Whether nanotechnology is ethically unique and “nanoethics” should be treated as a field in its own right remain important, contested issues. This essay seeks to contribute to the debates on these issues by exploring several foundational questions about the relationship of ethics and nanotechnology. Ethical issues related to nanotechnology exist and adoption of a defeasible presumption that such issues amount to old ethical wine in new technological bottles appears justified. Such issues are not engendered solely by intrinsic features of the nanotechnology field, but also by contingent features of the social contexts in which work in the field unfolds. The sets of factors that engender ethical issues related to nanotechnology are combinations of social-contextual and technical elements. While there do not appear to be any qualitatively new nanotechnology-related ethical issues, nanotechnology is different, ethically, from other fields of technical inquiry in at least two ways. To avoid diluting ethical concern about nanotechnology and revival of the noxious notions of autonomous technology and technological determinism, thinking, writing, and speaking about ‘nanoethics’ should yield to thinking, writing, and speaking about ‘ethical issues related to nanotechnology in society.’ Finally, nanotechnology practitioners should become familiar with the ethical dimension of their work.  相似文献

This paper aims to review different discourses within the emerging field of ethical reflection on nanotechnology. I will start by analysing the early stages of this debate, showing how it has been focused on searching for legitimacy for this sphere of moral inquiry. I will then characterise an ethical approach, common to many authors, which frames ethical issues in terms of risks and benefits. This approach identifies normative issues where there are conflicts of interest or where challenges to the fundamental values of our society arise. In response to the limitations of this approach, other commentators have called for more profound analysis of the limits of our knowledge, and have appealed to values, such as sustainability or responsibility, which should, they suggest, inform nanotechnological development (I will define this approach as a “sophisticated form of prudence”). After showing the ways in which these frameworks are limited, I will examine more recent developments in debates on nanoethics which call for the contextualisation of ethical discourse in its ontological, epistemic and socio-economic and political reflections. Such contextualisation thus involves inquiry into the ‘metaphysical research program’ (MRP) of nanotechnology/ies and analysis of the socio-economic, political and historical reality of nano. These ideas offer genuinely new insights into the kind of approach required for nanoethical reflection: they recover a sense of the present alongside the need to engage with the past, while avoiding speculation on the future.  相似文献

This paper critically examines the volitional normative model of disease and its underlying nanotechnologic vision of medicine both defended by Robert Freitas. Having provided an account of this vision, we explicate the highlight of the model, which is a concept of disease based on individual values and preferences. The model’s normative positions are then critiqued based on our argument that the epistemic basis of Freitas’s vision of nanotechnologic medicine and, by extension, of his volitional normative model of disease is scientifically flawed. An ethical and social critique of the model is then conducted on the basis of the model’s implicit ethical underpinnings. We argue that Freitas fails to justify the normativity of his model by not addressing the ethical issues that permeate it, one of which is the question of responsibility regarding the development of medical nanotechnology and the practice of new forms of medicine such as the one he envisions. We conclude that, due to its radically individualistic position, the model implies an unjustified view of nanoethics and relegates this field of ethics to the periphery of discussions of nanomedicine.  相似文献

Parallel to the public discussion on the benefits and risks of nanotechnology, a debate on the ethics of nanotechnology has begun. It has been postulated that a new “nano-ethics” is necessary. In this debate, the — positive as well as negative — visionary and speculative innovations which are brought into connection with nanotechnology stand in the foreground. In this contribution, an attempt is made to discover new ethical aspects of nanotechnology in a more systematic manner than has been the case. It turns out that there are hardly any completely new ethical aspects raised by nanotechnology. It is much rather primarily a case of gradual shifts of emphasis and of relevance in questions which, in principle, are already known and which give reason for ethical discussions on nanotechnology. In a certain manner, structurally novel ethical aspects arise through the important role played by visions in the public discourse. New questions are also posed by the fact that previously separate lines of ethical reflection converge in the field of nanotechnology. The proposal of an independent “nano-ethics”, however, seems exaggerated.  相似文献

After reviewing portions of the 21st Century Nanotechnology Research and Development Act that call for examination of societal and ethical issues, this essay seeks to understand how nanoethics can play a role in nanotechnology development. What can and should nanoethics aim to achieve? The focus of the essay is on the challenges of examining ethical issues with regard to a technology that is still emerging, still ‘in the making.’ The literature of science and technology studies (STS) is used to understand the nanotechnology endeavor in a way that makes room for influence by nanoethics. The analysis emphasizes: the contingency of technology and the many actors involved in its development; a conception of technology as sociotechnical systems; and, the values infused (in a variety of ways) in technology. Nanoethicists can be among the many actors who shape the meaning and materiality of an emerging technology. Nevertheless, there are dangers that nanoethicists should try to avoid. The possibility of being co-opted from working along side nanotechnology engineers and scientists is one danger that is inseparable from trying to influence. Related but somewhat different is the danger of not asking about the worthiness of the nanotechnology enterprise as a social investment in the future.  相似文献

