This study uses data from three longitudinal experimental evaluations of US state welfare reform programs to examine whether program‐induced changes in families' reliance on sibling care are linked with the effects of welfare programs on selected schooling outcomes of high risk, low‐income adolescents. The findings from two of the welfare programs indicate that increased reliance on sibling care was concomitant with unfavorable effects of the programs on adolescent schooling outcomes. In the third welfare program examined, the program did not yield any increases in the use of sibling care or unfavorable effects on adolescent schooling outcomes, suggesting that sibling care is one likely contributor to the negative effects of welfare programs on adolescent schooling outcomes. These findings are discussed in terms of the pattern of the programs’ effects on families' income, as well as maternal work on nonstandard schedules, aside from the programs’ effects on maternal employment, which play contributory roles in shaping the extent to which welfare programs led to less favorable effects on the schooling outcomes of adolescents with younger siblings.  相似文献

abstract In this paper we ask whether liberal egalitarians can endorse workfare policies that require that welfare recipients should work in return for their welfare benefits. In particular, we focus on the fairness‐based case for workfare, which holds that people should be responsible for their own welfare since they would otherwise impose unfair costs on others. Two versions of the fairness‐based case are considered. The first defends workfare on the grounds that it would form part of an unemployment insurance scheme that individuals would endorse under certain hypothetical conditions that are salient for the purposes of determining just public policy. The second appeals to the notion of reciprocity in order to justify the requirement that people work for their benefits. We cast doubt on both of these arguments for workfare. Neither argument shows that the unconditional provision of welfare benefits is unjust; hence, the fairness case for workfare is inconclusive.  相似文献

In recent years, scholars of Confucian ethics have debated on important issues such as whether Confucian ethics embraces, or should embrace, universal values and impartiality. Some have argued that Confucian ethics integrates both care and justice, and that Confucian ethics is both particularistic and universalistic. In this essay, I will defend a view of the relation between care and justice and the relation between care ethics and justice ethics on the basis of the notion of ‘configuration of values,’ and show why care ethics and justice ethics cannot be integrated. I will support this view by a reading of some pertinent passages in the Mencius.  相似文献

This essay develops Kant’s theory of reform to theorize racial justice reform. I assess the function of Kant’s philosophy of race as part of his nonideal theory of justice, which offers a racist pragmatic anthropology that uses the concept of race to determine the practical effectiveness of legislative reason. His philosophy of race defends a teleological account of the natural history of the human species to fulfill the requirements of justice and assumes that certain racial groups have failed to develop their innate capacity for legislative reason. I show that we need an alternative Kantian nonideal theory of justice that demonstrates how legislative reason actualizes practical freedom. Rather than appeal to anthropology, I expand Kant’s model of public reason to advance racial justice reform under the conditions of partial compliance to the requirements of justice in a profoundly nonideal republic such as the U.S. I then showcase the promise—and limits—of the a priori ideals of citizenship and publicity for racial justice reform and introduce the new ideal of interracial civic fellowship to guide the public use of reason in nonideal circumstances.  相似文献

Most of the extant research on welfare reform has neglected to consider the experiences of families in rural settings. Fifty women receiving welfare for their dependent children in a rural community were interviewed about their work experiences and aspirations, barriers to employment and service use, as well as mental health and social support. The findings indicate that the majority of participants were connected to the labor force and expressed positive attitudes about work. Barriers to employment (lack of available jobs, child care) and service use (transportation, inconvenient office hours) were endorsed. Perceived social support was negatively related to depression symptoms and positively related to self-efficacy and self-esteem. The importance of understanding the life experiences of welfare recipients in different contexts is discussed.  相似文献

Public sector employment of immigrants can increase their economic assimilation and potentially improve their treatment by government. Yet, as we show using Census data from 1990, 2000, and 2009–2011, immigrants are substantially underrepresented in federal, state, and local governments. To understand why, we use logit analysis for federal and for state and local government employment in each time period to test whether immigrants’ weaker educational attainment and English proficiency, lower probabilities of being citizens and military veterans, and different age, gender, and race/ethnicity distributions can explain that underrepresentation. Disparities in education and preferential government treatment of veterans are factors, but citizenship requirements appear to be the major obstacle to immigrant employment in the public sector.  相似文献

Cosmopolitanism and statism represent the two dominant liberal theoretical standpoints in the current debate on global distributive justice. In this paper, I will develop a feminist argument that recommends that statist approaches be rejected. This argument has its roots in the feminist critique of liberal theories of social justice. In Justice, Gender, and the Family Susan Moller Okin argues that many liberal egalitarian theories of justice are inadequate because they assume a strict division between public and private spheres. I will argue that this inadequacy is replicated in statist approaches to global justice. To demonstrate this, I will show how an analogue of Okin's critique of Rawls's A Theory of Justice can be extended to his The Law of Peoples. I will conclude that statist theories inevitably assume a strong divide between public and private spheres and that by doing so they allow for situations marked by gross injustice which anyone concerned with the welfare of the world's most vulnerable should find unacceptable.  相似文献

