Drawing on a survey of nearly 600 migrant farm workers in Ontario, Canada, we investigate the ways in which the liminality of temporary migrants is both conditioning and consequential in terms of health for these migrants. In particular, we demonstrate how the liminality inherent in managed temporary migration programmes creates the conditions for heightened vulnerability, which also have consequences for the health of migrant workers and their access to care. We discuss common barriers to health care access experienced by migrant workers, including employer mediation, language differences, and hours of work.  相似文献

One of the visible but often neglected outcomes of international migration in Asia is the emergence of immigrant-run businesses. Drawing on the experiences of Bangladeshi migrant entrepreneurs in Japan, this study examines how migrants reposition themselves from the rank of irregular workers to that of entrepreneurs under conditions of temporary migration. It highlights both the opportunity structure and the ingenuity of migrants in entrepreneurship. Unlike traditional migrant businesses, Bangladeshi migrant entrepreneurs engage in transactions in ethnic and non-ethnic products and are driven to adopt innovative strategies to make use of available technology in communication and transport and the globalization of markets. In doing so, they maintain multiple orientations in cultivating both the ethnic and local markets and developing a transnational and/or multinational dimension in growing their businesses.  相似文献

In this paper, I illustrate how a migrant labour market formed and solidified in the South-West of England immediately after the accession of eight countries (the A8) to the European Union. Furthermore, this was accompanied by a rapid process of differentiation and distinction, labelling particular groups as suited to certain types of work. The research is based on a series of interviews with (often well-educated) A8 migrants working in low-skill roles in the region. Findings indicate that the trajectories that initial migrants follow into work have the effect of producing routes into certain sorts of work for future migrants. However, when such routes lead to low-skill employment (as with the case of the majority of young A8 migrants), this has the effect of halting labour market progression for these workers, whilst simultaneously giving rise to commonly held assumptions that A8 migrants were particularly suited to certain kinds of work in the low-skill sector. I conclude that the co-existence of structural constraints and processes of distinction give rise to a situation in which workers entering the bottom of a migrant labour market can become trapped, regardless of their relative skills or qualifications. Furthermore, such processes rapidly become normalised and established and, without ever becoming formalised or officially grounded, begin to effect and limit the actions of individuals. Whilst such normalised behaviour may be open to contestation and change, it is remarkably resilient.  相似文献

This multi-sited study in Canada, Mexico, and the Philippines examines how appraisals of English language competence transnationally mediate labor market entry for temporary migrant workers. Focusing on “low-skilled,” interactive service sector jobs, we show how border drawing along English language lines contributes to the regulation of access to global labor circuits and the segmentation of workers into occupational niches. Mediated by the migration industry, English linguistic capital acts as a marker of status and occupational desirability, shaping and reinforcing employer preferences and (re)defining the “properly embodied” service sector worker. This has implications for the social (re)organization of labor markets and the mobility options available to migrants and their sending states across sectors and scales.  相似文献

Considering a series of oil-driven economic booms, the use of inter-provincial and international migrant labour has become an important part of labour market policy in the Canadian province of Alberta. The increased use of temporary foreign workers is controversial. Narrative analysis of legislators’ statements in the legislature and the press between 2000 and 2011 reveals the government using three narratives to justify policies encouraging greater use of foreign migrant workers: (1) labour shortages require migrant workers, (2) migrants do not threaten Canadian jobs and (3) migrants are not being exploited. Close scrutiny of each narrative demonstrates them to be largely invalid. This suggests a significant disconnect between the real and espoused reasons for the significant changes to labour market policy, changes that advantage employers and disadvantage both Canadian and foreign workers. The findings are relevant to understand the political dynamics of economically related migration.  相似文献

