The present study describes the development of an instrument to assess the multicultural competencies of mental health professionals in Australia. The scale was developed to assess the effectiveness of a multicultural mental health training program. Mental health professionals from Queensland, Australia (N = 268) participated in the study by completing a questionnaire battery. Items on the new scale were generated to parallel the Queensland Transcultural Mental Health Centre (QTMHC) training program's objectives. The results describe a 35‐item Multicultural Mental Health Awareness Scale. Factor analysis of the scale indicated three factors of multicultural counselling competencies: Awareness, Knowledge, and Skills. These factors were in line with the Sue et al. (1982) multicultural counselling competencies. The scale has satisfactory internal consistency, test–retest reliability, concurrent validity, and discriminant validity and can be used to evaluate the effectiveness of the multicultural competency training programs in mental health.

Training multiculturally competent counselors has become a timely topic, but what underlying philosophical assumptions shape this issue? The multicultural movement has indeed contributed to our greater and much needed understanding and appreciation of the real differences among racial, ethnic, and cultural groups. The current focus on the influence of the cultural background of the individual, however, need not be at the expense of the equally important influences of individual differences and human universal tenets. The new decade for multi-culturalism calls for balance. This article attempts to redefine multicultural counseling using an Afrocentric, holistic, optimal theory that views individuals as unique manifestations of spirit, thus sharing a common core. From this perspective, all counseling is multicultural. Multicultural counseling competencies are then reconceptualized as fundamental counseling skills achieved through self-knowledge and a shift in worldview. As the counselor brings into conscious awareness the various aspects of himself or herself, he or she becomes aware of the universal interconnectedness and interdependence of all life. With this new holistic worldview, the differences among people take on a new meaning. This article explores the consequences of an alternate worldview on the way we conceptualize multiculturalism. The implications of this redefinition of multicultural counseling for training, practice, and research are explored.

For the past 20 years, the Association for Multicultural Counseling and Development (AMCD) has provided leadership for the American counseling profession in major sociocultural and sociopolitical domains. Through our vision of the centrality of culture and multiculturalism to the counseling profession, we have created new directions and paradigms for change. One of our major contributions has been the development of the Multicultural Counseling Competencies (Sue, Arredondo, & McDavis, 1992).

The cultural diversity literature largely ignores the effects of religion, and especially Judaism, on counseling and psychotherapy. The author reviews the meager and mostly anecdotal accounts relating to Orthodox Jews in the literature of several related disciplines, including counseling, social work, psychology, and psychiatry. The objective is to identify the barriers, institutional and personal, that must be overcome before the Orthodox Jew can receive adequate mental health care and to suggest recommendations for clinical practice.

The authors agree that the multicultural counseling movement represents a powerful force with the potential of radically modifying the perspective of the entire counseling profession. To realize its full potential, however, much more research needs to be done within professional training programs to determine the types of instructional strategies that are most effective in terms of developing counselors who are sensitive and effective in working with persons from diverse cultural, racial, and ethnic backgrounds. This article reports on the results of a series of investigations designed to assess the impact of a comprehensive multicultural training model among different groups of graduate students. Implications for future research and training are also discussed.

In a random survey of counselors working with socioracial minority clients (N = 256), multicultural ethical dilemmas were rated according to frequency encountered and significance. Comparisons of counselors' ratings of multicultural ethical dilemmas determined specific dilemmas relevant to counselors in various professional settings.

The authors review four new instruments designed to assess multicultural counseling competence in trainees and practicing professionals. The Cross-Cultural Counseling Inventory—Revised (CCCI-R), the Multicultural Counseling Awareness Scale—Form B (MCAS:B), the Multicultural Counseling Inventory (MCI), and the Multicultural Awareness-Knowledge-and Skills Survey (MAKSS) were each critically reviewed in terms of item development, psychometric properties, and pragmatic utility. Specific research suggestions for continued empirical validation on the instruments are posited, and strong cautions regarding their current use in training are leveled.

This article reports on the results of a qualitative study of Black faculty working in counseling and counseling psychology programs. This investigation involved the use of semistructured interviews to explore the racial microaggressions Black faculty members reportedly experienced in academia. Results of the analysis indicated that 7 primary microaggression themes were perceived by the participants, including alternating feelings of invisibility and hypervisibility, receiving inadequate mentoring, and difficulties determining whether discrimination was race or gender based.

The need for all counselor trainees to simultaneously acquire the Multicultural Counseling Competencies and the revised Career Counseling Competencies is discussed, and the interface between them is examined. The authors recommend the development of simulation and technology resources so that both sets of competencies can be implemented for ongoing learning in counselor education.

Although high school dropout rates have declined over the past several years, rates remain high for many segments of our population. Most of the attention devoted to dropout prevention counseling has focused on group counseling or programmatic issues, whereas individual counseling has largely been ignored. This article draws on commonalities between multicultural counseling and dropout prevention to produce a general framework for individual counseling with students who have potential to drop out of high school.

In April 1991, the Association for Multicultural Counseling and Development (AMCD) approved a document outlining the need and rationale for a multicultural perspective in counseling. The work of the Professional Standards committee went much further in proposing 31 multicultural counseling competencies and strongly encouraged the American Association for Counseling and Development (AACD) and the counseling profession to adopt these competencies in accreditation criteria. The hope was to have the competencies eventually become a standard for curriculum reform and training of helping professionals.
