As differentiation within scientific disciplines increases, so does differentiation between the sciences and other ways of knowing. This distancing between ‘scientific’ and ‘non-scientific’ cultures reflects differences in what are considered valid and reliable approaches to acquiring knowledge and has played a major role in recent science-oriented controversies. Scientists’ reluctance to actively engage in science communication, coupled with journalists’ reliance on the norms of balance, conflict, and human interest in covering scientific issues, have combined to exacerbate public mistrust of science on issues like the measles-mumps-rubella (MMR) vaccine. The failure of effective communications between scientists and non-scientists has hindered the progress of both effective science and effective policy. In order to better bridge the gap between the ‘scientific’ and ‘non-scientific’ cultures, renewed efforts must be made to encourage substantive public engagement, with the ultimate goal of facilitating an open, democratic policy-making process.  相似文献

Considerations arising in the context of burgeoning concerns about the environment can provoke an exploration of issues that have significance both for environmental education in particular and education more generally. Notions of the ‘greater whole’ and ‘systemic wisdom’ that feature in some strands of environmental discourse are a case in point. It is argued that interpretations of these notions arising in currently influential scientific and systems thinking understandings of nature that attempt to overcome a corrosive separation of humankind and nature through a dilution or dismissal of the distinction between the human and non-human, self and other, require critical evaluation if they are not to bring their own dangers. Merleau-Pontian understandings of object constitution in a subjectively informed life-world and ideas of the ‘selving’ of natural things are drawn upon in developing a non-discursively grounded interpretation of systemic wisdom. The latter is taken to raise questions that have considerable transformative potential for conventional views of knowledge and its curriculum organisation.  相似文献

This article has two objectives: (1) to map some of the structural limitations to scientific or rational public planning; and (2) to explore the implications of this for a reconceptualization of the legitimacy of public planning. It is argued that some of the limitations to planning are inherent to the planning process in the sense that they cannot be fully mitigated through the refinement of procedures. They come to represent sources of “basic boundedness” that have to be addressed through a radical reinterpretation of the policy process itself. He is currently engaged in a project on systems risks and insurance issues associated with nuclear disasters. The UK Medical Research Council, in order to further its mission of maintaining and improving human health, supports a substantial number of clinical trials on a wide variety of medical questions; some of these trials involve the use of placebos as controls or to maintain blinding. Before providing support, proposed trials are carefully reviewed to assess scientific quality, and to determine whether a placebo is required and is ethical — in addition to ethics review by independent Research Ethics Committees. Some questions such as the choice of placebos in trials in developing countries, in surgical trials and those involving alternative medicine require consideration of additional, specific issues. Involvement of consumers in MRC work has been increasing and includes the establishment of a Consumer Liaison Group; members of this group comment on patient information leaflets for clinical trials, helping to improve patient understanding of trials and ensuring topics like placebo use are explained clearly. Views differ on the value of placebos in clinical care and on their mechanism of action; continuing research is helping to clarify the issues. ‘Scientific integrity’ certainly requires that data and references be beyond reproach. However, issues within the theory of scientific explanation suggest that there may be more to it than just this. While it is true that some contemporary, pragmatic analyses of explanation suffer from the ‘problem of relevance’ (an inability to ensure that explanations which are paradigmatic technically are relevant to the question being posed), it does not seem to be true that the addition of formal, metaphysical constraints is necessary to solve this problem. I argue that, when viewed as requests for help with an epistemic problem, explanation-seeking questions reveal the existence of a set of moral criteria centered in trust which, when satisfied, prevent trivial or irrelevant explanations from being offered, thereby broadening the concept of ‘scientific integrity’.  相似文献

