Ten years on from the first issue of the Journal of Global Ethics, Darrel Moellendorf and Heather Widdows reflect on the current state of research in global ethics. To do this, they summarise a recent comprehensive road map of the field and provide a map of research by delineating the topics and approaches of leading scholars of global ethics collected together in the recently published Routledge Handbook of Global Ethics which they have co-edited. Topics fall under issues of war, conflict and violence; poverty and development; economic justice; bioethics and health justice; and environmental and climate justice. In all these areas, ethicists are becoming ever more engaged in the details and mechanisms of actually delivering justice in the real world.  相似文献

The author agrees with James Moor that computer technology, because it is ‘logically malleable’, is bringing about a genuine social revolution. Moor compares the computer revolution to the ‘industrial revolution’ of the late 18th and the 19th centuries; but it is argued here that a better comparison is with the ‘printing press revolution’ that occurred two centuries before that. Just as the major ethical theories of Bentham and Kant were developed in response to the printing press revolution, so a new ethical theory is likely to emerge from computer ethics in response to the computer revolution. The newly emerging field of information ethics, therefore, is much more important than even its founders and advocates believe.  相似文献

In this paper’s first section, I briefly discuss the Journal’s Global Ethics Forum and various ways development ethics (DE) has been related to global ethics (GE). Regardless of which of these three (or other) conceptions of DE and GE one adopts, I believe that we should avoid two partial views of the causes of injustice: (1) “explanatory nationalism,” which “makes us look at poverty and oppression as problems whose root cause and possible solutions are domestic” (Pogge 2002); and (2) “explanatory globalism” in which local and national problems are ultimately due to global factors (and the rich democracies largely responsible for them). In the second section I identify five topics and argue that development and global ethicists should emphasize them and their relations in future work. These future foci should be the following: (1) inequality of power, (2) agency and empowerment, (3) democracy and development, (4) corruption, and (5) transitional justice. While the list of 17 Sustainable Development Goals (SDGs) proposed by the United Nations’ Open Working Group (OWG) comprises a catalog of highly important post-2015 development priorities, one of the key issue that has not received the attention it deserves is the need to safeguard the Earth's life-support system. Over the course of the past decades, we have concentrated much more on socioeconomic development rather than on environmental sustainability while putting a number of the Earth's systems at risk, and with it poverty eradication and sustainable development. There is thus a need to put the spotlight on global environmental change and to take account of the insights from the latest Earth system science and its implications for the future of global development and global ethics. The ongoing debate on the post-2015 SDGs offers an important occasion for this endeavor. Going beyond the current proposal of the Open Working Group and building on the planetary boundaries or guard rails framework, the SDGs should contain the goal to safeguard Earth's life-support system.  相似文献

What obligations do global actors have to prevent terrorism? Is consent required to create an international obligation, or does the correctness of its goals ground its legitimacy? In this paper, I consider these questions with respect to a subset of international law often overlooked: anti-money laundering and combating the financing of terrorism (AML/CFT). AML/CFT comprises peaceful response to violence and terrorism, making it a significant component of international justice and diplomacy. First, I present the current legal framework for AML/CFT institutions and identify two conflicting sources of justification: objective value and consent. The fix for this problem, I argue, does not come from either component alone. Objective value cannot provide the sole source of justification because it cannot settle the choice between multiple competing norms that would achieve the same objective goods were we to follow them (‘the choice problem’). Consent cannot provide the sole source of justification (‘the constraint problem’) for two reasons: some contracts that people agree to are morally abhorrent and others are morally required but people do not agree to them. But objective value and consent can be combined consistently, and I articulate this hybrid as a sound basis for evaluating and reforming AML/CFT laws and institutions.  相似文献

Researchers suggest that observers of innocent suffering will negatively evaluate the victim as a strategy for maintaining their belief in a just world. We propose an alternative class of strategies and test whether individual differences in repressive coping style predict the type of strategy people will use. In the first two studies, we exposed repressors versus nonrepressors to victims whose suffering should pose a high versus low threat to the need to believe in a just world. Repressors had a greater tendency to positively reappraise the high threat victim's suffering. Nonrepressors had a greater tendency to negatively evaluate the high threat victim. A third study replicated the results for the high threat conditions and suggested that repressors' positive reappraisal is not because of a tendency to minimize suffering. Our research (i) demonstrates a class of strategies for preserving the belief in a just world other than negatively evaluating the victim and (ii) is among the first to examine directly an individual difference predictor of alternative just‐world preservation strategies. Approaches to global ethics have drawn on a number of diverse theoretical traditions, such as Kantianism and utilitarianism. While emerging frameworks contribute to a growing awareness of and interest in ethics within a global society, the values that they prioritize are not adequate for realizing a just, equitable and fair system of global governance. This article considers the possibilities of an alternative ethic—a feminist ethic of care—and explores how it can bear on present circumstances, including global inequity and injustice. This care ethic has been put forward as a viable normative approach to politics and policy. Little attention, however, has been paid to the potential of a care ethic within the globalization and ethics debate. This article illustrates how the values and corresponding principles of care, grounded in relationships and responsibilities, are essential to responding adequately to the current challenges of globalization. By examining the relevance of care in this context, the article seeks to broaden dominant ethical worldviews and contribute to the articulation of normative tools for examining globalization while at the same time avoiding the trappings of conventional universality—the abstract and a priori thinking typically associated with conceptions of global ethics.  相似文献

