State universities have grown to become monumental enterprises generating revenues of more than $124 billion a year in the sale and delivery of education and other services. They compete in a marketplace composed of private secular, nonsecular and for-profit higher education institutions. In addition, state universities in their own right engage in a number of traditionally for-profit "business" enterprises competing with the private sector. However, as the enterprise aspect of state universities grows; so too does the impact of a unique competitive advantage enjoyed solely by state universities--that is, the ability of state universities to immune themselves from lawsuit in federal court under the guise of "sovereign immunity" for disputes arising under federal employment laws. Indeed, as a consequence of recent Supreme Court rulings, state agencies, including universities, are the only entities in the United States that are effectively exempt from the enforcement of federal employment laws in federal or state courts. This article reviews the condition of the "two faces" of the state university regarding federal employment law and the apparent new barriers to federal court access of employees to judicial review of employment disputes.  相似文献

Public sector employment of immigrants can increase their economic assimilation and potentially improve their treatment by government. Yet, as we show using Census data from 1990, 2000, and 2009–2011, immigrants are substantially underrepresented in federal, state, and local governments. To understand why, we use logit analysis for federal and for state and local government employment in each time period to test whether immigrants’ weaker educational attainment and English proficiency, lower probabilities of being citizens and military veterans, and different age, gender, and race/ethnicity distributions can explain that underrepresentation. Disparities in education and preferential government treatment of veterans are factors, but citizenship requirements appear to be the major obstacle to immigrant employment in the public sector.  相似文献

Southern European countries, like Italy and Spain, have been severely affected by the recent economic crisis. This has affected their labour market in terms of increased unemployment, while many of those in employment feel more insecure. As a consequence, many individuals turn to education as a step to making a career change. The opportunities and hindrances stemming from socio-economic institutions such as vocational education and training (VET) and higher education, labour market regulations and career guidance are highly influential in the ways in which individuals manage their career transitions and engage in lifelong learning. This article outlines the structural conditions in the two countries in respect to career guidance provision and reflects, based on individual accounts of mid-career workers, how individuals negotiate the system.  相似文献

Adverse effects of COVID-19 are seen not only on the physical health of infected individuals but also on their subjective well-being. Sudden changes in social lives, lockdowns, and shifts towards online education have had a negative impact on many people, especially university students. As part of an international study, the current study focused on the well-being of students at Turkish universities in relation to social contact, academic satisfaction, and COVID-19 knowledge. A total of 7363 students from nine universities (86.6% from state universities, 71.04% female, and 73.52% at bachelor’s level) participated in an online survey. Results revealed that females had lower levels of subjective well-being and academic satisfaction. According to a mediation model in the study, the relationship between social contact and well-being was mediated by academic satisfaction and COVID-19 knowledge. Our findings can guide future researchers, mental health professionals, universities, and policymakers to understand and improve subjective well-being of university students.

The article argues that the most important trends in the recent metamorphosis of higher education, especially of university teaching and research, cannot be understood without placing them in the context of general developments in political life. Both processes reveal alarming features and there is a link between them. In recent decades a religion has established its dominance in the public policy field. Its dogmas are called “liberalization”, “economic man”, “individual preference”, “the free market”, “competition” and “efficiency”. The consequences of the progressive imposition of this doctrine on the universities—including on the relation between teaching and research—are well documented but not always well understood. It is argued that the “commercialization” of higher education and research means in reality their hyper-bureaucratization, via the imposition of so-called evaluation, assessment and accreditation schemes, the latest avatars of the managerialist ideology. 旨在探究大学毕业生就业能力对求职过程中心理健康的预测作用,以及求职认知评价和就业不安全感在其中的中介作用。采用结构方程模型等对343个样本的三轮追踪问卷调查数据进行分析后发现:就业能力显著正向预测心理健康;挑战认知评价和就业不安全感依次中介就业能力对心理健康的预测作用。研究结果表明,可以通过提高大学毕业生就业能力来积极促进其对求职的正确认知评价,从而纾解就业不安全感,保持和改善求职过程中的心理健康状况。  相似文献

British society has changed greatly over the past half century. Increasing uncertainty about economic and social developments is becoming a distinctive feature of modern industrialized countries, affecting the life chances and opportunities of young people making the transition from dependent childhood into independent adulthood. Summarizing recent findings from data collected from about 30,000 individuals born 12 years apart, in 1958 and 1970 respectively, this paper examines the role of individual agency in shaping educational and occupational transitions as well as the assumption of family‐related roles in times of social change. The data suggest that societal change and the associated increasing uncertainty does not impact on all individuals in the same way, and that there has been an increasing polarization between those who are able to benefit from the economic and social transformations and the ones who are excluded, largely because of their relatively disadvantaged socioeconomic circumstances and lack of access to opportunities in education and employment. It is concluded that human agency processes cannot be studied in isolation from the sociohistorical context in which they are embedded.  相似文献