How much responsibility ought a professional engineer to have with regard to supporting basic principles of sustainable development? While within the United States, professional engineering societies, as reflected in their codes of ethics, differ in their responses to this question, none of these professional societies has yet to put the engineer’s responsibility toward sustainability on a par with commitments to public safety, health, and welfare. In this paper, we aim to suggest that sustainability should be included in the paramountcy clause because it is a necessary condition to ensure the safety, health, and welfare of the public. Part of our justification rests on the fact that to engineer sustainably means among many things to consider social justice, understood as the fair and equitable distribution of social goods, as a design constraint similar to technical, economic, and environmental constraints. This element of social justice is not explicit in the current paramountcy clause. Our argument rests on demonstrating that social justice in terms of both inter- and intra-generational equity is an important dimension of sustainability (and engineering). We also propose that embracing sustainability in the codes while recognizing the role that social justice plays may elevate the status of the engineer as public intellectual and agent of social good. This shift will then need to be incorporated in how we teach undergraduate engineering students about engineering ethics.  相似文献

The study ascertained whether attitudes towards ethnicity-based employment selection would be affected by three variables: scope of justice, information frame, and informant ethnicity. Using a scenario approach, results showed that (1) European New Zealanders with greater scope of justice regarding Maori people were less opposed to an employment practice that involves granting preferential treatment to Maori candidates. (2) The frame of information about ethnicity-based selection (i.e. preferential selection vs. diversity-based selection) and informant ethnicity interacted with scope of justice in exerting a significant influence on respondents' views on ethnicity-based selection. Furthermore, individuals' reactions to moral philosophers' justifications for merit or ethnicity-based selection determined their overall attitudes towards each selection practice.  相似文献

There is growing theoretical recognition in the organizational justice literature that an organization's treatment of external parties (such as patients, community members, customers, and the general public) shapes its own employees’ attitudes and behavior toward it. However, the emerging third‐party justice literature has an inward focus, emphasizing perceptions of the treatment of other insiders (e.g., coworkers or team members). This inward focus overlooks meaningful “outward” employee concerns relating to how organizations treat external parties. We propose a relational response model to advance the third‐party justice literature asserting that the organization's fair treatment of external parties sends important relational signals to employees that shape their social exchange perceptions toward their employer. Supporting this proposition, in two multisource studies in separate healthcare organizations we found that patient‐directed justice had indirect effects on supervisory cooperative behavior ratings through organizational trust and organizational identification.  相似文献

Solidarity has for a long time been referred to as the core value underpinning European health and welfare systems. But there has been debate in recent years about whether solidarity, with its alleged communitarian content, can be reconciled with the emphasis on individual freedom and personal autonomy. One may wonder whether there is still a place for solidarity, and whether the concept of justice should be embraced to analyse the moral issues regarding access to health care. In this article, I will answer this question by analysing the normative foundations of the concept of justice, followed by a deeper examination of the concept of solidarity in continental philosophy. More specifically, I will compare the philosophical traditions rooted in Kant (with emphasis on autonomy and individual rights) to approaches rooted in Hegel (with emphasis on individual relations of recognition). In addition, I will present the work of Avishai Margalit on the decent society to criticize a predominantly liberal approach to access to health care. The importance of solidarity lies particularly in its emphasis on relational aspects and the role of recognition in care practices, which are usually ignored in liberal approaches to justice. However, the article will argue that solidarity is not an alternative to a rights-based concept of justice, but must be considered as a necessary complement to it.  相似文献

For a number of years now I have argued for a reconciliation of contemporary conceptions of justice. I have argued that a libertarian conception of justice with its ideal of liberty, a welfare liberal conception of justice with its ideal of fairness, a socialist conception of justice with its ideal of equality, a communitarian conception of justice with its ideal of the common good, and a feminist conception of justice with its ideal of androgyny can all be seen to support the same practical requirements, specifically the practical requirements that are usually associated with a welfare liberal conception of justice, namely, a right to welfare and a right to equal opportunity. Since most people endorse one or another of these conceptions of justice, to reach agreement in practice it should suffice to show them that all these conceptions support the same practical requirements of a right to welfare and a right to equal opportunity.  相似文献

This article describes the use of narrative and drama therapies as creative therapeutic interventions to engage and assist vulnerable youth. Foster Care Chronicles was a collaboration between a state university social work program and a local department of social services in a child welfare unit. This 2-year exploratory project employed an innovative approach to work with foster care youth, all of whom were within 2 years of “aging out” of care. The project utilized narrative therapy and drama therapy in a group setting by building on youths’ individual and collective strengths in writing, speaking, and acting. As these youth assessed their participation in this program, their reflections addressed developing aspects of self-image, self-healing, self-efficacy, and lessons learned.  相似文献

