The report of the President's Council on Bioethics, Human Cloning and Human Dignity, addresses the central ethical, political, and policy issue in human embryonic stem cell research: the moral status of extracorporeal human embryos. The Council members were in sharp disagreement on this issue and essentially failed to adequately engage and respectfully acknowledge each others' deepest moral concerns, despite their stated commitment to do so. This essay provides a detailed critique of the two extreme views on the Council (i.e., embryos have full moral status or they have none at all) and then gives theoretical grounding for our judgment about the intermediate moral status of embryos. It also supplies an account of how to address profound moral disagreements in the public arena, especially by way of constructing a middle ground that deliberately pays sincere respect to the views of those with whom it has deep disagreements.

An ethical perspective on caregiving in the family

The emphasis on intra-family caregiving that prevailed from ancient until relatively recent times, in both philosophy and practice, was substantially displaced under the influence of the Eighteenth Century Enlightenment by an emphasis on individual independence. The ethics of familial relationships ceased to be at the center of philosophical interest. A consequence was growing inattention to the social conditions and practical arrangements needed to support family efforts to take care of the very young, the very old, the physically or mentally ill or disabled, and others in need of care. The myth of the self-sufficient family must be exploded to permit the development of a public policy that will make such support possible.     

Human geography in the French Institute: new discipline or missed opportunity?

The geography section of the Class of Moral and Political Sciences of the French National Institute, which was in existence from December 1795 to January 1803, responded inadequately to the theoretical challenges of Montesquieu, the hygienists, Volney, and Degérando to study thoroughly native peoples to determine the effects of physical geographic conditions on the body and mind. Most geographers had no interest in human geography, and even statistical geography received only superficial discussion. Despite the emergence of the scientific journal, only a few authors partly transcended the stereotypes of the noble-ignoble savage. The only expedition partly planned by the Institute in this period had an ambitious exploration program that precluded a linguistically sophisticated study of native peoples. Bonaparte's dissolution of the Class hindered further opportunities for studying human geography during the Empire.     

Public health concerns take center stage in Nuffield Council on Bioethics

Summary Nonhuman primates represent an important reservoir for the transmission of new infectious diseases to humans. While several working groups and international agencies have grappled with the ethics of xenotransplantation, the Nuffield Council on Bioethics have recently published a comprehensive and far-reaching series of recommendations that, while not eliminating the infectious disease risks, have nonetheless detailed the major points for concern and have developed a rational approach to minimizing these risks. This report should serve as the blueprint from which to proceed with xenotransplantation. Dr. Allan’s research focuses on simian retroviruses, including simian immunodeficiency viruses (SIV).     

The Baroness's Comittee and the President's Council: ambition and alienation in public bioethics

The President's Council on Bioethics has tried to make a distinctive contribution to the methodology of such public bodies in developing what it has styled a "richer bioethics." The Council's procedure contrasts with more modest methods of public bioethical deliberation employed by the United Kingdom's Warnock Committee. The practices of both bodies are held up against the backdrop of concerns about moral and political alienation, prompted by the limitations of moral reasoning and by moral dissent from state policy under even the most democratic of governments. Although the President's Council's rhetoric is often scrupulously conciliatory, recurring features of its argumentative practice are regrettably divisive. They order these things better in Britain.     

With crisis comes opportunity: Building ethical competencies in light of COVID-19

ABSTRACT

The emergence of the coronavirus disease 2019 (COVID-19) pandemic has wide-ranging implications for the field of professional psychology. As clinical practice has rapidly adapted to ensure continuity of care, doctoral students have encountered unique opportunities for ethics-related competency development across practicum training settings. This article discusses the relevant American Psychological Association (APA) Ethics Code standards and additional ethical considerations facing trainees as they navigate their foundational clinical experiences and develop as professional psychologists in light of a pandemic.     

Internet research: an opportunity to revisit classic ethical problems in behavioral research

The Internet offers many new opportunities for behavioral researchers to conduct quantitative and qualitative research. Although the ethical guidelines of the American Psychological Association generalize, in part, to research conducted through the Internet, several matters related to Internet research require further analysis. This article reviews several fundamental ethical issues related to Internet research, namely the preservation of privacy, the issuance of informed consent, the use of deception and false feedback, and research methods. In essence, the Internet offers unique challenges to behavioral researchers. Among these are the need to better define the distinction between private and public behavior performed through the Internet, ensure mechanisms for obtaining valid informed consent from participants and performing debriefing exercises, and verify the validity of data collected through the Internet.     

When bonuses backfire: an inaction inertia analysis of procrastination induced by a missed opportunity

An inaction inertia analysis of procrastination was used to generate the prediction that using bonuses to encourage early task completion will have two opposing effects, encouraging early task completion by some but also inducing procrastination for those who miss the bonus. Study 1 showed that the addition of bonuses for early completion produced both of these effects and also led to overall task completion rates that were either equal to (large bonus) or actually less than (medium and small bonuses) those obtained by simply establishing a completion deadline with no bonus. In Study 2, a lottery methodology was used to manipulate the size of a missed bonus for all participants. Even under these conditions of reduced personal responsibility the larger missed bonus led to increased procrastination as predicted by the inaction inertia analysis. A report on The National Council of Community Mental Health Centers

The National Council of Community Health Centers represents a professional development of great interest to clergy. Because mental health centers collaborate with community agencies and systems, their interventions on behalf of community mental health provide an occasion to work toward common goals. Their policy of shared responsibility with community leaders and consumers provides a unique opportunity for a practical integration of religious systems and the public arena. A number of pastors and mental health trained clergy are actively participating in this common effort on behalf of the nation's mental health.He has served five years as a member of the Council on Prevention of the National Council of Community Mental Health Centers.     

Defining the caregiving system: Toward a theory of caregiving

The purpose of this paper is to present a preliminary framework for conceptualizing the caregiving behavioral system. Following Bowlby (1982), we propose that caregiving is organized within a goal-corrected behavioral system that is reciprocal to attachment. The set-goal of the system is to keep dependent offspring close or safe; its adaptive function is protection of the young. The caregiving system is designed to provide changing levels and forms of protection depending upon the developmental and individual requirements of the young. However, the evolutionary interests of the parent are not entirely overlapping with that of the child because the parent's evolutionary fitness depends on the fitness of all her offspring. Caregiving is one of several motivational systems in the parent. Depending upon circumstances, parents may select from a range of caregiving strategies, which are believed to correspond to the continuum of child attachment relationships (secure, avoidant, ambivalent). The adult caregiving system is believed to be guided by an internal representation or mental model of caregiving. This system has its roots in early attachment—caregiver experiences, but is distinct from them. We suggest that the caregiving representational system becomes consolidated initially in adolescence and undergoes change during the transition to parenthood and as a function of interaction with the child. Once this development is complete, situations of danger and safety should activate the caregiving behavioral system. Under normal circumstances, if the parent's own attachment system is aroused she would appeal to her own attachment figures rather than to the child. However, situations that engender feelings of helplessness in the mother (i.e., which cause her to perceive herself as unable to protect the child) may disorganize or disable the caregiving system on both the behavioral and representational levels.
