The primary purpose of government is to secure public goods that cannot be achieved by free markets. The Coordination Principle tells us to consolidate sovereign power in a single institution to overcome collective action problems that otherwise prevent secure provision of the relevant public goods. There are several public goods that require such coordination at the global level, chief among them being basic human rights. The claim that human rights require global coordination is supported in three main steps. First, I consider Pogge's and Habermas's analyses as alternatives to Hobbesian conceptions of justice. Second, I consider the core conventions of international law, which are in tension with the primacy of state sovereignty in the UN system. Third, I argue that the just war tradition does not limit just causes for war to self‐defense; it supports saving innocent third parties from crimes against humanity as a just reason for war. While classical authors focused less on this issue, the point is especially clear in twentieth‐century just war theories, such as those offered by the American Catholic bishops, Jean Elshtain, Brian Orend, and Michael Walzer. Against Walzer, I argue that we add intractable military tyranny to the list of horrors meriting intervention if other ad bellum conditions are met. But these results require us to reexamine the “just authority” of first resort to govern such interventions. The Coordination Principle implies that we should create a transnational federation with consolidated powers in place of a treaty organization requiring near‐unanimity. But to be legitimate, such a global institution must also be directly answerable to the citizens of its member states. While the UN Security Council is inadequate on both counts, a federation of democracies with a directly elected executive and legislature could meet both conditions.  相似文献

In this paper, I argue that Arendt's understanding of freedom should be examined independently of the search for good political institutions because it is related to freedom of movement and has a transnational meaning. Although she does not say it explicitly, Arendt establishes a correlation between political identities and territorial moves: She analyzes regimes in relation to their treatment of lands and borders, that is, specific geographic movements. I call this correlation a political itinerary. My aim is to show genealogically that her elaboration on the regimes of ancient, modern, and ‘dark’ times is supported by such a correlation. I read Arendt in light of the current clash between an amorphous global political identity (and ‘new’ international order) and the renewal of nationalisms. I show that, for Arendt, the world is divided by necessary frontiers – territorial borders and identity frames – and that the political consists precisely of the effort to transgress them. Arendt never proposed a restoration of authority but, on the contrary, a worldwide anarchic (that is, based on no predetermined rule) politics of de‐localization and re‐localization; in her terms, a politics of free movement of founded identities, a cosmopolitanism, which, nevertheless, would have nothing to do with global sovereignty.  相似文献

There is limited research into the realities of science blogging, how science bloggers themselves view their activity and what bloggers can achieve. The ‘badscience’ blogs analysed here show a number of interesting developments, with significant implications for understandings of science blogging and scientific cultures more broadly. A functioning and diverse online community (with offline elements) has been constructed, with a number of non-professional and anonymous members and with boundary work being used to establish a recognisable outgroup. The community has developed distinct norms alongside a type of distributed authority and has negotiated the authority, anonymity and varying status of many community members in some interesting and novel ways. Activist norms and initiatives have been actioned, with some prominent community campaigns and action. There are questions about what science blogging—both in the UK and internationally—may be able to achieve in future and about the fragility of the ‘badscience’ community. Some of the highly optimistic hopes which have been associated with science blogging have not been realised. Nonetheless, the small group of bloggers focused on here have produced significant achievements with limited resources, especially when one considers this in the context of community values as opposed to some of the expectations attached to science blogging within scientific cultures more broadly. While the impacts of this science blogging community remain uncertain, the novel and potentially significant practices analysed here do merit serious consideration.  相似文献

Drawing on ethnographic and interview data collected in El Salvador and South Africa over a four‐year period, this article uses a social constructionist approach to describe two types of interaction between short‐term mission teams and their hosts. First, hosts encounter the flow of teams as foreign social products. Once they internalize this new part of their social reality, hosts seek to recruit and control teams. They also mimic the practice of short‐term missions, sending their own teams to remote locations. Second, hosts interact directly with visitors, engaging in world‐building activities that create transnational religious ties. Short‐term missions thus make residents of the new centers of Christianity more mobile in Christianity's global civil society and increase the number of ties between Christians across borders. These findings have implications for the scholarly debate about how to conceptualize Global Christianity; they also broaden the scope of the emerging discourse on short‐term missions.  相似文献

