The possibility that neighborhood conditions affect children's development has captured much attention because of its implications for prevention. But does growing up in deprived neighborhoods matter above and beyond a genetic liability to behavior problems, if genetically vulnerable families tend to concentrate in poor neighborhoods? A nationwide study of 2-year-old twins shows that children in deprived neighborhoods were at increased risk for emotional and behavioral problems over and above any genetic liability. Environmental factors shared by members of a family accounted for 20% of the population variation in children's behavior problems, and neighborhood deprivation accounted for 5% of this family-wide environmental effect. The results suggest that the link between poor neighborhoods and children's mental health may be a true environmental effect, and demonstrate that genetic designs are environmentally informative and can be used to identify modifiable risk factors for promoting child health.

Although researchers have consistently found that neighborhoods matter, relatively little is known about the processes through which neighborhood-level characteristics influence individual outcomes, and whether interventions targeting improving neighborhood characteristics will be beneficial for children. I examine whether relocating from high- to low-poverty neighborhoods affected low-income Black children's exposure to promotive developmental experiences. Participating families voluntarily relocated from high-poverty, minority segregated, inner-city Chicago neighborhoods to mostly White, low-poverty, suburban and Chicago neighborhoods. Data come from retrospective qualitative interviews with 22 Gautreaux One families an average of 15 years after initial relocation, and from interviews with 43 Gautreaux Two families as they relocated into their new communities. I find that children primarily benefited from the institutional versus the social interaction resources in their new neighborhoods. Furthermore, suburban placement was key in facilitating children's access to higher quality resources.

This paper makes a case for research on community interventions on child rearing. Sufficient evidence has accumulated about the development of children's problem behavior to justify evaluating efforts to reduce the prevalence of these problems in whole communities. The contextual risk factors for diverse child behavior problems are well understood, and interventions to ameliorate individual risk factors have been developed and evaluated. Because interventions with individual children have proven to be efficacious, it is now appropriate to direct energy toward reducing the prevalence of children with behavior problems. At the same time, existing interventions have limitations. Community interventions may be needed to modify the larger social context for families. This paper enumerates possible components of a community intervention to improve child-rearing outcomes. Existing evidence indicates that communities would benefit from making parent training and family support programs available to parents. Validated methods of identifying and remediating academic and behavioral problems in schools are available, but influencing schools to adopt them remains a problem. Community organizing could mobilize communities to allocate the resources necessary to support such parenting and schooling programs as well as encourage their adoption. Media campaigns could foster community support and directly influence parenting practices. Efforts to modify peer influences to use illicit substances have received empirical support; similar efforts may be relevant to preventing other problems. The development of a science of community interventions on child rearing is hampered by overreliance on randomized control trials. For this reason, two examples of time-series experimental evaluations of community intervention components are described here.

Previous studies reveal that career guidance is usually based on a mixture of meritocratic criteria (academic ability and achievement) and nonmeritocratic considerations (students' SES and their social labeling by counselors). The present study argues that school counselors in affluent neighborhoods emphasize the meritocratic criteria, while those in poorer neighborhoods tend to focus on the more nonmeritocratic. This hypothesis is examined in a random sample of 210 male, primary school graduates from the 10 state schools of an Israeli town, 125 of whom are from schools in affluent neighborhoods, and 85 from schools in poorer neighborhoods. A path analysis of determinants of guidance to specific high school tracks shows that students' ethnicity and labeling as problematic directly affect guidance by counselors only in the poor neighborhoods. The effect of students' "problems" is due to their being labeled as problematic with respect to psychological or physical attributes rather than to behavioral problems at school. The findings are subsequently interpreted as reflecting a patronizing attitude toward lower status students by counselors. Additional studies which may further elaborate the determinants of guidance in poor versus affluent neighborhoods are proposed.

A cohort of extremely prematurely born children and matched term controls was assessed at 5 years of age. The parents completed a questionnaire on their behavioral and social development. The purpose was to illuminate whether the children's general intellectual ability and parental sensitivity were associated with behavioral and social development. The index children exhibited more hyperactive behavior and had poorer social skills than the controls. Lower Full Scale IQ (FSIQ) was associated with outward reacting and hyperactive behavior and poorer social skills. Sensitive parenting was associated with less outward reacting and less hyperactive behavior. When controlling for differences in FSIQ and parental sensitivity, the index children persisted to have an increased risk of exhibiting hyperactive behavior but not poorer social skills. The index children with normal intellectual development, however, did not exhibit more behavioral problems or poorer social skills than the control children did.

