Discussions of conflict of interest (COI) in the university have tended to focus on financial interests in the context of medical research; much less attention has been given to COI in general or to the policies that seek to manage COI. Are university COI policies accessible and understandable? To whom are these policies addressed (faculty, staff, students)? Is COI clearly defined in these policies and are procedures laid out for avoiding or remedying such situations? To begin tackling these important ethical and governance questions, our study examines the COI policies at the Group of Thirteen (G13) leading Canadian research universities. Using automated readability analysis tools and an ethical content analysis, we begin the task of comparing the strengths and weaknesses of these documents, paying particular attention to their clarity, readability, and utility in explaining and managing COI.  相似文献

This study examines the extent to which scientific and biomedical journals have adopted conflict of interest (COI) policies for authors, and whether the adoption and content of such policies leads to the publishing of authors’ financial interest disclosure statements by such journals. In particular, it reports the results of a survey of journal editors about their practices regarding COI disclosures. About 16 percent of 1396 highly ranked scientific and biomedical journals had COI policies in effect during 1997. Less than 1 percent of the articles published during that year in the journals with COI policies contained any disclosures of author personal financial interests while nearly 66 percent of the journals had zero disclosures of author personal financial interests. Nearly three fourths of journal editors surveyed usually publish author disclosure statements suggesting that low rates of personal financial disclosures are either a result of low rates of author financial interest in the subject matter of their publications or poor compliance by authors to the journals’ COI policies.  相似文献

Academic-industry collaborations and the conflicts of interest (COI) arising out of them are not new. However, as industry funding for research in the life and health sciences has increased and scandals involving financial COI are brought to the public’s attention, demands for disclosure have grown. In a March 2008 American Council on Science and Health report by Ronald Bailey, he argues that the focus on COI—especially financial COI—is obsessive and likely to be more detrimental to scientific progress and public health than COI themselves. In response, we argue that downplaying the potential negative impact of COI arising out of academic-industry relationships is no less harmful than overreacting to it.

For the past half-century, issues relating to the ethical conduct of human research have focused largely on the domain of medical, and more recently social–psychological research. The modern regime of applied ethics, emerging as it has from the Nuremberg trials and certain other historical antecedents, applies the key principles of: autonomy, respect for persons, beneficence, non-maleficence, and justice to human beings who enter trials of experimental drugs and devices (Martensen in J Hist Med Allied Sci 56(2):168–175, 2001). Institutions such as Institutional Review Boards (in the U.S.) and Ethics Committees (in Europe and elsewhere) oversee most governmentally-funded medical research around the world, in more than a hundred nations that are signers of the Declaration of Helsinki (World Medical Association 2008). Increasingly, research outside of medicine has been recognized to pose potential risks to human subjects of experiments. Ethics committees now operate in the US, Canada, the U.K. and Australia to oversee all governmental-funded research, and in other jurisdictions, the range of research covered by such committees is expanding. Social science, anthropology, and other fields are falling under more clear directives to conduct a formal ethical review for basic research involving human participants (Federman et al. in Responsible research: a systems approach to protecting research participants. National Academies Press, Washington, 2003, p. 36). The legal and institutional response for protecting human subjects in the course of developing non-medical technologies, engineering, and design is currently vague, but some universities are establishing ethics committees to oversee their human subjects research even where the experiments involved are non-medical and not technically covered by the Declaration of Helsinki. In The Netherlands, as in most of Europe, Asia, Latin America, or Africa, no laws mandate an ethical review of non-medical research. Yet, nearly 2 years ago we launched a pilot ethics committee at our technical university and began soliciting our colleagues to submit their studies for review. In the past year, we have become officially recognized as a human subjects ethics committee for our university and we are beginning the process of requiring all studies using human subjects to apply for our approval. In this article, we consider some of the special problems relating to protecting human participants in a technology context, and discuss some of our experiences and insights about reviewing human subjects research at a technical university, concluding: that not less than in medical studies, human participants used in technology research benefit from ethical committees’ reviews, practical requirements for publications, grants, and avoiding legal liability are also served by such committees, and ethics committees in such contexts have many similarities to, but certain other special foci than medical ethics committees. We believe that this experience, and these observations, are helpful for those seeking to establish such committees in technology research contexts, and for framing the particular issues that may arise in such contexts for the benefit of researchers, and nascent committees seeking to establish their own procedures.  相似文献

