A Counselor's Primer on Postpartum Depression

Women are more likely than men to experience depression, and they are particularly vulnerable to depression during the postpartum period. Postpartum depression is distinguished from normal postpartum adjustment, postpartum blues, and postpartum psychosis. Biological, psychodynamic, and diathesis-stress perspectives on postpartum depression are described. Counselors are encouraged to fashion individualized treatments for postpartum depression that are matched to the stressors and vulnerabilities of their clients.     

The Impact of Third Places on Community Quality of Life

Older cities struggling with issues of survival focus on jobs and the economy, but competition requires all cities to pay attention to the quality of life that attracts residents. Creating such an inviting environment includes “third places” that foster community and communication among people outside of home and work, yet we have little empirical evidence that speaks to the subject, or their importance for a community’s quality of life. Here we report on a national U.S. survey that asked people to identify such places in their community, producing a wide variety of “third places” that ranged from the most popular community centers, coffee shops and restaurants to parks and malls. While a few relationships are found between population/diversity and the popularity of particular third places, the most important result confirms a hypothesized relationship between perceptions that third places are accessible in their community and the perceived quality of life.     

The School Counselor's Role in School Dropout Prevention

The role of the school counselor has undergone numerous revisions over the past few decades. The current emphasis on accountability and academic performance of students has forced counselors to scrutinize their role in promoting students' academic success and school completion. In this article, the authors review the problem of school dropout from the school counselor's perspective and offer guidelines for how school counselors can deliver empirically supported strategies to address this problem as part of their comprehensive guidance programs.     

The Differential Impact of Religion on Political Activity and Community Engagement

Many religions have an ethos of community betterment that can spur their members to contribute to society in meaningful ways. Yet much of the literature on religion and politics tends to focus on how places of worship increase explicitly partisan activities like voting or donating to a political campaign. Does religion affect community engagement in the same ways that it does political participation? A unique research design executed in Little Rock, Arkansas, USA brings together religious data on individual beliefs and behaviors, clergy messaging, and congregation culture to examine religion’s effects on both political activity and community engagement. The results demonstrate that religion influences both types of behaviors, but not always in the same ways. For instance, it appears as though many congregations tend to develop cultures that encourage either community engagement or political activity, rather than both, with Black Protestant churches as an exception. Additionally, individuals that hold providential religious beliefs tend to have higher levels of community engagement but lower levels of political activity. These findings indicate that religion influences different types of participation differently.