The repeal of apartheid legislation applied to education presents new challenges to student counsellors. Given the history of racial conflict that accompanied limited desegregation on campuses in South Africa, one can expect that conflict ivill increase now that any student may freely study at any university. Of necessity, counsellors will need to develop new expertise to deal with conflict arising from racism on campus. Counselling centres will also have to reflect the diversity of the student population, which will require changed university employment policies.  相似文献

Objective data on the training profiles of Australian psychologists is scarce, despite important reforms across the higher education sector. This study aimed to profile Australian psychological training leading to registration. Universities, Registration Boards and registrants were profiled during 2008. Results revealed that there were 1063 postgraduate places a year across 34 university postgraduate training programs, with two thirds of places in clinical psychology. However, half of psychologists do not undertake postgraduate training, but undertake four years of university psychology followed by a 2 year internship (4+2) to make up the minimum standard for registration of 6 years training. Those with over 6 years of university training tended to work more in clinical, university or specialised areas of practice, whereas those with 4+2 were more likely to work in schools and general counselling. One quarter of psychologists are College members and 13% have doctoral qualifications. Analysis revealed a workforce that is actively engaged in ongoing professional development, supervision and further training. The profession has grown steadily in size by 6.24% per annum over the past 8 years and this presents a challenge for increasing the supply of postgraduate training places.  相似文献

Because of the changes in the economy hastened by the Great Recession, recent college graduates face unprecedented challenges finding employment in the current labor market. In this new economic era, Krumboltz's (2009) happenstance learning theory provides college career counselors with a practical framework for helping students learn how to engage in proactive career behaviors, evaluate opportunities as they arise, and initiate actions to benefit from them. Data Envelopment Analysis (DEA) is a system analysis method. It is suitable for evaluating the relative efficiency of Decision Making Units (DMU) with multiple input and output indicators, which is subject to no dimensional form of data and does not need to set the parameters. Subordinate colleges are an integral part of a university, and the university’s comprehensive competitiveness can be improved only when each college reaches the optimal state of teaching performance. From the perspective of faculty structure, this paper constructs the evaluation system for the teaching performance of subordinate colleges. In the evaluation system, there are two fuzzy variables, employment quality and quality of enrollment of graduates, so the fuzzy DEA method is adopted. The introduction of fuzzy theory can well solve the problem of fuzzy numbers in input or output. The commonly used fuzzy numbers include triangular fuzzy numbers and trapezoid fuzzy numbers. The triangular one is used in this paper. The research results will help the university strengthen the understanding of subordinate colleges, which is of practical significance to improve the university’s comprehensive competitiveness.  相似文献

This article discusses the origin and development of family-friendly policies and careers in Sweden. The starting-point for the discussion is that what 'family-friendly' is can never be separated from the gendered labour market. Drawing on Lotte Bailyn's analysis of gender 'equity', the article argues that the Swedish labour market has no doubt become much more 'family-friendly' over the decades, through family-friendly reforms, but the move has definitely lost pace, maybe even been slightly reversed, in the 1990s and 2000s. Seemingly, political and social reforms cannot reach much further without a radical change in people's views of labour division at home, i.e. in the private sphere.  相似文献

Based on career construction theory and the model of proactive motivation, the current research examined the mediating and moderating models for the relations among future work self, career adaptability, job search self-efficacy and employment status. A survey study was conducted among Chinese university graduates (N = 270). The results showed that future work self (measured at wave 1) had positive effect on employment status (measured at wave 3), with this relationship partially mediated by career adaptability (measured at wave 1) and job search self-efficacy (measured at wave 2). In addition, the results further revealed that the positive effect of future work self on job search self-efficacy was stronger among the graduates who had a higher level of career adaptability. In support of the hypothesized moderated mediation model, for individuals with a higher level of career adaptability, the indirect effect of future work self on employment status through job search self-efficacy was stronger. These findings carry implications for research on job search behavior, career education and career counseling.  相似文献