Abstract: The emergence of cross-border communities and transnational associations requires new ways of thinking about the norms involved in democracy in a globalized world. Given the significance of human rights fulfillment, including social and economic rights, I argue here for giving weight to the claims of political communities while also recognizing the need for input by distant others into the decisions of global governance institutions that affect them. I develop two criteria for addressing the scope of democratization in transnational contexts— common activities and impact on basic human rights —and argue for their compatibility. I then consider some practical implications for institutional transformation and design, including new forms of transnational representation .  相似文献

Traditionally, acts of civil disobedience are understood as a mechanism by which citizens may express dissatisfaction with a law of their country. That expression will typically be morally motivated, non-violent and aimed at changing their government’s policy, practice or law. Building on existing work, in this paper we explore the limits of one well-received definition of civil disobedience by considering the challenging case of the actions of animal activists at sea. Drawing on original interviews with advocates associated with Sea Shepherd, Greenpeace and Humane Society International we find that even if animal activists are morally motivated and civil, the transnational nature of their activity makes it difficult to assess their intention to bring about a change in law or public policy. This means that a civil disobedience defence may not be available to activists operating across international borders. This raises important questions about the usefulness of the civil disobedience concept within the context of a globalised world. We conclude that while the actions of some anti-whaling activists may not meet definitions of civil disobedience as conventionally understood, this says more about the narrow way in which that concept has been traditionally defined, than it does about the type of activity some anti-whaling activists have undertaken in the Southern Ocean. Finally, we argue that activists wishing to make a stand against whaling may have no choice but to act as global citizens because policy change within a single nation-state is unlikely to lead to the cessation of this inherently transnational activity.  相似文献

Reports of global ecumenical conversations are regularly published by the World Council of Churches in a collection of volumes titled Growth in Agreement. The assumption is that the dialogues are not just repeating the same arguments they made half a century ago, but that relations between member churches have grown qualitatively as a result of this process. This paper asks whether Orthodox critique of Roman Catholic ecclesiology reflects signs of growth or continues “traditional” stereotypical thinking about other churches and religions. The paper first examines Orthodox reactions to Lumen Gentium during and immediately after the Second Vatican Council, then compares them with Orthodox reactions to the council’s 50th anniversary. The paper concludes by asking whether Pope Francis’ endeavour to reform the Catholic Church in the direction of greater synodality is partly the result of the expectations of our sister churches’ representatives over the past 50 years.  相似文献

The aim of this paper is to connect the debates on individualisation and mediatisation of religion and transformations of religious authority online on theoretical and empirical basis. The classical and contemporary concepts of individualisation of religion, rooted in the secularisation debate, will be connected with Campbell’s [2007. “Who’s Got the Power? Religious Authority and the Internet.” Journal of Computer-Mediated Communication 12 (3): 1043–1062] concept of four layers of religious authority online. The empirical material consists of a joint analysis of German Christian and Polish Catholic Internet forums. In a transnational comparison, the findings show similar tendencies of individualisation and emerging communities of choice, as well as a lasting significance of textual religious authorities, although different levels of authority are negotiated and emphasised to a varying extent. However, in both cases critique of the Church and religion usually emerges offline, and is then expressed online. While the forums do not have a subversive potential, they facilitate adopting a more independent, informed, and reflexive approach to religion.  相似文献

The transformation of global Catholicism during the Second Vatican Council affected the Argentinean Church. Argentinean Catholics became involved in different sides of the political discussion. While some supported a dictatorial regime, others thought the end of the dictatorship and a fair society could only be achieved through a revolution. In that context, we explore Mark Chavez’s idea of secularization as the decline of religious authority. The magazine Cristianismo y Revolución (CyR) is a case which allows us to see this process displayed. Different Catholic actors, independently of the Church’s structure, claimed Catholic beliefs to support opposing political positions. However, religion remains an important element of the public sphere in contemporary Argentina.  相似文献