The American Society for Microbiology addresses issues of research integrity in several ways. There is a Code of Ethics for Society members and an Ethics Committee, a Publications Board has editorial oversight of ethical issues involved in Society journals and other publications, and the Public and Scientific Affairs Board is involved in ethical issues and scientific policies at the national level. In addition, the Society uses meetings and publications to inform and educate members about research integrity. Beyond impressionistic observations, little is known about the role and influence of scientific societies on research conduct. Acknowledging that the influence of scientific societies is not easily disentangled from other factors that shape norms and practices, this article addresses how best to study the promotion of research integrity generally as well as the role and impact of scientific societies as part of that process. In setting forth the parameters of a research agenda, the article addresses four issues: (1) how to conceptualize research on scientific societies and research integrity; (2) challenges and complexities in undertaking basic research; (3) strategies for undertaking basic research that is attentive to individual, situational, organizational, and environmental levels of analysis; and (4) the need for evaluation research as integral to programmatic change and to assessment of the impact of activities by scientific societies. Among the main concerns of 20th century philosophy was that of the foundations of mathematics. But usually not recognized is the relevance of the choice of a foundational approach to the other main problems of 20th century philosophy, i.e., the logical structure of language, the nature of scientific theories, and the architecture of the mind. The tools used to deal with the difficulties inherent in such problems have largely relied on set theory and its “received view”. There are specific issues, in philosophy of language, epistemology and philosophy of mind, where this dependence turns out to be misleading. The same issues suggest the gain in understanding coming from category theory, which is, therefore, more than just the source of a “non-standard” approach to the foundations of mathematics. But, even so conceived, it is the very notion of what a foundation has to be that is called into question. The philosophical meaning of mathematics is no longer confined to which first principles are assumed and which “ontological” interpretation is given to them in terms of some possibly updated version of logicism, formalism or intuitionism. What is central to any foundational project proper is the role of universal constructions that serve to unify the different branches of mathematics, as already made clear in 1969 by Lawvere. Such universal constructions are best expressed by means of adjoint functors and representability up to isomorphism. In this lies the relevance of a category-theoretic perspective, which leads to wide-ranging consequences. One such is the presence of functorial constraints on the syntax–semantics relationships; another is an intrinsic view of (constructive) logic, as arises in topoi and, subsequently, in more general fibrations. But as soon as theories and their models are described accordingly, a new look at the main problems of 20th century’s philosophy becomes possible. The lack of any satisfactory solution to these problems in a purely logical and set-theoretic setting is the result of too circumscribed an approach, such as a static and punctiform view of objects and their elements, and a misconception of geometry and its historical changes before, during, and after the foundational “crisis”, as if algebraic geometry and synthetic differential geometry – not to mention algebraic topology – were secondary sources for what concerns foundational issues. The objectivity of basic geometrical intuitions also acts against the recent version of structuralism proposed as ‘the’ philosophy of category theory. On the other hand, the need for a consistent and adequate conceptual framework in facing the difficulties met by pre-categorical theories of language and scientific knowledge not only provides the basic concepts of category theory with specific applications but also suggests further directions for their development (e.g., in approaching the foundations of physics or the mathematical models in the cognitive sciences). This ‘virtuous’ circle is by now largely admitted in theoretical computer science; the time is ripe to realise that the same holds for classical topics of philosophy. Scientific societies can have a powerful influence on the professional lives of scientists. Using this influence, they have a responsibility to make long-term commitments and investments in promoting integrity in publication, just as in other areas of research ethics. Concepts that can inform the thinking and activities of scientific societies with regard to publication ethics are: the “hidden curriculum” (the message of actions rather than formal statements), a fresh look at the components of acting with integrity, deviancy as a normally occurring phenomenon in human society, and the scientific community as an actual community. A society’s first step is to decide what values it will promote, within the framework of present-day standards of good conduct of science and given the society’s history and traditions. The society then must create educational programs that serve members across their careers. Scientific societies must take seriously the implications of the problem; set policies and standards for publication ethics for their members; educate about and enforce the standards; bring the issues before the members early and often; and maintain continuing dialogue with editors. In this paper, I propose two theses, and then examine what the consequences of those theses are for discussions of reduction and emergence. The first thesis is that what have traditionally been seen as robust, reductions of one theory or one branch of science by another more fundamental one are a largely a myth. Although there are such reductions in the physical sciences, they are quite rare, and depend on special requirements. In the biological sciences, these prima facie sweeping reductions fade away, like the body of the famous Cheshire cat, leaving only a smile. ... The second thesis is that the “smiles” are fragmentary patchy explanations, and though patchy and fragmentary, they are very important, potentially Nobel-prize winning advances. To get the best grasp of these “smiles,” I want to argue that, we need to return to the roots of discussions and analyses of scientific explanation more generally, and not focus mainly on reduction models, though three conditions based on earlier reduction models are retained in the present analysis. I briefly review the scientific explanation literature as it relates to reduction, and then offer my account of explanation. The account of scientific explanation I present is one I have discussed before, but in this paper I try to simplify it, and characterize it as involving field elements (FE) and a preferred causal model system (PCMS) abbreviated as FE and PCMS. In an important sense, this FE and PCMS analysis locates an “explanation” in a typical scientific research article. This FE and PCMS account is illustrated using a recent set of neurogenetic papers on two kinds of worm foraging behaviors: solitary and social feeding. One of the preferred model systems from a 2002 Nature article in this set is used to exemplify the FE and PCMS analysis, which is shown to have both reductive and nonreductive aspects. The paper closes with a brief discussion of how this FE and PCMS approach differs from and is congruent with Bickle’s “ruthless reductionism” and the recently revived mechanistic philosophy of science of Machamer, Darden, and Craver.  相似文献