This paper contributes towards a lay ethics of nanotechnology through an analysis of talk from focus groups designed to examine how laypeople grapple with the meaning of a technology ‘in-the-making’. We describe the content of lay ethical concerns before suggesting that this content can be understood as being structured by five archetypal narratives which underpin talk. These we term: ‘the rich get richer and the poor get poorer’; ‘kept in the dark’; ‘opening Pandora’s box’; ‘messing with nature’; and ‘be careful what you wish for’. We further suggest that these narratives can be understood as sharing an emphasis on the ‘giftedness’ of life, and that together they are used to resist dominant technoscientific and Enlightenment narratives of control and mastery which are encapsulated by nanotechnology.  相似文献

This article draws attention to struggles inherent in discourse about the meaning of participation in a Flemish participatory technology assessment (pTA) on nanotechnologies. It explores how, at the project’s outset, key actors (e.g., nanotechnologists and pTA researchers) frame elements of the process like ‘the public’ and draw on interpretive repertoires to fit their perspective. The examples call into question normative commitments to cooperation, consensus building, and common action that conventionally guide pTA approaches. It is argued that pTA itself must reflect an awareness of competing interests and perspectives inherent in the discourse associated with the meaning of ‘participation’ if it is to incite action beyond vested interests and ensure genuine mutual learning.  相似文献

This paper reflects on the change of relations among participants in nanotechnology governance through their participation in governance processes such as stakeholder dialogues. I show that policymaking in practice—that is, the practice of coming and working together in such stakeholder dialogues—has the potential for two-fold performative effects: it can contribute to the development of trust and mutual responsibility on the part of the involved actors, and it may bring about effects on the formation of boundaries of what is sayable and thinkable in nanotechnology governance. Three vignettes about the work of the German NanoKommission indicate the development of new relations of trust, recognition and mutual responsibility among actors. It is concluded that governance in practice can assemble new collectives in which relations of trust are the glue holding the complex structure together. While such a consensus-based progress may be favourable for smooth technology development, it can be considered problematic if evaluated against the ideals of deliberative democracy, which often form the premises on which public engagement is based. Stakeholder forums were set in place with the intention of including various actors, but this is Janus-faced: if a dialogue becomes encapsulated in new governance networks, new exclusions can arise. For example, a policing of which information is released to a wider audience can occur.  相似文献

The literature concerning ethical issues associated with nanotechnologies has become prolific. However, it has been claimed that ethical problems are only at stake with rather sophisticated nanotechnologies such as active nanostructures, integrated nanosystems and heterogeneous molecular nanosystems, whereas more basic nanotechnologies such as passive nanostructures mainly pose technical difficulties. In this paper I argue that fundamental ethical issues are already at stake with this more basic kind of nanotechnologies and that ethics impacts every kind of nanotechnologies, already from the simplest kind of engineered nanoproducts. These ethical issues are mainly associated with the social desirability of nanotechnologies, with the difficulties to define nanotechnologies properly, with the important uncertainties surrounding nanotechnologies, with the threat of ‘nano-divide’, and with nanotechnology as ‘dual-use technology’.  相似文献

Continuing advances in human ability to manipulate matter at the atomic and molecular levels (i.e. nanoscale science and engineering) offer many previously unimagined possibilities for scientific discovery and technological development. Paralleling these advances in the various science and engineering subdisciplines is the increasing realization that a number of associated social, ethical, environmental, economic and legal dimensions also need to be explored. An important component of such exploration entails the identification and analysis of the ways in which current and prospective researchers in these fields conceptualize these dimensions of their work. Within the context of a National Science Foundation funded Research Experiences for Undergraduates (REU) program in nanomaterials processing and characterization at the University of Central Florida (2002–2004), here I present for discussion (i) details of a “nanotechnology ethics” seminar series developed specifically for students participating in the program, and (ii) an analysis of students’ and participating research faculty’s perspectives concerning social and ethical issues associated with nanotechnology research. I conclude with a brief discussion of implications presented by these issues for general scientific literacy and public science education policy.  相似文献

There is currently a strong focus on responsible research in relation to the development of nanoscience and nanotechnology. This study presents a series of conversations with nanoresearchers, with the ‘European Commission recommendation on a code of conduct for responsible nanosciences and nanotechnologies research’ (EC-CoC) as its point of departure. Six types of reactions to the document are developed, illustrating the diversity existing within the scientific community in responses towards this kind of new approaches to governance. Three broad notions of responsible nanoresearch are presented. The article concludes by arguing that while the suggestion put forward in the EC-CoC brings the concept of responsible nanoresearch a long way, one crucial element is to be wanted, namely responsible nanoresearch as increased awareness of moral choices.  相似文献