It has become almost a truism to describe the interaction between research ethics committees and researchers as being marred by distrust and conflict. The ethical conduct of researchers is increasingly a matter of institutional concern because of the degree to which non-compliance with national standards can expose the entire institution to risk. This has transformed research ethics into what some have described as a research ethics industry. In an operational sense, there is considerable focus on modifying research behaviour through a combination of education and sanctions. The assessment of whether a researcher is ‘ethical’ is too often based on whether they submit their work for review by an ethics committee. However, is such an approach making a useful contribution to the actual ethical conduct of research and the protection of the interests of participants? Does a focus on ethical review minimise institutional risk? Instead it has been suggested that ethics committees may be distorting or frustrating useful research and are promoting a culture of either mindless rule following or frustrated resistance. An alternative governance approach is required. There is a need for a strong institutional focus on promoting and supporting the reflective practice of researchers through every stage of their work. By situating research ethics within the broader framework of institutional governance, this paper suggests it is possible to establish arrangements that actually facilitate excellent and ethical research.  相似文献

National survey data were collected from 579 counselors certified by the National Board for Certified Counselors (NBCC). Participants indicated their beliefs about whether each of 88 behaviors was ethical and also the degree to which they were confident of their judgment about the behavior. Systematic patterns in responding emerged in regard to age, sex, primary work setting, and degree. Participants also indicated their evaluation of 16 sources of ethical information or guidance. Highest ratings were given to American Association for Counseling and Development (AACD; now the American Counseling Association [ACA]) Ethical Standards, AACD ethics committee, the Journal of Counseling & Development, state licensing boards, and colleagues. The lowest ratings were given to local ethics committees, published clinical and theoretical work, court decisions, state and federal laws, and agencies for which participants had worked.  相似文献

State universities have grown to become monumental enterprises generating revenues of more than $124 billion a year in the sale and delivery of education and other services. They compete in a marketplace composed of private secular, nonsecular and for-profit higher education institutions. In addition, state universities in their own right engage in a number of traditionally for-profit "business" enterprises competing with the private sector. However, as the enterprise aspect of state universities grows; so too does the impact of a unique competitive advantage enjoyed solely by state universities--that is, the ability of state universities to immune themselves from lawsuit in federal court under the guise of "sovereign immunity" for disputes arising under federal employment laws. Indeed, as a consequence of recent Supreme Court rulings, state agencies, including universities, are the only entities in the United States that are effectively exempt from the enforcement of federal employment laws in federal or state courts. This article reviews the condition of the "two faces" of the state university regarding federal employment law and the apparent new barriers to federal court access of employees to judicial review of employment disputes.  相似文献

Summary

This study examined inmate perceptions of the value of membership of penitentiary residential unit management committees for the rehabilitation of inmates. The degree of favorableness of inmate perceptions of the committees was treated as a function of their participation in a number of other penitentiary programs.

It was found that categorization of inmates in this way was useful for identifying and explaining differences in their perceptions of the utility of membership of the residential committees for rehabilitation. It was also found that in the case of three programs—group therapy, playing bridge, and individual counselling of inmates by classification officers —participants had significantly more favorable perceptions of residential committees than nonparticipants. A comparison of the perceptions of residential committees by these inmate samples and staff disclosed that only participation in counselling by classification officers and playing bridge resulted in inmates' perception of the committees becoming as favorable as those of the staff.

The conceptual framework of the study employed dissonance theory to account for the effect of participation on inmates' perceptions of the committees.  相似文献

A financial aid survey was administered to the entire student body (10,185) at a land-grant university. The data showed that parental assistance was the main source of financial support, but that it declined in importance each year, while student employment by the university increased each year. Legislation providing increased opportunities for student employment appears to be appropriate and desirable. A wide variety of individual solutions to financial planning were noted.  相似文献

United States federal regulations for pediatric research with no prospect of direct benefit restrict institutional review board (IRB) approval to procedures presenting: 1) no more than "minimal risk" ( section sign 45CFR46.404); or 2) no more than a "minor increase over minimal risk" if the research is commensurate with the subjects' previous or expected experiences and intended to gain vitally important information about the child's disorder or condition ( section sign 45CFR46.406) (DHHS 2001). During the 25 years since their adoption, these regulations have helped IRBs balance subject protections with the pursuit of scientific knowledge to advance children's welfare. At the same time, inconsistency in IRB application of these regulations to pediatric protocols has been widespread, in part because of the ambiguity of the regulatory language. During the past decade, three federally-charged committees have addressed these ambiguities: 1) the National Human Research Protections Advisory Committee (NHRPAC) (Washington, DC), 2) the Institute of Medicine (IOM) Committee on the Ethical Conduct of Clinical Research Involving Children (Washington, DC); and 3) the United States Department of Health and Human Services Secretary's Advisory Committee for Human Research Protections (SACHRP) (Washington, DC). The committees have reached similar conclusions on interpretation of language within regulations section sign section sign 45CFR46.404 and 406; these conclusions are remarkably consistent with recent international recommendations and those of the original National Commission for the Protection of Human Subjects of Biomedical and Behavioral Research (1977) report from which current regulations are based. Drawing on the committees' public reports, this article identifies the ethical issues posed by ambiguities in regulatory language, summarizes the committees' deliberations, and calls for a national consensus on recommended criteria.  相似文献