In the 1960s and 1970s, Hilary Putnam articulated a notion of relativized apriority that was motivated to address the problem of scientific change. This paper examines Putnam’s account in its historical context and in relation to contemporary views. I begin by locating Putnam’s analysis in the historical context of Quine’s rejection of apriority, presenting Putnam as a sympathetic commentator on Quine. Subsequently, I explicate Putnam’s positive account of apriority, focusing on his analysis of the history of physics and geometry. In the remainder of the paper, I explore connections between Putnam’s account of relativized a priori principles and contemporary views. In particular, I situate Putnam’s account in relation to analyses advanced by Michael Friedman, David Stump, and William Wimsatt. From this comparison, I address issues concerning whether a priori scientific principles are appropriately characterized as “constitutive” or “entrenched”. I argue that these two features need to be clearly distinguished, and that only the constitutive function is essential to apriority. By way of conclusion, I explore the relationship between the constitutive function a priori principles and entrenchment.  相似文献

Debates about scientific (though rarely about otherforms of) knowledge, research policies or academic trainingoften involve a controversy about whether scientificknowledge possesses just “instrumental” value or also “intrinsic” value. Questioning this common simpleopposition, I scrutinize the issues involved in terms of agreater variety of structural types of values attributableto (scientific) knowledge. (Intermittently, I address thepuzzling habit of attributing “intrinsic” value to quitedifferent things, e.g. also to nature, in environmentalethics.) After some remarks on relevant broader philosophicaldebates about scientific knowledge, I pave a path throughthe (terminological) thicket of structural types of values. Our initial simple opposition is shown to conflate thedistinctions intrinsic/extrinsic and instrumental (or justuseful)/final. Next, I consider the value(s) of knowledgeand knowing in general and their possible value components(like the values of truth and justifiedness). After havingdiscussed the types of value of everyday knowledge,especially its functional and constitutive value (notionsintroduced earlier), I argue that these can or should alsobe attributed to scientific knowledge, thus departing fromboth objectivist and sociological views of science. One could say that I offer a certain defense of theintrinsic value of scientific knowing (and the inherentvalue of scientific knowledge) and some importantdifferentiations of its “instrumental values”. Recent work in the philosophy of science has generated an apparent conflict between theories attempting to explicate the nature of scientific representation. On one side, there are what one might call ‘informational’ views, which emphasize objective relations (such as similarity, isomorphism, and homomorphism) between representations (theories, models, simulations, diagrams, etc.) and their target systems. On the other side, there are what one might call ‘functional’ views, which emphasize cognitive activities performed in connection with these targets, such as interpretation and inference. The main sources of the impression of conflict here are arguments by some functionalists to the effect that informational theories are flawed: it is suggested that relations typically championed by informational theories are neither necessary nor sufficient for scientific representation, and that any theory excluding functions is inadequate. In this paper I critically examine these arguments, and contend that, as it turns out, informational and functional theories are importantly complementary.  相似文献

Archaeologists employed in governmental positions often deal with issues that produce conflicts between their professional duties to their employer, their ethical responsibilities to the resource, and their obligations as established by legislation. The paper examines some of the conflicts imposed on governmental archaeologists by each of these systems but focuses on the conflicts imposed by federal legislation and regulations on governmental archaeologists, using “Kennewick Man” as an example. This is a revised edition of a paper written for the symposium: “Ethics in Science: Special Problems in Anthropology and Archaeology,” organized by Merrilee Salmon; 1998 Annual Meeting of the American Association for the Advancement of Science (Philadelphia, February 15, 1998). The original paper was in a more conversational style as befitting a discussion atmosphere. Revisions, comments, and opinions are entirely the author’s. The theoretical analysis by Watzlawik (Integrative Psychological & Behavioral Science 2009) demonstrates the scientific fragility of the constructs of masculinity and femininity based on the oversimplification and overlapping between three levels of analysis: group differences, inter-individual differences and intra-individual differences. Watzlawik presents fresh and relevant contributions in terms of methodological issues, especially about the construction of scientific generalizations. Here I focus on issues related to the transformation of stereotypes in statements about gender differences that claim to be ‘scientific’—outlining the socio-political agendas of such statements.