Recent development in Myanmar has created stronger pull factors on emigrant Burmese workers to return to their motherland. Using a survey of 433 Burmese migrants in Thailand as a case study, this paper examines the impact of Myanmar’s development on the probability of the return of Burmese migrants to Myanmar from Thailand. Development factors such as more foreign direct investment, deregulation, and improvement of public services will encourage Burmese migrant workers to return home. Additionally, in terms of economic development, better job opportunities and political stability are also major pull factors for return migration. The main policy implication of these findings is that the chances that Burmese migrant workers will return home are high if investment opportunities followed by job availability and adequate wages can be found in Myanmar. Myanmar and Thailand should implement education programs set up by the Thai government and facilitate Burmese migrants’ children’s access to these programs as well as protecting migrants’ rights during the period of structural adjustment in Thailand.  相似文献

In the last two decades, temporary worker programs have experienced an unprecedented expansion as instruments of what is defined as the migration management approach. Various migrant rights activists have voiced concerns about the treatment of temporary migrants in these programs and taken initiative to advance their rights. For some migrant rights advocates, it is the temporary nature of migration that is primarily responsible for the rights deficit. Yet, other migrant rights activists accept the temporariness of labour migration while trying to ensure that migrants receive legal protections for their work rights and that these protections are enforced. Trade unions are among the actors who try to protect and advance temporary migrants’ labour rights, but their role in supporting or challenging the principles of temporary migration governance has been neglected in the scholarly literature. The article addresses this gap by highlighting the divergent position of Canadian and Spanish Unions on temporariness of this type of migration. As the article argues, the difference is related to the following four factors: (1) the degree to which the unions in question are institutionally embedded in immigration policy-making, (2) the social environment (that is, discourses on temporariness advanced by other unions and grassroots organizations), (3) the degree of protectionism unions express vis-à-vis new immigrant flows and (4) whether regulated temporary migration is contrasted with permanent or unauthorized migration.  相似文献

This article examines how the dormitory labour system as it is employed in the agricultural streams of Canada’s Temporary Foreign Worker Program (TFWP) affects workers’ everyday sociality. In the article, I demonstrate how the physical compression of home and work into a singular geographic site shapes workers’ identities and everyday relationships. Drawing on findings gathered from interviews with migrant farm workers from Mexico and Guatemala working in Southern Ontario, I explore how the requirement to warehouse temporary foreign workers directly on employer property collides with workers’ ability to establish an autonomous and dignified life in Canada. In particular, I demonstrate how the TFWP agricultural dormitory system produces inter-generational dynamics that intensify worker self-discipline and generates gender dynamics that support the development of a hyper-productive transnational workforce.  相似文献

When African migrants disappear on the Mediterranean going to Europe they often leave no trace—except for the occasional bodies that wash ashore on the beaches of southern Europe. In this essay, the urgent social and existential ramifications of migrant fatalities on the sea are explored. Drawing on ethnographic fieldwork in a small Ghanaian fishing village on the coast of the Gulf of Guinea, it is discussed how the bereaved struggle to make sense of these deaths to high‐risk migration—how they struggle to deal with devastating loss while retaining a sense of moral order.  相似文献

The religio-cultural community of minority ethnic migrants can strongly affect post-migration adaptation. Whilst religion itself may influence resilience, the social support network it provides may also play a role. Extant literature on resilience and migrant communities has largely focused on refugees whilst the experience of younger voluntary migrants and second-generation immigrants, who may experience “acculturative stress”, has been overlooked. This study examines 18–25 year old diasporic and post-diasporic Ismaili Muslim youth in Australia. Of the 11 youth respondents, five were Australian-born/raised (“post-diasporic”) and six were recent immigrants (“diasporic”). Five community leaders were also interviewed for triangulation. Respondents were obtained using purposive and convenience sampling in two Australian cities. Results demonstrate how faith engagement and civic participation were utilised in developing resilience when facing mental health stressors encountered during the migratory and acculturative processes.  相似文献