This study investigated some aspects of elementary school guidance and counseling in the 50 states and the 4 territories of America. Specifically such matters as number of counselors employed, their sources of financial support, professional background, certification, and state standards were examined. Counselors now working in elementary schools in the 50 states, the District of Columbia, and the Virgin Islands total 6,041. The majority are supported in part by federal funds, with 36 percent supported locally. Eighty to 90 percent of the counselors are trained in guidance and counseling. To date, 23 states indicated certification requirements specifically for counselors at the elementary level.  相似文献

Protection of human subjects from investigators' conflicts of interest is critical to the integrity of clinical investigation. Personal financial conflicts of interest are addressed by university policies, professional society guidelines, public standards, and government regulation, but "intrinsic conflict of interest"--conflicts of interest inherent in all clinical research--have received relatively less attention. Such conflicts arise in all clinical research endeavors as a result of the tension among professionals' responsibilities to their research and to their patients and both academic and financial incentives. These conflicts should be disclosed to research subjects and managed as assiduously as are financial conflicts of interest.  相似文献

Conceived as a solution to clinical dilemmas, and now required by organizations for hospital accreditation, ethics committees have been subject only to small-scale studies. The wide use of ethics committees and the diverse roles they have played compel study. In 1999 the University of Pennsylvania Ethics Committee Research Group (ECRG) completed the first national survey of the presence, composition, and activities of U.S. healthcare ethics committees (HECs). Ethics committees are relatively young, on average seven years in operation. Eighty-six percent of ethics committees report that they played a role in ongoing clinical decision making through clinical ethics consultation. All are engaged in developing institutional clinical policy. Although 4.5% of HECs write policy on managed care, 50% of HEC chairs feel inadequately prepared to address managed care. The power and activity of ethics committees parallels the composition of those committees and the relationship of members to their institutions. The role of ethics committees across the nation in making policies about clinical care is greater than was known, and ethics committees will likely continue to play an important role in the debate and resolution of clinical cases and clinical policies.  相似文献

Replicability of findings is at the heart of any empirical science. The aim of this article is to move the current replicability debate in psychology towards concrete recommendations for improvement. We focus on research practices but also offer guidelines for reviewers, editors, journal management, teachers, granting institutions, and university promotion committees, highlighting some of the emerging and existing practical solutions that can facilitate implementation of these recommendations. The challenges for improving replicability in psychological science are systemic. Improvement can occur only if changes are made at many levels of practice, evaluation, and reward. In September 2003, Ontario universities accepted a double cohort of new students resulting from the Ontario government’s decision to eliminate Grade 13. The admission to university of two categories of students distinguished by their age and high school program raised a number of questions, not only in terms of admission infrastructure but mostly in what concerns the sum of student retention, academic success, and graduation. Factors associated with success and with the maintenance of university studies are numerous: stress, socioeconomic status, parents’ education, intellectual capacities, motivation, social abilities, and social support (Olds & Papalia, 2000). Therefore, the objectives of this study were: (1) to test the hypothesis of a double cohort effect on student academic success during the first year of university, (2) to verify the hypothesis that high school academic history, socioeconomic variables related to stress and perceived stress predict academic success and retention at the end of first year university. In September 2003, 300 first year students answered questionnaires inquiring about their high school program and high school GPA, their socioeconomic characteristics, and their perceived stress. These measures were then used to predict drop out, final GPA, number of credits attempted, passed and failed in June 2004. Results showed that school persistence and first year university academic achievement are mostly predicted by gender, high school GPA, type of financial resources, and number of hours worked at a paid job. Although not significant, we have found a higher proportion of Grade 12 students who dropped out during first year at university, suggesting a possible long-term effect of high school program on academic achievement.  相似文献

The role of on-the-job experience in fostering skill at detecting deception was examined. A deception-detection test was administered to three samples of more than 100 subjects each: a group of undergraduates with no special experiences at detecting deceit; a group of new recruits to a federal law enforcement training program, who had some limited on-the-job experience at detecting deceit; and a group of advanced federal law enforcement officers, with years of experience working at jobs in which the detection of deception is very important. Although the officer samples were more confident about their judgments of deceptiveness than were the students, they were no more accurate than the students. None of the three groups showed a significant improvement in deception-detection success from the first half to the second half of the test; however, the advanced officers felt increasingly confident about their performance as they progressed through the test. Correlational analyses of the relationship between accuracy and confidence provided further evidence that experience does not improve people's awareness oi the accuracy or inaccuracy of their judgments. The findings from this research are compared to the results of research on other kinds of professional decision-makers (e.g., clinical psychologists), and several theoretical perspectives on the role of experience in decision making are discussed.  相似文献