Formalizing shared ethical standards is an activity of scientific societies designed to achieve a collective goal of promoting ethical conduct. A scientist who is faced with the choice of becoming a “whistleblower” by exposing misconduct does so in the context of these ethical standards. Examination of ethics policies of scientific societies which are members of the Council of Scientific Society Presidents (CSSP) shows a breadth of purpose and scope in these policies. Among the CSSP member societies, some ethics policies chiefly present the ethical culture of the community in an educational context and do not have enforcement procedures. Other policies are more comprehensive and include standards for certification, procedures for addressing ethical issues, and established sanctions. Of the 36 member societies of CSSP that have developed a code or adopted a code of another professional society, 18 specifically identified a responsibility to expose ethical misconduct, demonstrating an acknowledgment of the possible critical role of the whistleblower in addressing ethical issues. Scientific societies may revise their ethics codes based upon experience gained in addressing cases of ethical misconduct. In most cases, the action of a whistleblower is the initial step in addressing an ethics violation; the whistleblower may either be in the position of an observer or a victim, such as in the case of someone who discovers that his or her own work has been plagiarized. The ethics committee of a scientific society is one of several possible outlets through which the whistleblower can voice a complaint or concern. Ethical violations can include falsification, fabrication, plagiarism and other authorship disputes, conflict of interest and other serious violations. Commonly, some of these violations may involve publication in the scientific literature. Thus addressing ethical issues may be intertwined with a scientific society’s role in the dissemination of new scientific results. For a journal published by a scientific society, the editor can refer at some point to the ethics committee of the society. Whereas, in the case of a journal published by a commercial publisher, the editor may be without direct support of the associated scientific community in handling the case. The association of a journal with a scientific society may thus direct a whistleblower towards addressing the issue within the scientific community rather than involving the press or talking to colleagues who may gossip. A formal procedure for handling ethics cases may also discourage false accusers. Another advantage of handling complaints through ethics committees is that decisions to contact home institutions or funding agencies can be made by the ethics committee and are not the responsibility of the whistleblower or the editor of the journal. The general assessment is that the establishment of ethics policies, especially policies covering publication in society journals, will promote a culture supportive of whistleblowers and discouraging to false accusers. With the end of the cold war, issues of environment and economic development are assuming greater international salience. By the 1970s, environmental degradation was becoming pervasive, with growing global effects. Increasingly, global and emergent globalized problems are forcing environmental interdependence on the world. Transboundary threats cannot be addressed unilaterally by any single country or group of countries. The global environmental agenda is reviving the North-South debate and rejuvenating the Third World coalition in international fora. The encouragement of environmentally sustainable forms of industrialization in the South requires expanded and improved international cooperation. However, the North’s greater resources and greater responsibility in causing global environmental degradation require its continuing involvement in the search for solutions, including ones applicable to newly industrializing countries. In June 1992, the largest intergovernmental conference ever held was convened in Rio de Janeiro to address these issues: the United Nations Conference on Environment and Development (UNCED, or the Earth Summit). It produced a consensus action plan of about 700 pages: Agenda 21. Agenda 21 presents massive challenges for international cooperation as well as for national and private actors and scientific and technical institutions. It reflects a complex configuration of demands for institutional arrangements that support environmentally sustainable technical and socioeconomic change. One of the most consistent of the Agenda 21 themes, and one of the most intractable issues, concerns “access to technology.” This can be as straightforward as diagnosing and improving the efficiency of a production process in a small manufacturing firm, or as complex as engineering a technological revolution in which production and consumption take place with virtually no material or energy loss to the environment. The selection of entry points for action is a critical strategic problem as well as an important operational issue. In this paper I identify and describe new initiatives intended to improve the environmental performance of industry in the South, and find that they largely aim to promote incremental industrial innovation through international technology transfer and diffusion. This strategy raises many questions about how to promote effective technology transfer and diffusion.