This study examines whether dissimilarity among employees that is based on their work status (i.e., whether they are temporary or internal workers) influences their organization-based self-esteem, their trust in and attraction toward their peers, and their altruism. A model that is based on social identity theory posits that work-status dissimilarity negatively influences each outcome variable and that the strength of this relationship varies depending on whether employees have temporary or internal status and the composition of their work groups. Results that are based on a survey of 326 employees (189 internal and 137 temporary) from 34 work groups, belonging to 2 organizations, indicate that work-status dissimilarity has a systematic negative effect only on outcomes related to internal workers when they work in temporary-worker-dominated groups.  相似文献

This research investigated whether people are biased against migrants partly because they find migrants more difficult to cognitively process than nonmigrants. In Study 1, 181 undergraduate students evaluated migrant and nonmigrant members of two minimal groups and reported the difficulty that they experienced in thinking about each type of target. Participants rated migrants less positively than nonmigrants, and difficulty ratings partially mediated this effect. Study 2 (N = 191) replicated these findings and demonstrated similar findings for individuals who had been excluded from minimal groups. This evidence implies that migrant bias can be explained partly in terms of the difficulty that people have in processing information about migrants, and that it is related to migrants’ exclusion from their original group.  相似文献

Globalisation has transformed the seafarer labour market. As shipping companies have flagged vessels out to open registers, they have shifted from recruiting seafarers on a local hire, frequently permanent, basis to employing seafarers from developing countries on temporary contracts via third party crewing agencies. This has diminished opportunities for seafarers in developed countries and has also impacted on less visible groups—those transmigrants who formerly travelled to European hub ports to be hired directly by companies on European terms and conditions. Using the example of shipping, this paper presents an account of how changes in global labour markets impact differentially on groups and have the potential to cause particular problems for migrant workers.  相似文献

This paper draws on qualitative interviews with migrant Indo-Asian and African personal care workers and registered and enrolled nurses employed by two not-for-profit residential aged care organisations in Australia: AnglicareSA and Resthaven Inc. The paper examines the way these culturally and linguistically diverse staff talk about the safe organisational environment provided by their employers, while in the wider Australian environment, low levels of hostility towards migrants and refugees are a constant cultural force. We demonstrate the impact of these organisations’ foundational ethics and values that influence how human resource diversity management strategies impact on the quality care provided to residents. We argue that this ethic and these human resource strategies act as conduits for culturally and linguistically diverse (CALD) staff to integrate into the workforce and as a mechanism in assisting new migrants to transition into the wider Australian society, while at the same time enriching the care of the older persons.  相似文献

Applied Evolutionary Epistemology is a scientific-philosophical theory that defines evolution as the set of phenomena whereby units evolve at levels of ontological hierarchies by mechanisms and processes. This theory also provides a methodology to study evolution, namely, studying evolution involves identifying the units that evolve, the levels at which they evolve, and the mechanisms and processes whereby they evolve. Identifying units and levels of evolution in turn requires the development of ontological hierarchy theories, and examining mechanisms and processes necessitates theorizing about causality. Together, hierarchy and causality theories explain how biorealities form and diversify with time. This paper analyzes how Applied EE redefines both hierarchy and causality theories in the light of the recent explosion of network approaches to causal reasoning associated with studies on reticulate and macroevolution. Causality theories have often been framed from within a rigid, ladder-like hierarchy theory where the rungs of the ladder represent the different levels, and the elements on the rungs represent the evolving units. Causality then is either defined reductionistically as an upward movement along the strands of a singular hierarchy, or holistically as a downward movement along that same hierarchy. Upward causation theories thereby analyze causal processes in time, i.e. over the course of natural history or phylogenetically, as Darwin and the founders of the Modern Synthesis intended. Downward causation theories analyze causal processes in space, ontogenetically or ecologically, as the current eco-evo-devo schools are evidencing. This work demonstrates how macroevolution and reticulate evolution theories add to the complexity by examining reticulate causal processes in space–time, and the interactional hierarchies that such studies bring forth introduce a new form of causation that is here called reticulate causation. Reticulate causation occurs between units and levels belonging to different as well as to the same ontological hierarchies. This article concludes that beyond recognizing the existence of multiple units, levels, and mechanisms or processes of evolution, also the existence of multiple kinds of evolutionary causation as well as the existence of multiple evolutionary hierarchies needs to be acknowledged. This furthermore implies that evolution is a pluralistic process divisible into different kinds.

