Doing Science,Technology and Society in the National Science Foundation

The author describes his efforts to become a participant observer while he was a Program Director at the NSF. He describes his plans for keeping track of his reflections and his goals before he arrived at NSF, then includes sections from his reflective diary and comments after he had completed his two-year rotation. The influx of rotators means the NSF has to be an adaptive, learning organization but there are bureaucratic obstacles in the way.     

Social Constructivism in Science and Technology Studies

Berger and Luckmann’s concept of “social construction” has been widely adopted in many fields of the humanities and social sciences in the half-century since they wrote The Social Construction of Reality. One field in which constructivism was especially provocative was in Science and Technology Studies (STS), where it was expanded beyond the social domain to encompass the practices and contents of contemporary natural science. This essay discusses the relationship between social construction in STS and Berger and Luckmann’s original conception of it, and identifies problems that arose from indiscriminate uses of constructivism.     

Adding to the Mix: Integrating ELSI into a National Nanoscale Science and Technology Center

This paper describes issues associated with integrating the study of Ethical, Legal and Social Issues (ELSI) into ongoing scientific and technical research and describes an approach adopted by the authors for their own work with the center for nanophase materials sciences (CNMS) at the Oak Ridge national laboratory (ORNL). Four key questions are considered: (a) What is ELSI and how should it identify and address topics of interest for the CNMS? (b) What advantages accrue to incorporating ELSI into the CNMS? (c) How should the integration of ELSI into the CNMS take place? (d) How should one judge the effectiveness of the activity? We conclude that ELSI research is not a monolithic body of knowledge, but should be adapted to the question at hand. Our approach focuses on junctures in the R&;D continuum at which key decisions occur, avoids topics of a purely ethical nature or advocacy, and seeks to gather data in ways that permit testing the validity of generalization. Integrating ELSI into the CNMS allows dealing with topics firmly grounded in science, offers concrete examples of potential downstream applications and provides access to the scientists using the CNMS and their insights and observations. As well, integration provides the opportunity for R&;D managers to benefit from ELSI insights and the potential to modify R&;D agendas. Successful integration is dependent on the particular ELSI question set that drives the project. In this case questions sought to identify key choices, information of value to scientists, institutional attributes, key attributes of the CNMS culture, and alternatives for communicating results. The opportunity to consult with scientists on ELSI implications is offered, but not promoted. Finally, ELSI effectiveness is judged by observing the use to which research products are put within the CNMS, ORNL, and the community of external scholars.

利用信号检测论的方法对130名大学生的国家科技成就刻板印象进行研究。结果发现,被试对中国近现代及当代科技成就判断标准的自然对数值显著高于对中国古代、美国近现代及当代科技成就判断标准的自然对数值(p<0.001),同时,被试对中国古代、美国近现代及当代科技成就的判断标准自然对数值没有显著差异(p>0.05),从而证明了大学生群体中明显存在着国家科技成就刻板印象。进一步的含义表明,大学生对中国古代科技成就依然保持绝对的自信,对中国近现代及当代科技成就的自卑并没有显著改变。在被试对2005年中国科技竞争力在全球的排名进行估计时,高估的人数显著多于低估的人数(p<0.001),从而表明,大学生对中国当前及未来科技成就的自信心开始建立。     

Psychology,Science, and Culture: Cross-Cultural Analysis of National Psychologies

Although psychology is assumed to be a value-free, universal, and objective branch of science, in actual practice it is deeply enmeshed with Euro-American cultural values that champion rational, liberal, and individualistic ideals. In North America, the free exchange of ideas is valued, and ideas are purportedly evaluated through public and competitive avenues. This belief affects how conferences are organized, research collaborations are developed, research is funded, and publications are accepted. In East Asia, human relationships that can be characterized as being “virtue-based” rather than “rights-based” occupy the centre stage. Individuals are considered to be linked in a web of inter-relatedness and ideas are exchanged through established social networks. Establishing trust and cordial working relationships are prerequisites for the active exchange of ideas. Psychological science is a cultural enterprise that must examine its implicit assumptions and integrate with other world views in developing a truly universal psychological science.

Psychology and the National Medal of Science

When Congress created the National Medal of Science in 1959 to be awarded by the president of the United States, psychology was not among the eligible sciences. A concerted lobbying effort in the late 1970s changed that situation, adding social and behavioral sciences to the listing of eligible disciplines. This article describes how the award program was created with more restricted eligibility and the behind-the-scenes actions that led to eligibility being broadened, noting particularly the efforts of one very prominent psychologist who was angry about the exclusion of his science.     

Women and the Social Movements of the 1960s: Activists, Engaged Observers, and Nonparticipants

Many women in the generation that attended college during the 1960s have reported that they were influenced by the social movements of that era, even women who did not participate in them. In addition to political activists, social movements also appear to include "engaged observers"—individuals who are attentive to movement writings and activities, and express moral and even financial support for them, but who take no other action. Although activism in a movement may be the best predictor of future political action, engaged observation may be related to other indicators of political socialization, such as a powerful felt impact of the movement and well-developed political attitudes. Evidence to support this notion is drawn from studies of three samples of college-educated white and black women.