This paper argues that the challenges posed by climate change and the need to quickly move toward a sustainable low-carbon future require the contributions of development ethics. I propose four tasks for development ethics. The first relates to unpacking the urgency posed by climate change by showing how, from an ethical perspective, the impacts of climate change are extremely dangerous risks, especially for those most vulnerable, and thus require immediate attention. The second relates to a better understanding of the components of well-being. The third relates to concerns regarding the global commons and to the need to reframe key components of socio-ecological balance as public goods. The fourth and last task of development ethics refers to the multiple trade-offs and dilemmas in the processes leading to a low-carbon and equitable future arguing for strengthening public deliberation and democracy.  相似文献

It discusses the concept of collective consciousness, especially heart-based, moral consciousness and related actions as resources for health promotion. Health technology assessment (HTA) consists of thesystematic study of the consequences of theintroduction or continued use of the technology in aparticular context, with the explicit objective toarrive at a judgment of the value or merit of thetechnology. Ideally, it is aimed at assessing allaspects of a given technology or group oftechnologies, including non-technical, e.g.socio-ethical, aspects. However, methods for assessingsocio-ethical implications of health technology arerelatively undeveloped and few mechanisms exist totake action based on the results of such evaluations.Still, the examples of cochlear inplants (CI) and other cases illustratethat HTA is not a matter of merely collecting thefacts about a technology. The facts must beplausible and relevant from a particular framework,which is not always shared by different groups. It ishere that socio-ethical aspects are encountered. Ifhealth technology assessment aims to enhance theaccountability of the decision making processregarding funding and use of health technology, it isa major challenge to assessors of health technologiesto deal adequately with existing value pluralism. Faced with the ongoing tragedy of poverty, ethicists call for effective measures of global justice to set up just institutional structures. Their arguments for a transnational obligation to help however remain contested, one of the main reasons for that being the lack of motivational support for trans-national visions of global justice. This articles suggests that the debate will gain new and helpful insights if it studies the motivational mechanisms at work in the dominant religious and cultural traditions, asking: How do these particular traditions conceive of social justice; how do they motivate their adherents to extend solidarity? And how can the similarities surfacing in their motivational strategies be informative for the quest to devise a motivationally saturated account of global justice? The article demonstrates the potential of such an concrete-universal discourse in an exemplary manner by staging a dialogue between public Christian Social Ethics and African Ubuntu Ethics.  相似文献

Under what conditions is secret diplomacy normatively appropriate? Drawing on pragmatic theories of political and ethical judgement, this paper argues that a three-dimensional contextual approach centred on actors' reasoning process offers an innovative and reliable analytical tool for bridging the ethical gap of secret diplomacy. Using the case of the US extraordinary rendition programme, the paper concludes that secret diplomacy is ethically unjustifiable when actors fail to invoke normatively relevant principles of justification, inappropriately apply them to the context of the case and when the actors' moral reasoning process suffers from deficient levels of critical reflection concerning the broader implications of secret engagements for diplomatic conduct.  相似文献

Health professionals are inundated by the surfeit of health apps while lacking guidance to help them critically evaluate whether a particular health-monitoring app is safe, likely to lead to clinical benefit, and not introduce additional liability. Our objective is not to argue for or against the use of mobile health-monitoring apps but to illuminate the associated ethical issues and provide recommendations to guide the ethical decision-making process for clinicians who are considering the use of a mobile health-monitoring app. To this end, the Canadian Code of Ethics for Psychologists is used as a framework to situate recommendations.  相似文献

Global health research partnerships are increasingly taking the form of consortia of institutions from high-income countries and low- and middle-income countries that undertake programs of research. These partnerships differ from collaborations that carry out single projects in the multiplicity of their goals, scope of their activities, and nature of their management. Although such consortia typically aim to reduce health disparities between and within countries, what is required for them to do so has not been clearly defined. This article takes a conceptual approach to explore how the governance of transnational global health research consortia should be structured to advance health equity. To do so, it applies an account called shared health governance to derive procedural and substantive guidance. A checklist based on this guidance is proposed to assist research consortia determine where their governance practices strongly promote equity and where they may fall short.  相似文献

We conducted and analyzed qualitative interviews with 12 persons working on the Healthy Public Housing Initiative in Boston, Massachusetts in 2001. Our goal was to generate ideas and themes related to the ethics of the community-based participatory research in which they were engaged. Specifically, we wanted to see if we found themes that differed from conventional research that is based on an individualistic ethics. There were clearly distinct ethical issues raised with respect to projects and individuals who engage in community-based collaborations. The differences that arose from the interviews were seeking equality between the partners, the need for the community partner to defend the community, dealing with unflattering data, meeting community expectations and producing tangible benefits to the community. Epidemiology is a core science of public health, focusing on research related to the distribution and determinants of both positive and adverse health states and events and on application of knowledge gained to improve public health. The American College of Epidemiology (ACE) is a professional organization devoted to the professional practice of epidemiology. As part of that commitment, and in response to concerns for more explicit attention to core values and duties of epidemiologists in light of emerging issues and increased scrutiny of epidemiology, the College developed, adopted, and published a set of Ethics Guidelines. The structure of the ACE ethics guidelines is in four parts: (1) a brief statement of core values and duties of epidemiologists, coupled with the virtues important to professional practice; (2) concise statements of key duties and obligations; (3) exposition of the duties and obligations with more applications; and (4) a brief summary and conclusion. The Guidelines have been published on the ACE website and in the official College journal Annals of Epidemiology. The guidelines contain (and maintain) core elements that define the discipline of epidemiology and its fundamental duties, but they are also intended to be dynamic and evolving, responsive to a changing professional and social environment.