This study investigated whether differences in child care arrangements and mothers' attitudes about leaving their child in nonmaternal care were associated with maternal psychological well-being and perceptions of children in a sample of single, employed, low-income, Black mothers who were former welfare recipients. Feelings of discomfort with regard to nonmaternal care were associated with higher levels of maternal depressive symptomatology, which, in turn, predicted more negative perceptions of children. Preference for employment and increased working hours were associated with greater life satisfaction. Maternal education and the gender of the child were important moderating variables. Type of child care arrangement was nonsignificant. Policy implications are discussed.  相似文献

Christians played a significant role in the course of Taiwan’s self-determination movements and the pro-democratic Tangwai movement during the 1960s and 1970s. While most researchers laid their focus on the Presbyterian Church ministers, the stories of Methodist pastor Milo Thornberry and Catholic priest Ronald Boccieri have rarely been mentioned. Thornberry helped Peng Ming-min to escape the country and Boccieri sheltered Chen Chu in his parish church. Consequently, the two American missionaries were listed as personae non gratae and expelled from the island by the Kuomintang (nationalist) regime. Although they were involved in the respective political incidents to different degrees, they had some things in common: compassion for native Taiwanese, concern for social justice and human rights, and conviction in witnessing to the gospel by non-violent action and fighting against injustice. This article uses interviews, autobiographies, memoirs, Foreign Ministry archives and newspapers to recount their stories that have not appeared in the historiography of their churches. It discusses how the Catholic and Methodist Churches maintained harmonious relations with the government for the benefit of their evangelistic work during the period of martial law. Finally it looks into the reasons why the two missionaries dared to disobey their churches’ official positions and the Washington government’s instruction that expatriates in Taiwan should not interfere in local politics.  相似文献

I take social injustice to be injustice perpetrated on members of society by laws and public social practices. I take social justice to be the struggle to right social injustice. After explaining these ideas, I then address the question: why are so many people opposed to the very idea of social justice? Abstract

Drawing on Jacques Derrida’s work, I argue that neither of the two standard accounts of forgiveness offer an adequate understanding of forgiveness. Conditional accounts insist on specifying the conditions an offender needs to satisfy in order to count as deserving of forgiveness. I argue that such accounts not only render forgiveness unintelligible (since forgiveness is intelligibly offered only to the offender qua offender), but also dissolve the ethical decision forgiveness demands of us. Unconditional accounts promise to do justice to both by insisting that forgiveness is a freely granted gift offered to the guilty as guilty. But I argue that when pressed to justify why one should forgive unconditionally and how one avoids the threat of condoning, they typically fall back onto the conditionalist’s ground and lose the electivity of forgiving. I conclude by arguing that genuine forgiveness would have to be purely unconditional but could never appear as such.  相似文献

Abstract

The principal aim of this article is to focus on the problem of the applicability of Rawls’s ideas to the growing interest in developing what might now well be called a “global bioethics”. The specific focus is the question whether Rawls’s later work helps us to develop principles of distributive justice for such an alleged global bioethics, drawing on and critically evaluating Alan Buchanan’s critical discussion of Rawls’s The Law of Peoples. The main tenets of Rawls’s theory of justice, particularly as it concerns health care as one of our “primary needs”, are discussed, drawing on the work of Norman Daniels. Secondly, an argument for the necessity of a global approach to biomedical ethics in view of the need for a more equitable provision of health care between developed and developing worlds is developed. Thirdly, the main tenets of Rawls’s The Law of Peoples, the book in which Rawls extrapolated the implications of his theory of justice to the sphere of just international law, are discussed. Allen Buchanan’s criticisms of this Rawlsian enterprise are critically reviewed. On the basis of this discussion, two additional Principles of Global Distributive Justice (PGDJ) are formulated. The first principle is: “Justice in international relations requires that the burden of catastrophic events be distributed equitably between affected and unaffected peoples”. The implications of this principle are discussed, and complemented with an extended definition of the concept of “catastrophe”. Drawing on each component of that definition, the author then illustrates how the HIV/AIDS pandemic is the best current example of an international catastrophe, and how that calls for the implementation of the formulated principle. Then follows the formulation of the second principle for distributive justice for the law of peoples. This principle is: “Justice requires that efforts at an equitable distribution of burdens at the level of international relations be met with policies from the beneficiaries that, as far as possible, sustain the benefits attained from these efforts”. The author ends by showing how this principle is being neglected by the denialism of, for example, the South African policy-makers’ lack of a responsible response to the HIV/AIDS pandemic over the past decade, and by making suggestions how this denial and neglect might be rectified in the area of the provision of antiretroviral drugs to prevent mother-to-child transmission of HIV.  相似文献