The experience with genetically modified foods has been prominent in motivating science, industry and regulatory bodies to address the social and ethical dimensions of nanotechnology. The overall objective is to gain the general public’s acceptance of nanotechnology in order not to provoke a consumer boycott as it happened with genetically modified foods. It is stated implicitly in reports on nanotechnology research and development that this acceptance depends on the public’s confidence in the technology and that the confidence is created on the basis of information, education, openness and debate about scientific and technological developments. Hence, it is assumed that informing and educating the public will create trust, which will consequently lead to an acceptance of nanotechnology. Thus, the humanities and social sciences are seen as tools to achieve public acceptance. In this paper, the author argues that this is a narrow apprehension of the role of the humanities and social sciences. The humanities and social sciences have a critical function asking fundamental questions and informing the public about these reflections. This may lead to scepticism, however, the motivation for addressing the social and ethical dimensions of nanotechnology should not be public acceptance but informed judgement. The author illustrates this critical function by discussing the role, motivation and contribution of ethics as an example. Lastly, the author shows that a possible strategy for incorporating the humanities and the social sciences into nanotechnology research and development is Real-Time Technology Assessment, where the purpose is to integrate natural science and engineering investigations with ethical, legal and social science from the outset.

Nanotechnology, the emerging capability of human beings to observe and organize matter at the atomic level, has captured the attention of the federal government, science and engineering communities, and the general public. Some proponents are referring to nanotechnology as “the next technological revolution”. Applications projected for this new evolution in technology span a broad range from the design and fabrication of new membranes, to improved fuel cells, to sophisticated medical prosthesis techniques, to tiny intelligent machines whose impact on humankind is unknowable. As with the appropriation of technological innovation generally, nanotechnology is likely to eventually bring dramatic and unpredictable new capabilities to human material existence, along with resulting ethical challenges and social changes to be reconciled. But as of yet, aside from a few simple new consumer goods, such as paint, rackets and fabric coatings, nanotechnology is undeveloped. Its social and ethical dimensions are not apparent. Even still, given the stated goals of the various nanotechnology initiatives to rearrange matter with increasing atomic precision, the impact of nanotechnology on human life and society is likely be profound. It is very difficult, however, to make accurate predictions about the future impact of nanotechnology development on humanity. At this time, the most important role for ethics analysis is to contribute to a humanitarian, conscientious approach to its development. This paper suggests that such an approach requires that attention be given to the roles of imagination, meaning-making, metaphor, myth and belief.  相似文献

Nanotechnology has recently been identified with principles of sustainability and with a ‘green’ agenda generally. Some maintain that this green dream of nanotechnology is a rather ephemeral societal phenomenon that owes its existence to the campaign ploys of politics and business. This paper argues that deeper lying societal and cognitive structures are at work here that complement or even substantiate in some sense the seemingly manipulative saying of a greening of nanotechnologies. Taking seriously the concept of ‘green nano’, this paper examines the common ground between sustainability discourse and the discourse of nanotechnology. Green nanotechnology is understood as a boundary concept in which disparate discourses and concepts join together. The primary concern of the paper is to show that nanodiscourse and ecodiscourse share visions of control and of excess. Both ecotechnology and nanotechnology accept and incorporate arguments about limited growth, and each develops strategies of control—be it through a new-found precision in the control of material flows or through greater efficiency in product design.  相似文献

In this paper, I explore a confrontation between Husserl’s ethical position of vocation and its absolute ought with a feminist ethical position. I argue that Husserl’s ethics has a great deal to offer a feminist ethics by providing for the possibility of an ethics that is particular rather than universal, that recognizes the role of the social through tradition in establishing values and norms without conceding the ethical responsibility of the individual, and that acknowledges the role of both reason and desire in establishing moral values that has the consequence of breaking down the public/private distinction that has reigned in so many ethical theories. In order to make this case, I proceed with a review of Husserl’s position of the absolute ought, some typical criticisms that might be leveled at his position, and finally, responses to those criticisms that show ways in which Husserl’s position can be beneficial to the formulation of a feminist ethics that is inclusive of the emotional aspect of moral valuation, and the particularity of ethical commitments, while providing for a different way of evaluating thinking that accommodates what are usually understood to be “feminine” concerns. In addition to describing Husserl’s position, I show how that position meets some of the expectations for a feminist ethics as put forth by Iris Marion Young and Sara Ruddick.  相似文献