Busy streets theory predicts that engaging residents in physical revitalization of neighborhoods will facilitate community empowerment through the development of sense of community, social cohesion, collective efficacy, social capital, and behavioral action. Establishing safe environments fosters positive street activity, which reinforces neighborhood social relationships. A community-engaged approach to crime prevention through environmental design (CE-CPTED) is one promising approach to creating busy streets because it engages residents in collaborative interactions to promote safer environments. Yet, few researchers have studied how CE-CPTED may be associated with busy streets. We interviewed 18 residents and stakeholders implementing CE-CPTED in Flint, Michigan. We studied three neighborhoods with different levels of resident control over CE-CPTED. Participants described how CE-CPTED implementation affected their neighborhood. Participants from all three neighborhoods reported that CE-CPTED was associated with positive street activity, sense of community, and collective efficacy. Participants from neighborhoods with higher resident control of CE-CPTED reported more social capital and behavioral action than those from neighborhoods with less resident control. Our findings support busy streets theory: Community engagement in neighborhood improvement enhanced community empowerment. CE-CPTED that combines physical revitalization with resident engagement and control creates a potent synergy for promoting safe and healthy neighborhoods.

Classroom discourse was examined as a predictor of changes in children's beliefs about their academic capabilities. Kindergarten, first-grade, and second-grade students (N = 106) participated in 2 waves of data collection, approximately 1 year apart. During the 1st year of the study, children's verbal interactions with their classmates were observed and recorded. Children rated their self-perceptions of academic competence during the 1st and 2nd years. Analyses revealed that changes over time in children's competence perceptions could be predicted from the types of statements that children made and had directed toward them by classmates. Examining sequences of child and classmate statements proved helpful in explaining the observed changes in children's perceptions of competence.

We explore the role of schools in children's mental health services research. Recent literature has suggested that schools play an important role in delivering services to children and adolescents with emotional and behavioral problems. Research in services research, though, has taken a fairly narrow view of which dimensions of school environments are relevant for inclusion in studies. We suggest that a broader view of school environments is appropriate and potentially beneficial to the field. Using Bronfenbrenner's ecological model as a guide, we conceptualize schools as microsystems. Such an approach suggests that all aspects of school environments (treatment as well as non-treatment) are likely to influence many of the outcomes that children's mental health services research frequently targets (e.g., behavioral problems, problematic peer relationships, academic achievement, school attendance). We review literature from a variety of disciplines to suggest relevant features of schools, with particular attention to the role of peer dynamics within schools. We conclude with implications of this expanded conceptualization of schools for children's mental health services research.

Target 2 of the National Agenda for Improving Results for Children and Youth with Serious Emotional Disturbance stipulates that communities and schools serve children and youth with emotional needs in their neighborhood homes and regular classrooms by developing the capacity of teachers, schools, and communities to provide supports and resources. This statement is partially based upon the idea that children and youth who are placed out-of-district for special needs and services are often alienated from their neighborhoods and their communities. The Westerly, RI, and Alliance, OH, school districts, service delivery agencies and families collaborated to implement system-wide change, so as to accomplish two main goals. First, they intended on retaining students with emotional needs in their neighborhood schools and in regular classrooms. Second, they aimed to increase their effectiveness in addressing the needs of all students by providing a range of integrated resources. Both communities were strongly driven by the underlying objective: to improve the educational, economic, and social outcomes for all children.

Low-income children perform better in school when school-focused future identities are a salient aspect of their possible self for the coming year and these school-focused future identities are linked to behavioral strategies (Oyserman et al., 2006). Hierarchical linear modeling of data from a four-state low-income neighborhood sample of eighth-graders suggests two central consequences of family and neighborhood socioeconomic deprivation on children's school-focused possible identities and strategies. First, higher neighborhood disadvantage is associated with greater salience of school in children's possible self for the coming year. Second, disadvantage clouds the path to school-success; controlling for salience of school-focused possible identities, children living in lower socioeconomic status families and boys living in more economically disadvantaged neighborhoods were less likely to have strategies to attain their school-focused possible identities. The influence of family socioeconomic status was seen particularly with regard to strategies to attain academic success and teacher engagement aspects of school-focused identities.

Using cross‐sectional data from rural‐to‐urban migrant adolescents in urban areas of Beijing, China, we examined the mediating effects of social support (i.e. teacher support and classmate support) in the relationship between perceived discrimination (PD) and antisocial behaviour (ASB) among Chinese migrant adolescents. Participants were 897 adolescents (459 boys and 438 girls, mean age = 13.34 years) from four migrant schools (68.8%) and four public schools (31.2%). Participants completed self‐report questionnaires concerning PD, ASB, teacher support and classmate support. Results indicated that Chinese migrant adolescents who perceived more discrimination were more likely to engage in ASB. Teacher support partially mediated the relationship between PD and ASB. Gender moderated this mediational relationship, such that teacher support exerted a mediating role among girls, but not boys. The findings suggest that reductions in teacher support may partially account for the effect of PD on ASB among Chinese migrant adolescents girls.

Influence of self-concept on school adjustment among middle-school students
The view that children's self-concepts influence their school adjustment and behavior is widely accepted, but the strength of the influence and the contribution of specific self-concept dimensions to children's nonacademic performance in school are uncertain. This issue is important in view of evidence that behavior problems are acute among minority children in inner-city public schools. The purpose of the present study was to examine the relationship between specific self-concept dimensions and school adjustment in three areas: (a) general classroom behavior, (b) group participation, and (c) attitude toward authority, as assessed by teachers. The sample consisted of 142 American middle-school children who attended four inner-city public schools. The results showed that significant bivariate correlations existed between each self-concept dimension on the Tennessee Self-Concept Scale and the three behavioral domains studied. Stepwise multiple regression procedures also indicated strong individual and combined predictive power among the self-concept dimensions.