In “Religion, Violence, and Human Rights: Protection of Human Rights as Justification for the Use of Armed Force,” James Johnson discusses an important dilemma for contemporary society: when should transnational military force be permitted to protect human rights? Professor Johnson uses the relatively recent doctrine of a “responsibility to protect” as the centerpiece of his paper, characterizing it as a reaction to legal concepts that emerged in the “Westphalian system.” Yet the doctrine, at least as it relates to the use of military force, is not a reaction to that system but, rather, to the relatively recent system of the UN Charter, particularly its relegation to the Security Council of the exclusive authority to determine when military force should be used for purposes other than self‐defense. When the Cold War ended and the Security Council failed to act to protect human rights, the doctrine was born.  相似文献

Elsewhere we have responded to the so-called demandingness objection to consequentialism – that consequentialism is excessively demanding and is therefore unacceptable as a moral theory – by introducing the theoretical position we call institutional consequentialism. This is a consequentialist view that, however, requires institutional systems, and not individuals, to follow the consequentialist principle. In this paper, we first introduce and explain the theory of institutional consequentialism and the main reasons that support it. In the remainder of the paper, we turn to the global dimension where the first and foremost challenge is to explain how institutional consequentialism can deal with unsolved global problems, such as poverty, war and climate change. In response, following the general idea of institutional consequentialism, we draw up three alternative routes: relying on existing national, transnational and supranational institutions; promoting gradual institutional reform; and advocating radical changes to the status quo. We evaluate these routes by describing normatively relevant properties of the existing global institutional system, as well as by showing what institutional consequentialism can say about alternatives to it: a world government; and multi-layered sovereignty/neo-medieval system.  相似文献

Often problems result in the collection of coupled data, which consist of different N-way N-mode data blocks that have one or more modes in common. To reveal the structure underlying such data, an integrated modeling strategy, with a single set of parameters for the common mode(s), that is estimated based on the information in all data blocks, may be most appropriate. Such a strategy implies a global model, consisting of different N-way N-mode submodels, and a global loss function that is a (weighted) sum of the partial loss functions associated with the different submodels. In this paper, such a global model for an integrated analysis of a three-way three-mode binary data array and a two-way two-mode binary data matrix that have one mode in common is presented. A simulated annealing algorithm to estimate the model parameters is described and evaluated in a simulation study. An application of the model to real psychological data is discussed. T. Through a comparative study of two Palestinian transnational youth movements, this article seeks to understand how the transnational sphere traverses not just space but also time. I analyze how the Palestinian Youth Movement and the Gaza Youth Breaks Out movement understand themselves as carrying the burden of past violences in their promise to continue the Palestinian struggle and lead it toward a just and peaceful solution. Particularly, I am interested in how these movements interpret and conceive of the violences of 1948 and their continuation in present violences from different temporal, and not just spatial, standpoints. I examine the temporalities from which and to which transnational Palestinian movements speak, as well as how they orient themselves, through backward and forward movements, toward past–present–future. The article highlights how temporal differences form tensions that are often overlooked by transnational scholars and activists.  相似文献

W.E.B. Du Bois was thoroughly ambivalent about the political significance of American Black churches regarding their role in challenging racial inequality. He saw them as integral to Black social life, but also as failing to live up to their potential as drivers of liberation. And, while he focused primarily on Black churches within the United States, Du Bois was also committed to Black liberation on a global level. This suggests great potential for applying DuBois’ analyses of Black religion to the question of transnational religious and racial solidarities and the global political salience of “the Black Church” as a category. In this context, this article explores the significance of DuBois’ work for analyzing the category of “the Black Church.” It does so through a comparative case study of African American Christian engagement with the issue of Israel and Palestine, with four case studies ranging from African American Christian Zionists to Palestinian solidarity activists. Across these cases, the analysis highlights the ways that the history, identity, and mission of “the Black Church” are invoked in the context of Palestine and Israel. It argues that “the Black Church” is best understood as a contested category of collective religious and racial identity.  相似文献