The term ‘nano-divide’ has become a catch-phrase for describing various kinds of global nanotechnology inequities. However, there has been little in-depth exploration as to what the global nano-divide really means, and limited commentary on its early nature. Furthermore, the literature often presents countries from the Global South as ‘passive’ agents in global nanotechnology innovation—without the ability to develop endogenous nanotechnology capabilities. Yet others point to nanotechnology providing opportunities for the South to play new roles in the global research and development process. In this paper I report on the findings of a qualitative study that involved the perspectives of 31 Thai and Australian key informants, from a broad range of fields. The study was supplemented by a survey of approximately 10% of the Thai nanotechnology research community at the time. I first explore how the global nano-divide is understood and the implication of the divide’s constructs in terms of the roles to be played by various countries in global nanotechnology innovation. I then explore the potential nature of Southern passivity and barriers and challenges facing Southern endogenous innovation, as well as an in-depth consideration of the proposition that Southern countries could be ‘active’ agents in the nanotechnology process. I argue that it is the nano-divide relating to nanotechnology research and development capabilities that is considered fundamental to nanotechnology’s Southern outcomes. The research suggests that Southern countries will encounter many of the traditional barriers to engaging with emerging technology as well as some new barriers relating to the nature of nanotechnology itself. Finally, the research suggests that nanotechnology may offer new opportunities for Southern countries to enter the global research and development picture.  相似文献

UK science policy now includes ‘upstream public engagement’ as an element in the responsible development of nanotechnology. This paper explores different understandings of the term upstream engagement before discussing in more detail a laboratory-based collaboration between social science and nanoscience aimed at exploring the social dimensions of nanotechnology. The paper concludes that concern with defining what counts as ‘upstream’ can obscure more critical questions about how to make public, and therefore accountable, deliberations about the interrelated social and technical aspects of nanoscience.  相似文献

There is interest in more and better interaction between civil society and actors developing nanotechnologies, nano-materials and nano-enabled products: government agencies but also branch organizations in the chemical sector position civil society organizations (CSOs) as ‘voices of civil society’, and invite CSOs to participate in multistakeholder events. In such events, CSOs are expected to articulate societal needs, issues and values so that these can be taken up by actors with institutional roles and mandates to develop and embed newly emerging nanosciences and nanotechnologies (NEST). This article argues that such a division of moral labor between CSOs and nanotechnology actors is not productive to address NEST and its emerging societal issues. There is an assumption that societal issues are ‘out there’ and can be recognized by CSOs, while in fact, societal issues might co-evolve with new development trajectories and thus have to be discovered and articulated. More productive deliberation requires, ideally, overcoming the traditional division of moral labor between these two groups of actors: technology developers should also inquire into and articulate emerging societal issues, and CSOs should inquire into and reflect on actual development trajectories. In order to explore issues and repercussions that arise in such a repositioning, this article will discuss a bottom up experiment of such an interaction between a nanotechnology developer (DuPont) and a CSO (Environmental Defense Fund). Based on the empirical analysis of this bottom up experiment, tentative requirements will be developed for how joint inquiries between technology developers and CSOs can be realized on a larger scale in our society.  相似文献

Because of the overly market-oriented way in which technological development is carried out, there is a great amount of hubris in regard to how scientific and technological achievements are used in society. There is a tendency to exaggerate the potential commercial benefits and willfully neglect the social, cultural, and environmental consequences of most, if not all innovations, especially in new fields such as nanotechnology. At the same time, there are very few opportunities, or sites, for ensuring that nanotechnology is used justly and fairly, or for that matter, contribute to alleviating any of the wide variety of injustices that exist in the world. Most of the public authorities responsible for the development and application of science and technology are uninterested and unwilling to “assess” the implications of nanotechnology, and there are few, if any spaces in the broader culture for assessment to take place. Within the various “social movements” that are, in one way or another, concerned with issues of global justice, there is as yet little interest in nanotechnology. By examining the relations between nanotechnology and the emerging movement for global justice this article attempts to understand the enormous gap between the potential for science and technology to do good and the actual ways in science and technology get developed, and what, if anything, might be done to help close the gap in relation to nanotechnology, so that it might better be able to contribute to global justice.  相似文献

Responsible research and innovation (RRI) has come to represent a change in the relationship between science, technology and society. With origins in the democratisation of science, and the inclusion of ethical and societal aspects in research and development activities, RRI offers a means of integrating society and the research and innovation communities. In this article, we frame RRI activities through the lens of layers of science and technology governance as a means of characterising the context in which the RRI activity is positioned and the goal of those actors promoting the RRI activities in shaping overall governance patterns. RRI began to emerge during a time of considerable deliberation about the societal and governance challenges around nanotechnology, in which stakeholders were looking for new ways of integrating notions of responsibility in nanotechnology research and development. For this reason, this article focuses on nanotechnology as the site for exploring the evolution and growth of RRI.  相似文献