Teachers in eight matched schools, four experimental and four control, were videotaped to examine the effects of a staff development program utilizing knowledge of objectives and immediate videotape feedback to modify the behavior of classroom teachers. Playback teachers improved cognitive behaviors but not affective behaviors more than controls. Concomitants of teacher success in the program were also investigated. Characteristics contributing to positive behavioral changes were dissatisfaction with perceived effectiveness, teaching experience, recency of latest degree, teacher attitude toward students, and student achievement.

This study aims to identify relationships between age-friendly environments (in terms of social and physical neighborhood attributes) and older people’s overall well-being, as well as the underlying instrumental goals to achieve overall well-being. A sample of 945 community-dwelling older adults living in Rotterdam’s districts Lombardijen, Lage Land/Prinsenland, Oude Westen, and Vreewijk was asked to complete a questionnaire in 2013. A total of 588 (62%) responded. The majority (56%) of respondents was female, 19% had low educational levels, 35% were married, and 85% were born in the Netherlands. Mean age was 77.1 ± 5.3 (range 70–93) years. Levels of age-friendliness and older people’s ability to realize the instrumental goals to achieve overall well-being varied tremendously among neighborhoods, with older people living in less age-friendly communities reporting lower levels of well-being. These differences in well-being resulted especially from differences in affection, behavioral confirmation, and comfort. Higher-educated older persons were more critical regarding the domains civic participation, transportation, and communication and information in their neighborhoods, suggesting a socioeconomic gradient in the perceived lack of neighborhood attributes facilitating aging in place. Currently, physical and social neighborhood attributes enabling aging in place seem to satisfy the needs for affection, behavioral confirmation, and comfort in some, but not all, neighborhoods. Levels of age-friendliness in neighborhoods did not explain differences in opportunities for older people to realize the instrumental goals of status and stimulation.

Experimental data from the Moving to Opportunity for Fair Housing Demonstration were used to examine (a) if moving from high- to low-poverty neighborhoods (via randomization) was associated with low-income minority children's achievement, grade retention, and suspensions/expulsions; (b) if moving minimized gender differences in these outcomes; and (c) potential mediators of observed program effects. Data on school-age children (mean age = 11.79 years, SD = 3.26) were obtained from standardized assessments and parent and adolescent interviews during the New York City site's 3-year follow-up evaluation (N = 588). Moving to low-poverty neighborhoods had positive effects on 11-18-year-old boys' achievement scores compared with those of their peers in high-poverty neighborhoods. These male adolescents' scores were comparable to females' scores, whereas male adolescents in high-poverty neighborhoods scored 10 points lower than female peers. Homework time and school safety partially accounted for program effects. From a policy perspective, the program benefited disadvantaged male adolescents at high risk for dropping out of school.

Data from the Moving to Opportunity Program, a randomized mobility experiment in which a subset of low-income minority families living in public housing in high-poverty neighborhoods were given vouchers to move to low-poverty neighborhoods, were used to evaluate 1 policy approach for improving children's educational outcomes. Four hundred twenty-five New York City children were seen 2 1/2 and 5 years following relocation (mean age=14.64 years, SD=3.21 years). Analyses examining program effects on 5-year educational outcomes, accounting for 2 1/2-year outcomes, revealed that program effects on adolescent boys' achievement found at 2 1/2 years were not sustained at 5 years. Rather, male and female youths 14-20 years of age in low-poverty neighborhoods reported lower school grades and engagement relative to youths in high-poverty neighborhoods. From a policy standpoint, the complexity of enhancing low-income minority children's educational outcomes is underscored by the multiple dynamics involved--family, neighborhood, housing, and school.

Children and youth in neighborhood contexts
Neighborhoods are increasingly studied as a context where children and youth develop; however, the extent of neighborhoods' impact remains debatable because it is difficult to disentangle this impact from that of the family context, in part because families have some choice as to where they live. Evidence from randomized experiments, studies using advanced statistical models, and longitudinal studies that control for family characteristics indicates that neighborhoods do matter. In nonexperimental studies, small to moderate associations were found, suggesting that children and adolescents living in high-income neighborhoods had higher cognitive ability and school achievement than those living in middle-income neighborhoods, and children and adolescents living in low-income neighborhoods had more mental and physical health problems than those living in middle-income neighborhoods. The home environment has been shown to be partly responsible for the link between neighborhood and children's development. For adolescents, neighborhood effects are partially accounted for by community social control. Experimental studies in which families were randomly assigned to move to low-poverty neighborhoods from housing projects found larger neighborhood effects than nonexperi-mental research, particularly for boys' outcomes. Additional issues reviewed are relevant neighborhood characteristics, theoretical models explaining the pathways underlying neighborhood effects, methods for research assessing neighborhood processes, and policy implications.