Bhaktivedanta Manor, the main centre for ISKCON (the ‘Hare Krishna movement') in Britain, has been under threat of closure for over ten years. The centrewhich is a place of pilgrimage for many thousands of Indian Hindus in Britainis considered by its local authority to be used inappropriately, since it does not have the required planning permission to be a place of public worship. In their view, Bhaktivedanta Manor should be used only as a theological college. ISKCON have challenged this position, and through a series of legal and political battles have tried to prevent the local authority from taking enforcement action. The campaign against closure by ISKCON demonstrates the large support this ‘new’ religion has among the Hindu population of Britain, and indeed has played an important part in developing the relationship between Hindus and the Hare Krishna movement. But the campaign also demonstrates a key point about the role of religious freedom within British law, as the series of legal challenges by ISKCON have highlighted how the right to religious worship is subject to other factors, such as planning regulations.  相似文献

What role does scientific claims-making play in the worldwide promotion of biofuels for transport, which continues despite serious concerns about its potentially adverse social and environmental effects? And how do actors with very different and conflicting viewpoints on the benefits and drawbacks of biofuels enrol scientific authority to support their positions? The sociological theory of functional differentiation combined with the concept of advocacy coalition can help in exploring this relationship between scientific claims-making and the policy stance of different actors in public debates about biofuels. In Denmark two distinct scientific perspectives about biofuels map onto the policy debates through articulation by two competing advocacy coalitions. One is a reductionist biorefinery perspective originating in biochemistry and neighbouring disciplines. This perspective works upwards from the molecular level and envisions positive synergies in the use of biomass. The other is a holistic bioscarcity perspective originating in life-cycle analysis and ecology. This perspective works downwards from global resource scope conditions, and envisions negative consequences from an increased reliance on biomass. Understanding how these scientific perspectives and policy stances are coupled sheds light on three contentious policy questions: how Denmark should include biomass in its energy provision, what role Denmark might play in the global development of biofuels and what kind of subsidy schemes should be implemented.  相似文献

Technology developments have changed immigrants' adaptation patterns in modern societies, allowing immigrants to sustain dense, complex connections with homeland while adjusting in the host country, a new phenomenon termed transnationalism. As empirical studies on immigrant transnationalism are still scarce, the purpose of this study was to investigate mean levels and determinants of a core component of transnationalism—transnational travel. Hypotheses were based on context of exiting homeland, living conditions in Germany and demographic and sociocultural variables. Transnational travel behaviour was assessed as frequency of return trips in three immigrant groups in Germany: ethnic Germans, Russian Jews and Turks. Interviews were conducted with 894 women participants from these groups. Results showed substantial transnational travel behaviour in all groups with Turks reporting higher levels than ethnic Germans and Russian Jews. Interindividual differences in transnational travel within groups were also examined. Results indicated similarities (e.g. network size in home country related positively to transnational travel frequency in all groups) and group‐specific associations (e.g. co‐ethnic identifying related positively to transnational travel frequency among Turks, but negatively for the other groups). Our study highlights the need for a new understanding of immigration and emphasises the consideration of group‐specific mechanisms in transnational travel behaviour.  相似文献

The article discusses how theory and practice in global ethics affect each other. First, the author explores how the study of ethics has changed in the era of globalization and ponders what the role of the field of study of global ethics is in this context. Second, she wants to show how the logical fallacies in widening study field of ethics produce false polarizations between facts and value judgements in social ethics made in various cultural contexts. She further elaborates how these false polarizations prevent constructive cross-cultural and transnational discussions on ethical guidelines and principles that are needed to produce joint action (plans) to deal with serious ethical issues globally and nationally. Finally, the paper argues that in order to find a way to solve our shared complex ethical problems in global context, we need to get back to basics by focusing on the method of ethics, that is, self-critical and logical analysis of sound argumentation and justification of our values and moral principles.  相似文献