Education students in Australian state and Christian universities expressed their views on ideals, lived experience, and help expected from schools in four domains of spiritual well‐being (personal, communal, environmental, and transcendental) (SWB), using the Spiritual Health and Life‐Orientation Measure (SHALOM). Students’ lived experiences greatly affected their views on help provided by schools to nurture students’ SWB. Currently, the more religious students in Christian universities reported support for their SWB from religious activities, whereas students in the state university gained support from more humanistic sources. But is this sufficient? Education students in state universities are likely to maintain the status quo regarding SWB in state schools. They report levels of help for students in line with current teachers’ views. Christian university education students have lower expectations of schools than current teachers in Christian schools. However, some positive action is being taken in Christian universities to address the spiritual formation of their students. Further opportunities are needed within teacher education and schools in Australia for staff to address this area of vital concern for their own and students’ SWB.  相似文献

Eighteen counselors in one of the administrative areas of the California Department of Human Resources and 697 of their closed cases were studied in order to discover whether differences in employability outcomes did exist. The study attempted to answer the following questions: (a) How many clients achieve employability during their relationships with employment counselors? (b) What is the final disposition of cases that are closed other than employable? and (c) To what degree do counselors engage in placement activities and what influence do these activities have on employable closures? The study provides evidence that some counselors had significantly more clients achieve employable status than did other counselors.  相似文献

This article analyzes how the emergence of transnational Islam with its global network has changed the face of Indonesian Islam. As part of transnational Islam, the Salafi movement has embellished its ideology through the educational sphere, so it is called transnational Islamic education. The Integrated Islamic School and the Institute of Islamic and Arabic Sciences show the ideological nuances in the education process of these two educational institutions. In this context, there is an ideological struggle between both the Egyptian and the Saudian model of Salafi education with the national education based on Pancasila. With the main agenda of the establishment of an Islamic state and putting the Shariah into practice, the Salafi education can pose a threat to global democratic order. Many cases indicate that perpetrators of global radicalism and terrorism are graduates of Salafi model schools. This proves that global democracy is currently in an ideological struggle with transnational Islamic education.  相似文献

Psychology formally entered the Australian arena via university departments of Philosophy, commencing last century and taking its initial direction largely from Britain. The previous pattern of development of Australian psychology was more distinctive than is its present state. Although the influences of Germany and the United States have supplemented that of the parent country, it is difficult to discern any locally blended colouration in the discipline or the profession as they now appear. Somewhat distanced from the universities, applied psychology has flourished especially in the public sector beginning with the initial close liaison formed between psychology and education in a developing colonial society. The public impact of research and practice is by no means as apparent as in the United States or Britain. After a burgeoning in the ‘sixties and early ‘seventies, the present state is one of limited growth concurrent with the general recession.  相似文献

Full-time employed (N = 255), partly employed (N = 48), and unemployed (N = 43) male and female university graduates completed a questionnaire that included measures designed to assess expected job levels and current job levels and two measures of potential social action (willingness to volunteer actions and hours to a fictional Campaign to Assist Unemployed Youth). Comparisons between groups and the results of multiple regression analyses provided mixed support for the prediction that larger negative gaps between expected and current employment status would be associated with a greater willingness to assist the Campaign. The unemployed respondents tended to volunteer more actions and more hours to the Campaign than did the other two groups. A multiple regression analysis showed that the current level by expected level interaction term was statistically significant as predicted, but only for the fully employed graduates. Within the full-time employed group, female graduates and those from the humanities/social sciences/education schools expressed more willingness to assist the Campaign than did male graduates and those from the sciences/medicine schools of the university. Results were discussed in relation to current research on relative deprivation and reported affect and to recent studies of job satisfaction.  相似文献

The Hwang affair, a dramatic and far reaching instance of scientific fraud, shocked the world. This collective national failure prompted various organizations in Korea, including universities, regulatory agencies, and research associations, to engage in self-criticism and research ethics reforms. This paper aims, first, to document and review research misconduct perpetrated by Hwang and members of his research team, with particular attention to the agencies that failed to regulate and then supervise Hwang’s research. The paper then examines the research ethics reforms introduced in the wake of this international scandal. After reviewing American and European research governance structures and policies, policy makers developed a mixed model mindful of its Korean context. The third part of the paper examines how research ethics reform is proactive (a response to shocking scientific misconduct and ensuing external criticism from the press and society) as well as reactive (identification of and adherence to national or international ethics standards). The last part deals with Korean society’s response to the Hwang affair, which had the effect of a moral atomic bomb and has led to broad ethical reform in Korean society. We conceptualize this change as ethical modernization, through which the Korean public corrects the failures of a growth-oriented economic model for social progress, and attempts to create a more trustworthy and ethical society.  相似文献