This paper investigates how the categorization of migrant workers shapes their reception. In an experiment with Northern Irish Protestants we manipulated the representation of Poland to make the Catholicism of Polish migrants either more, or less, salient. Furthermore, judgements of Polish migrants were obtained under conditions designed to encourage participants to believe that sectarian conflict in Northern Ireland was either resolved, or still a strong feature of the present social landscape. Overall, results showed that when Poland's Catholicism was salient, participants were less welcoming of Polish migrants. Furthermore, this effect was mediated by increases in the level of symbolic threat participants believed the migrants posed to participants' (Protestant) community identity. Drawing on qualitative interviews with South Korean migrants in Canada, this study examines how full-time working migrants appropriate the Internet to maintain sociocultural connections with their homeland, their diasporic community, and the host society. The present study raises the question of how the rapid diffusion of the Internet may redefine the meanings of the Korean diaspora, and it explores how migrants engage in, or negotiate, the digital mediascape of the host society. While Korean migrants in the present study encountered no difficulty with accessing and using the Internet, it was largely appropriated in Korean language and in relation to Korean community rather than serving as a platform through which they could actively engage in the host society’s mediascape. Thus, it is questionable how the ethnic use of the Internet may contribute to the co-construction between migrant and host media users.  相似文献

This paper argues that migration is becoming a protracted situation for the significant part of migrants in parallel to the deepening world economic crisis. Migrants keep drifting from one place to another in the face of future uncertainties. The paper analyses the protracted feature of migration, which is becoming increasingly salient through a new conceptualization, and links it with the world economic crisis and capital accumulation processes. The argument is supported by the data obtained from a field research implemented in Milan, Italy, in 2013 on migrants from Turkey. The Italian economy went into deep recession in 2009 when it was overlapped by a worldwide economic crisis. This situation led migrant workers to lose their jobs. Hence, self-employment of some Turkish migrants was directly related to the deepening economic crisis. Not only comparatively new Turkish migrants but also migrants who spent some years in Milan cannot see a secure future in there and think of migrating yet again.  相似文献

Workgroups containing both permanent and temporary workers are often referred to as being ‘blended’. There exists a general view in the literature that workgroups blended in this way function less well with greater rather than fewer temporary workers. However, this notion has received little direct testing. Drawing on social identity theory and the input-process-output model of group effectiveness, this study examines the performance of 131 workgroups containing varying proportions of temporary agency workers, along with the proposed group processes: distributive justice climates reported by permanent and temporary workers and altruistic behaviors from permanent to temporary workers and vice versa. We find that blended workgroups with a greater proportion of temporary workers do not exhibit poorer justice climates, altruism, or performance; the hypothesized negative effects only emerge when jobs performed by temporary and permanent workers within the workgroup are highly similar. Counter to expectations, a positive indirect effect between proportion of temporary workers to workgroup performance via altruism from permanent to temporary workers was found when job similarity is low. Theoretical and practical implications are considered, focusing on the importance of managing social identity threat in blended workgroups.  相似文献

The article examines the role of dual identification with both the ethnocultural ingroup and the society of residence in the politicization of migrants. The researchers employed a longitudinal and comparative research design with members of the two largest, but sociologically very different, migrant groups in Germany as research participants (i.e. Turkish migrants and Russian migrants). In line with prior work that has shown that, among members of aggrieved groups, dual identity functions as a politicized collective identity, we found that dual identification fostered political engagement among Turkish migrants. In contrast, Russian migrants reported no substantial grievances, and dual identification negatively affected their subsequent political engagement. The contributions of these findings to an articulation of research on politicization with research on intergroup conflict and a more comprehensive understanding of political phenomena driven by dual identification are discussed.
